The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 4:05 P.M. The meeting opened with the Flag Salute Flag Salute ROLIr CALL. Present: Councilmen Bloxham, Cole, Durkin, and Roll Call Littlejohn; City Attorney,-City Clerk. Absent: Councilman Taylor; City Treasurer City Attorney Zimmerman then read the Ordinance entitled: Ordinance No. 6 Providing for Lic- ensing of Taxicab V MAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK ADDING A NEW CHAPTER TO THE B LDIEN-PARK MUNICIPAL CODE TO BE KNOWN As CHAPTER 5 OF ARTICLE VI PROVIDING FOR.THC LICENSING OF TAXICAB OPERATORS: AND AMENDING SECTION 6128.62 PROVIDING FOR THE LICENSING OF VENDING MACHINE OPERATORS: AND. AMENDING SECTION 6126 33 PROVIDING. FOR THE LICENSING OF DAIRY AND DAIRY PRODUCTS: AND AMENDING SECTION 6128.48 PROVIDING FOR THE LICENSING OF INDUSTRIES; AND ADDING A NEW CHAPTER TO THE BALDWIN PARK MUNICIPAL CODE TO BE KNOWN AS CHAPTER 3 OF ARTICLE IE. PROVIDING FOR THE REGULATION OF LOT SPLITS AND METES AND BOUNDS DIVISIONS OF REAL PROPERTY; AND AMENDING SECTION 6128 BY ADDING A NEW SECTION THERETO TO BE KNOWN AS SECTION 6128.331*. Section 1 of the Ordinance was reread for the benefit of Councilman Taylor who joined the meeting at 4:15 p.m. Moved by Councilman Cole, seconded by Councilman Duskin that this Ordinance be passed and adopted as an emergency matter. This Ordinance then passed and adopted by the following vote:, AYES: Councilman Bloxham, Cole, Durkin, Taylor and Littlejohn NCESs None ABSENT: None Mayor Littlejohn offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK PROVIDING FOR THE APPOINTMENT OF A CHIEF OF POLICE AND FLYING HIS COMPENSATION, THE SECURING OF POLICE EQUIPMENT, AND THE ESTABLISHMENT OF A POLICE FORCE." Moved by Councilman Durkin, seconded by Councilman Bloxham, that this Resolution.be passed and adopted. This resolution then passed and adopted by the following vote: AYES: Councilmen Bloxham, Cole, Duskin, Taylor,& Littlejohn. NOES: None ABSENT: None It was moved by Councilman Cole, seconded by Councilman Duskin, and unanimously carried, that the matter of Public Safety and Los Angeles Road Commission introduced by the Commissioner of Public Safety, Councilman Blozhata, be tabled until the meeting of February 20, 1956. Mr. Tom Colwick, 3438 No. Maine, Baldwin Park, requested permission for a hearing to be set at which time he would ask for a franchise for the taxicab business within the City of Baldwin Park. It was moved by Councilman Cole, seconded by Councilman Bloxham, and unanimously carried that upon filing an application not less than 15 days prior to the 5th day of March, 1956, that the City Clerk be empowered to publish the necessary notice, and set the matterfor hearing on March 5, 1956. Operators,. Licensing of Vending Machine, Operators, Licensing of Dairy and Dairy Products, Licensing Industries., Regulation of Lot Splits, and Licensing of Dance Halls Resolution No. 9 Providing for the Appointment of a Chief of Police, Fixing Compensation, Securing Equipment and Establish- ing a Police Force. Request by Mr. Colwick for taxicab franchise. FRIDAY, FEB. 10, 1956 4:00 PM 13 Page 2 It was moved by Councilman Duskin, seconded by Councilman Taylor, and unanimously carried, that the City C]s rk be granted authority to hire a part time Clerk for the Planning Commission at the rate of $35.00 per week. A letter from the San Gabriel Valley Newspapers regarding deadline for submitting legal advertisements was read. Application was made by Mr. Ray Schweitzer for a change from Zone Al to Zone 142 on property north of Olive Street. This matter was recommended for referral to Planning Commission. No motions). An application from L. A. Scott requesting approval so that he might obtain-a building permit was read. It was moved by Councilman Cole, seconded by Councilman Bloxhama, and timanimous].y carried, that this matter be referred to the Planning Commission. A petition signed by Holt Street residents for change of zone, was read. It was moved by Councilman Blaxham and seconded by Councilman Cole, and unanimously carried, that this matter be referred to the Planning Commiission. The City Clerk read a report of gross earnings for 1955 sub- mitted by F. M. McPeek, shoe repairman, in contention of his argument that the license fee for shoe repairman is too high 2},..00 per year). It was moved by Councilman Cole and seconded by Councilman Taylor, and unanimously carried, that this matter be referred to the proper committee. An oral request was made to Mayor Littlejohn by Mr.Sezer concerning the intersection of Palm and Merced Aves., requesting that a study be made of that intersection with a view to increasing the safety of school children in that area. It was moved by Councilman Duskin, seconded by Councilman Taylor, and unanimously carried, that the matter be referred to the Public Safety Commission. Moved by Councilman Cole, seconded by Councilman Bloxham and unanimously carried that the meeting adjourn. Time of adjournment, 5:27 p.m., February 10, 1956.
