The City Council of the City of Baldwin Park met in regular
session at the. above time and place.
Mayor Littlejohn led the Salute to the Flag
Invocation was given y Rev. Gordon James, First Methodist
Church.

Moved by Councilman Cole, seconded by Councilman Bloxham, and Minutes of 2/6/56
unanimously carried that the minutes of the meeting of February and 2/10/56
6, 1956, and February 10,1956, be approved. approved.
Lieut. Edw. F. Johnson, Commanding Officer, Company D, 1110th Request for space for
Tank Bn., Calif. National Gd., then introduced Capt. James building 2" unit Nat.
Benson of Hq. & Serv. Co., 140th Tank Bn., Calif. Nat. Gd., Guard Armory in
who made request for space in Baldwin Park for a two and Baldwin Park,
one-half unit armory, fbr which money has been appropriated.
Approximately 2-1 acres located within 10 miles of Monterey
Park are required.
Eugenia Igna, 12935 E. Garvey Blhrd., Baldwin Park, owner of
several businesses in or near the above address, spoke
briefly requesting lowering of fees for business licenses
imposed on her places of business.
Marvin Thorndson, Los Angeles County Poundma.ster, 11270 E.
Garfield Ave., Hondo, Calif., spoke regarding the furnish-
ing of pound service by Los Angeles County on a contract
basis.
Moved by Councilman Cols, seconded by Councilman Bloxham,
that the City Council make further study of the Los Angeles
County contract and the San Gabriel Valley Humane Society
contract. This motion adopted by the following vote:
AYES: Councilmen Bloxham, Cole and Littlejohn.
NOES: None.
ABSTAINING: Councilman Taylor

Curry of C. Curry Realty Co., 1022 Sierra Madre,
Baldwin Park, protesting Real Estate Brokers being
required to buy business licenses for their salesmen
Moved by Councilman Bloxham that these letters be
tabled. No second.
Moved by Councilman Taylor, seconded by Councilman Cole,
that the ordinance be amended to show that real estate
salesmen's licenses be obtained by the salesmen rather
than by the broker.
This motion carried by the following vote:
AYES; Councilmen Bloxham, Cole, Taylor and Littlejohn.

Letter from State Board of Eq 1 zation acknowledging
receipt of copy of. Ord. No. 1, transferring assessment
and tax collecting duties to County Assessor and Tax

Moved by Councilman. Bloxham, seconded by Councilman Cole,
and unanimously carried that Baldwin Park join the League
of California Cities..
Letter from Walter F. Davenport and Con V. Lawell, request-
ing business license to conduct a merchant patrol service
in Baldwin Park.
Moved by Councilman Bloxham, seconded by Councilman Cole,
and unanimously carried, that the license requested be
granted.
Mr. Don V. Lawell, 2109 S. Curtis, Alhambra, requested
that the City of Baldwin Park issue only one merchant
patrol license in the City.
Moved by Councilman Taylor, seconded by Councilman Cole.,
and unanimously carried, that this matter be referred to
committee for further study.
Application of T. A. Colwick and W. F. Ott for a license
to operate a taxicab business in the City of Baldwin
Park. Also a request by the same applicants for the
granting of an exclusive franchise for the taxicab busi-
ness within the City of Baldwin Park for a period of 20
years.
Moved by Councilman Cole, seconded by Councilman Taylor,
and unanimously carried that this matter be set for
public hearing at the regular Council meeting to be held
on the first Monday in March, 1956.

Request of Baldwin Park Branch, American National
Red Cross for issuance of charity solicitation
license for the purpose of soliciting funds-for the
regular annual campaign and funds for flood and
disaster relief during the month of March, 1956.
Moved by Councilman Cole, seconded by Councilman
Bloxham, and unanimously carried that this permit
be granted without fee subject to the usual
requirements of the ordinance.
Request of American Cancer Society, Los Angeles
County Branch for a permit to solicit-funds in
the City of Baldwin Park during their annual
educational and fund raising crusade to be held
during the month of April, 1956.
Moved by Councilman Bloxham, seconded by Councilman
Cole, and unanimously carried that this permit be
granted without fee, subject to the usual require-
ments of the ordinance.
Request from Baldwin Park Rebeka Lodge No. 260, request-
ing permit to hold a rummage sale-at Odd Fellows Hall
on March 24, 1956, with license being waived.
Moved by Councilman Taylor, seconded by Councilman Cole
and unanimously carried that the Council grant the
permit and waive the fees as requested.
Request from the Clyde Beatty Circus for a permit to
exhibit in Baldwin Park for one day, Friday,
April. 20, 1956, on the McDaniel Market site property
adjacent to Morgan Park.
It was moved by Councilman Bloxham, seconded by Council-
man Taylor, and unanimously carried that permit be
granted to Clyde Beatty Circus for one day only,
Friday, April 20, 1956.
Request from the Lions' Club of Baldwin Park, the
Optimist Club of Baldwin Park, the Abraham Lincoln
Post No. 241 American Legion of Baldwin Park
and Veterans of Foreign Wars, Post No. 3197 of
Baldwin Park, each requesting a permit to sell
fireworks at one location only, effective June 27,
1956 to July 4, 1.956. Each applicant has deposited
the $200.00 bond required.
It was moved by Mayor Littlejohn, seconded by Council-
man Cole, and unanimously carried that these requests
be tabled until a later date.
Councilman Taylor reported that the budget was in pro-
cess of being drawn up, but that he would need the
services of a certified public accountant to complete.
Movedlr Councilman Cole, seconded by Councilman
Bloxham, and unanimously carried that the City Adminis-
trator obtain such services for the Budget Committee.
Councilman Bloxham reported re police. At present we
have only received 45 to 50 applications for police
work, but that they are searching for another 150 so
that we may obtain quality rather than quantity.
Before appointment all applicants will be given
examinations.

Councilman Cole reported on public works to the effect
that the Road Department had submitted a list of
primary public streets together with a map showing
their location.
Moved by Councilman Cole, seconded by Mayor Littlejohn,
and unanimously carried that the City Attorney, draw the
proper ordinances to submit to the State in order that
the City may obtain the gas tax funds due us.
City Attorney Zimmnerman then read the Ordinance entitled:
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALNLN
PARK ADDING A NEW SECTION TO THE BALD IN PARK MUNICIPAL
CODE TO BE KNOWN AS SECTION 6128.611, PROVIDING FOR THE
LICENSING OF USED CAR DEALERS: AND AMENDING SECTION
6128.12 PROVIDING FOR THE LICENSING OF AUTOMOBILE
ACCESSORIES WHOLESALE DELIVERY."
Moved by Councilman Cole, seconded by Councilman Bloxham
that this ordinance be passed and adopted. It was then
passed and adopted by the following vote:
AYES: Councilmen Bloxham., Cole, Taylor and Littlejohn
NOES: None
ABSENT: Councilman Duskin
The City Administrator requested authority to purchase
the necessary furniture and office equipment to meet
minimum. needs of all City Departments, at an estimated
cost of $3,000.00.
Moved by Councilman Bloxham, seconded by Councilman
Cole and unanimously carried that the City Adminstrator
be authorized to make these purchases.
The City Administrator requested authority to hire one
full time stenographer for interdepartamental use,
at a salary of $250.00 per month and one full time
clerk typist for the Police Department, at a salary
of $200.00 a month.
Moved by Councilman Bloxham, seconded by Councilman Cole
and unanimously carried that this authority be granted.
City Attorney Zimmerman introduced for first reading the
Ordinance entitled:
AN ORDINANCE OF THE CITY OF BALDW N PARK IMPOSING A
CITY SALES AND USE TAX: PROVIDING FOR THE PERFCR14ANCE
BY THE STATE BOARD OF EQUALIZATION OF ALL FUNCTIONS
INCIDENT TO THE A ISTRATION, OPERATION AND COLLECTION
OF THE SALES AND USE TAX HEREBY IMPOSED."
After reading of the title it was moved by Councilman
Cole, seconded by Councilman Bloxham that further
reading of the ordinance by waived.
Councilman Cole offered the following resolution
entitled:

Application of Ralph T. Hicks to operate a ballroom
at 13932 East Ramona Blvd. A petition protesting
the issuance of this license containing 51 signatures
was read. Ralph Hicks spoke on behalf of his
application. Murray Poteet, of 3935 N. Stewart Ave.,
spoke in opposition.
Moved by Councilman Bloxham, seconded by Councilman
Cole, and unanimously carried that this matter be
set over for public hearing on the third Monday of
March. Any license penalty being waived pending such
hearing.
The City Administrator reported that an agreement had
been negotiated with Lewis A. Mohnike, Sr., of 15858
East Fellowship, Puente, for the rental and use of
temporary quarters at 4220 North Maine Street,
Baldwin Park, for use as a temporary City Hall.
Moved by Councilman Blnrham, seconded by Councilman
Taylor, and unanimously carried that the City
Administrator be authorized to negotiate and execute
said lease in conformity with the terms stated.
Resolutions Nos. 1 and 2 for the City Planning
Commission were read, received, and filed.

full.
Moved by Councilman Cole, seconded by Councilman
Blukham, and unanimously carried that it be tabled
until an adjourned meeting.
