The City Council of the City of Baldwin Park met in regular session at the above time and place. Councilman Cole led the Salute to the Flag. Flag Salute. Invocation was given by Rev. Hetz, First Presbyterian Church. Invocation. ROLL CALL: Councilmen: Bloxham, Cole, Duskin, Taylor and Roll Call Littlejohn. City Attorney, City Clerk. Absent: City Treasurer. Minutes of the Council Meeting of January 25, 1956, were approved Minutes 1/25/56 as submitted. approved. It was moved by Councilman Cole, seconded by Councilman Bloxham, Resolution No. 8, and unania~usly carried, that Item 6 of the agenda be taken up appointing a City out of order. Mayor Littlejohn thereupon offered the following Planning Commission. Resolution entitled; A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PAIR APPOINTING THE MlO BERS OF THE CITY PLANNING COMMISSION." Councilman Duskin moved its adoption, seconded by Councilman B loxham. This Resolution then passed and adopted by the following vote; AYES: Councilman Bloxham., Cole, Dunkin and Littlejohn. NOES: Councilmen Taylor. ST: NONE Reason for changing agenda explained by Mayor Littlejohn. Mrs. Lloyd Taylor, 13305 E. Belgate St., Baldwin Park, was sworn, and requested that the City proceed with the project for construction of sanitary sewers in Belgate Street and others rights of way in accordance with the petition for such construction taken out with the County Engineer just prior to the incorporation of the City of Baldwin Park. It was moved by Councilman Cole, seconded by Councilman Bloxham, and un- animously carried, that this matter be turned over to the City Attorney for recommendation. Acommunication pertaining to the possible dissolution of the Baldwin Park Park, Recreation and Parkway District, and trans- fer of its functions to the City of Baldwin Park was presented in a communication from John C. Gibson, 3648 N. Maine Ave., Baldwin Park. Mr. Gibson supplemented his written communication by oral testimony, under oath. Mayor Littlejohn then appointed Councilman Taylor to work with the Park Board and report back to the Council with recommendation in this matter. Congratulatory letters from Andor E. 8'rause, 13075 E. Garvey Ave., Baldwin Park, and Miss Sharon McMullan, 3285 N. Frazier St., were read and ordered filed. Request for con- struction of sanitary sewers in Belgate Street and other rights of way. Referred to City Attorney for recom- mendation. Possible dissolution of Baldwin Park Park, Recreation and Parkway Dist., with functions to be taken over by City. Referred to Councilman Taylor for report and recommen- dation. Congratulatory Communications. Certificate of the Registrar of Votes for the County of Los Angeles that there were 9,661 registered electors on file in his office on January 25, 1956, the date of formation of the City of Baldwin Park; and a statement thereon to the effect that the original of this certificate had been mailed to the State Controller on Feb. 3, 1956, and a copy to the Division of Highways on the same date. Moved by Councilman Durkin, Seconded by Councilman Bloxham, and unanimously carried, that the City Clerk be directed to write a letter to the Property Owners Protective League of Baldwin Park, thanking theme for their support and assuring them that their minbera will be considered when making future appointments on various city commissions and committee. Letter from Doyle Dorrance, Pastor, Church of the Nazarene, 14251+ E. Las Angeles St., Baldwin Park, reporting that the church offi- cials had filed for a zone Exception with the Los Angeles County Planning Commission in order that they might build additional Sunday School rooms on the church property; that they had paid a fee of $38.00 to the County Planning Commission, and hearing was set for Jan. 26th. M. The City Clerk requested that he be authorized to appoint We. Esther Armstrong as his Deputy, with a salary of $300.00 per month, beginning January 25, 1956. Moved by Councilman Duskin, seconded by Councilman Bloxham, and unanimously carried that this appointment be authorized. Moved by Councilman Cole, seconded by Councilman Bloxham, and unanimously carried that the City Clerk be authorized to employ temporary clerical help at the rate of $1.25 per hour for not to exceed 30 hours per week. Mr. M. F. Rose, Supt., County Road Dept., made a brief report on road conditions, with particular reference to flood damage. Albert J. Castleton, 3113 N. Syracuse Ave., Baldwin Park, made inquiry as to whether permits are to be required for the opera- tion of Little League parks. Dean Ellis, 13738 E. Francisquito Ave., Baldwin Park, inquired whether license will be required by him to pick up school gar- bage and refuse, under his contract with the Baldwin Park Ele- mentary School District. Frank Campuzano, 3723 N. Baldwin Park Blvd., Baldwin Park, requested information as to how soon City Planning Coomniasion will be able to act. Joseph Bogg, 14404 B. Merced Ave., Baldwin Park, inquired as to whether the City had police protection and what type. He was informed that we have the same police protection we have always had, the Los Angeles County Sheriff. Moved by Councilman Duskin, seconded by Councilman Taylor, and unanimously carried, that the meeting be adjourned to Friday, February 10, 1956, at 4:00 P. M., at the Jones School Cafetorium.
