Councilman Elect Bloxham led the Salute to the Flag. Flag Sa.lute. ivoca.ti.on was iven by Rev. Waldo Specht, Central Laptist Church. Invocation. Judge Albert H. Iiller, Junicipal Court of the Citrus Judicial Swearing In Of District then administered the oath of office to City Clerk Elected Officials. Elmer Cook, Treasurer Eva Elder Pugh, and Councilman Hub H. Bloxham, Lynn H. Cole, Earle B. Duskin, Henry J. Littlejohn and James Taylor. City Clerk Cook then proceeded with the election of a Mayor, Judge Election of Mayor. Miller acting as teller. Henry J. Littlejohn was elected by a majority vote. The meeting was then turned over to Mayor Littlejohn who Election of Mayor assumed his duties and proceeded with the election of a Mayor Pro Tem. Pro Tem, Judge Miller acting; as teller. Lynn H. PROVIDING FOR HIS DUTIES AND FIXING OIS COMPENSATION." Councilman Bloxham moved its adoption, seconded by Councilman Cole. This Resolution then passed and adopted by the follow- ing vote AYES: Councilman Bloxham, Cole, Buskin, Taylor and Littlejohn. NOES None ABSEJ'r T None. Resolution No. 1 Appointing Samuel R. Zimmerman. as City Attorney and fixing his compen- sation. Judge Miller then administered the oath of office to Samuel R. Swearing In Of Zimmerman, City Attorney designated in Resolution No. 1 City Attorney. Moved by Councilman Duskin and seconded by Councilman Taylor Recess. and unanimously carried that the meeting be recessed until 6:30 PJ•, January 25, 1956. The City Council reconvened in regular session at 6:45 PM, January 25, 1956, at the Jones School Cafetorium. ROLL CALL: Councilmen: Bloxharr., Cole, Duskin, Taylor and Roll Call. Littlejohn. City Attorney, City Clerk. Absent: City Treasurer. The City Attorney then spoke briefly in explanation of the method of adoption of a municipal code as emergency legisla- tion, and the probable length of time such action would re- quire. Mr. L. T. Talley, 14220 E. Clark St., Baldwin Park, made inquiry as to the formation of a police department and con- tracts to be made with the County of Los Angeles for muni- cipal services. Mayor Littlejohn offered for reading the Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF TILE CITY OF BALDWIN PARK ENACTING AND ADOPTING THE BALDWINV PARtK MUNICIPAL CODE." Inquiry by L.T. Elvin L. Baer, of the firm of Yust and Baer, 4145 N. Maine Ave., Baldwin Park, testified briefly as to the general terms of coverage. Moved by Councilman Duskin, seconded by Councilman Cole, that the City Clerk be instructed to im- mediately contract with the firra of Yust & Baer for binder cover- age to protect the City of Baldwin Park against claims for property damage and public liability in the sun of $100,000.00.
