The City Council of the City of Baldwin Park met in regular session at the above time and place. Invocation was given by Rev. Scherer of the Ascension Lutheran Church of Baldwin Park. BOLL CALL: Present: Councilmen Bloacham, Cole, Duskin, Taylor, and Littlejohn; City Clerk; City Attorney Flag Salute. Absent: City Treasurer. Moved by Councilman Cole, seconded by Councilman Durkin and Minutes of 4-2-56 unanimously carried, that the reading of the minutes of the Regular Meeting of the City Council of April 2, 1956 be waived and that they be approved. Notice from California State Chamber of Commerce regarding members of Planni.ng.Commission attending conference on April 17, 1956, to be held at the Ambassador Hotel in Los Angeles. Moved by Councilman Cole, seconded by Councilman Blcrham, and unanimously carried, that the City pay the $5.00 each for 6 members of the Planning Commission to attend this conference. Letter from League of California Cities regarding regular meeting of the Los Angeles County Division to be held Thursday, April. 19, 1956. No action by Council. Moved by Councilman. Bloxham, seconded by Councilman Duskin, and unanimously carried, that the request of the-City Clerk for leave of absence for one week be approved. Mayor Littlejohn announced that there will be a conference meeting of the Council to be held at 6:00 P.M., May 7, 1956 at the office of the City Clerk at 4220 N. Maine Ave., Baldwin Park. Page 7 MONDAY, APRIL 16, 1956 7:30 P.M. Report of Auditing Committee City Clerk's leave of absence for one week, approved. Council Conference Meeting to be held May 7, 1956. I The Mayor instructed the City Administrator to ascertain what date the Jones School Cafetorium would be available for Council to hold a special meeting before May 1, to consider contracts to be maintained with Los Angeles County. Councilman Taylor requested permission to make a few remarks and expressed his pleasure in serving on the Council. He also stated that had he remained on the Council, he would have brought to their attention the situation existing on Garvey Blvd. with particular reference to the area east of Baldwin Park Boulevard where many businesses are fenced off by the freeway. He recommended that the Planning Commission give priority to these people's problems. Mayor Littlejohn introduced a request for approval of Sub- division No. 21h93, this matter having been received too late to be placed on the agenda. Moved by Councilman Duskin, seconded by Mayor Littlejohn and unanimously carried that Tract No. 2149.3 be returned to the Planning Commission to have the complete file presented. Chief of Police Syhre made a recommendation to employ Russell Joeenhax as Police Captain, effective April 16, 1956. Moved, seconded and duly carried that Russell Josenha,.l be employed as police Captain, effective April 16, 1956. He further stated that the Cbief of Police had notified her that she must discontinue the use of the trailer by April 18, 1956. Robert L. Thomas, 3768 N. Baldwin Park Boulevard, pastor of the Pentecostal Church, spoke on behalf of the trailer occupant. He stated that although this lady was crippled, she took care of the church maintenance by acting as supervisor over those who did the actual work and that she had the privilege of using cooking and rest room facilities in the church building. The Council requested that Chief of Police Syhre present an oral report on the matter. He stated that his action was taken as a zoning matter, inasmuch as the existing zone in that particular area did not permit residence in a trailer. Moved by Councilman Duskin, seconded by Councilman Cole, and unanimously carried, that this matter be tabled until all the facts are ascertained. Moved by Councilman Taylor, seconded by Councilman Dusldn, and unanimously carried, that the meeting be adjourned.
