NOES: None ABSENT: None The City Attorney reported that he had conferred with offi- cials of the Consolidated Fire District and a representative from the County Counsel's office with regard to weed abatement within the City of Baldwin Park; that he found that it would be necessary for the City to carry out this program; that it would be necessary to first ascertain the location of the property requiring weed abatement; that the City Council would then have to adopt a resolution; the property would be required to be posted and if, thereafter, the owner failed to abate the nuissance, the City would do so at the owner's expense, the cost of such abatement to be added to the property owner's next tax bill. Moved by Councilman Duskin, seconded by Councilman Scovotti, and unanimously carried, that the City Administrator be directed to prepare a list of the lots needing weed abatement. Mr. Alfred Blakesley, consulting engineer, spoke with reference to these matters and other related matters, as follows: Contracts with L.A.~ County re Streets a) Recommended execution of contract with County for City Atty. directed street sweeping; to draw Resolution requesting Street b) That the City obtain a 2 ton truck and hire a crew of 2 sweeping service men who could keep streets clean in those areas not serv- ed by street sweeper; patch small holes, install stop signs, do the necessary striping and painting, etc. This crew to work under the supervision of the City Ad- ministrator until such time as a permanent City Engineer is appointed; that the National Board of Fire Under- writers be requested to make a survey of fire hydrants in the city of Baldwin Park with a view to reduction of fire insurance rates; that all water companies be franchised to insure control of their operations.
