Moved by Councilman Littlejohn, seconded by Councilman Cole,
that we accept this brief and file it with other complaints
regarding license fees; that the City Administrator be dir-
ected to set up public hearings by the City Council at a
special meeting in regard to restudying and adjusting busi-
ness license fees. This motion adopted by the following vote:
AYES Councilmen Cole, Duskin, Littlejohn, Scovotti,
and Bloxham.

Highway Clark Healy
Mr. Smith presented oral testimony, in addition to the writ- Case No. 8
ten connunication, to the effect that neither he as part
owner, nor the owner of record of the property in which he
has an interest, were notified of the proposed zone change
by Mr. Healy and protested the granting of the zoning on
the basis that the property in which he is interested was
within the prescribed area for receiving notices; also
that the notice mailed and published inadequately described
the property for which rezoning was requested.

Councilman Littlejohn reported as chairman of the budget com-
mittee that work on the budget was progressing but was not
completed to the point that he could Live any detailed report.
The Council discussed proposed change of time for closing the
agenda.
Moved by Councilman Littlejohn, seconded by Councilman Cole, Dead-line on
that the dead-line on preparation of the agenda be changed Agenda
to 5:00 o'clock P.M. Tuesday.
Moved by Councilman Scovotti, seconded by Councilman Duskin
to amend the previous motion to set the dead-line for pre-
sentation of matters to be included on the agenda at 12:00
noon on the Wednesday preceding the date of the Council meet-
ing. This motion adopted by the following vote:
AYES: Councilmen Cole, Duskin, Littlejohn, Scovotti and
Bloxham

The City Administrator reportedcn the result of the confer-
ence between the Mayor, the City Attorney and the City Ad-
ministrator with State Officials at Sacramento in reference
to the acquisition of Old Central School as a Civic Center.
The City Administrator then offered a Resolution entitled:

BALDWIN PARK PERTAINING TO THE ACQUISITION OF
PROPERTY FOR A CIVIC CENTER."
Moved by Councilman Scovotti, seconded by Councilman Cole,

The City Attorney reported that he had conferred with offi-
cials of the Consolidated Fire District and a representative
from the County Counsel's office with regard to weed abatement
within the City of Baldwin Park; that he found that it would
be necessary for the City to carry out this program; that it
would be necessary to first ascertain the location of the
property requiring weed abatement; that the City Council would
then have to adopt a resolution; the property would be required
to be posted and if, thereafter, the owner failed to abate the
nuissance, the City would do so at the owner's expense, the cost of
such abatement to be added to the property owner's next tax bill.
Moved by Councilman Duskin, seconded by Councilman Scovotti,
and unanimously carried, that the City Administrator be
directed to prepare a list of the lots needing weed abatement.

Councilman Cole also brought up the item of what addition- Street Maintenance,
al County services the city would require in connection etc. fiscal year
with street maintenance, etc. during the fiscal year 1956-57. 1956-57.
Mr. Alfred Blakesley, consulting engineer, spoke with reference
to these matters and other related matters, as follows: Contracts with L.A.~
County re Streets
a) Recommended execution of contract with County for City Atty. directed
street sweeping; to draw Resolution
requesting Street
b) That the City obtain a 2 ton truck and hire a crew of 2 sweeping service
men who could keep streets clean in those areas not serv-
ed by street sweeper; patch small holes, install stop
signs, do the necessary striping and painting, etc.
This crew to work under the supervision of the City Ad-
ministrator until such time as a permanent City Engineer
is appointed; that the National Board of Fire Under-
writers be requested to make a survey of fire hydrants
in the city of Baldwin Park with a view to reduction of
fire insurance rates; that all water companies be franchised
to insure control of their operations.

unanimously carried, that the City Attorney be instructed to
draw a resolution to contract for street sweeping.

for consideration.

and unanimously carried, that authority be granted to buy all
equipment listed with the exception that the purchase of only
