A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK AMENDING , SECTION 8 OF RESOLUTION
NO. 2008-005 RELATING TO THE BASIC SALARY PLAN FOR
PART-TIME/TEMPORARY EMPLOYEES SPECIFICALLY FOR
RESERVE POLICE OFFICERS EFFECTIVE September 5, 2012
WHEREAS, a Reserve Police Officer is a community member who devotes his or her
valuable time and effort towards creating a safer community; and
WHEREAS, Reserve applicants go through the same rigorous screening process, with
background checks, psychological examinations and oral and written tests a regular duty
Police Officer does. Reserve police officers have similar job functions and risk as full time
police officers. Additionally reserve officers have the same training, (Academy, Field Training
Program) and hiring standards as full time police officers; and
WHEREAS, the increase in pay would be more comparable to sworn police officer pay,
without benefits; and
WHEREAS, Reserve Police Officers are paid on a per diem basis; they work a minimum
of 16 hours a month; they are not in the CaIPERS system nor do they receive any benefits
such as health insurance, or retirement benefits; and
WHEREAS, for the past six (6) years, police department reserve police officers have
been paid $8.00 an hour; and
WHEREAS, an increase in the pay rate will allow the City of Baldwin Park Police
Department to retain our current reserve officers and be more competitive in hiring and
retaining new recruits.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BALDWIN PARK
HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Council supports: 1) a fully staffed reserve program and
recognizes that this program fill in where the Police Department needs them most; 2) having a
well-trained, well-rounded and fully staffed Reserve Officer Program that will enable the Police
Department to supplement its current staffing levels, which in turn will increase the
effectiveness of the Police Department.
SECTION 2. Effective September 5, 2012, the salary range for Reserve Police
Officer classification is hereby the salary range set forth in Section 8 of Exhibit A, attached
hereto.

SECTION 3. That the City Clerk shall forward a copy of this resolution to the
Human Resources Department.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and
enter in the original book of resolutions on file in the City Clerk's Office.

*The foregoing classification of City Service Worker is established to provide for part-time
employment to meet specialized needs. The Human Resources Department will establish the
exact salary within the foregoing range based on the labor market for the position, as
necessary.
