The City Council of the City of Baldwin Park met in an adjourned session;at the above place at 11:00 A.M. Present: Councilman Cole, Duskin, Littlejohn, Scovotti Ro11 Call and Bloxham, City Clerk, City Attorney, City Treasurer. Absent: None The meeting was called to order to close the business for the fiscal year 1955-1956 and transfer surplus funds to fiscal year 1956-1957. The City Clerk stated that he did not have a complete finan- cial report ready for submission to the Council,inasmuch as many financial matters were still pending and could not be completed until the close of business June 30, 1956. He in- formed the Council that under the law he had 120 days in which to complete and publish his financial report. This was con- firmed by the City Attorney. The City Clerk reported that the City had received the sum of In lieu tax received $]38,b93.28 from the State, being the City's apportionment from State. of Motor Vehicle License Fees for period June 1, 1955 to May 31, 1956, as provided by the Revenue and Taxation Code. Councilman Littlejohn questioned the City Attorney's authority for the preparation of this ordinance, to which the City Attorney quoted Section 9100, sub-section b) of the Municipal Code, as requiring reasonable haste in preparing such an ordinance. Councilman Littlejohn raised the issue of correction of ordinances to delete reference to County authorities. The City Attorney invited the Council's attention to the fact that Ordinance 13, 18, 19, 20 corrected most of these ref- erences. Councilman Scovotti brought up the matter of the continued Plarming section employment of Mrs. Burman on a temporary basis in the Plan- matters. ning section. Moved by Councilman Scovotti, seconded by Councilman Littlejohn, and unanimously carried, that the Revolving Fund be replenished up to $500.00 from the $40,000.00 Reserve Fund set aside for payment of bills. Moved by Councilman Duskin, seconded by Councilman Scovotti, Transfer of Revolv- and unanimously carried, that the Revolving Fund of $500.00 ing Fund Authorized. be transferred to the 1956-57 fund. Moved by Councilman Duskin, seconded by Councilman Littlejohn, and unanimously carried, that the balance of the Traffic Safety Fund be transferred to fiscal year 1956-57. Moved by Councilmen Scovotti, seconded by Councilman Littlejohn, and unanimously carried, that all bills present- ed, including salaries, be paid. A discussion was had with reference to remWal of re-. location of the chain-link fence in front of Old Central School building. Moved by Councilman Scovotti, that all the front fence up to the notion picture theatre be taken down. Transfer of Traffic Safety Fund author- ized. All bills on hand to be paid. this motion lost for want of a second. Councilman Littlejohn: made inquiry as to whether or not the Opinion of State City Attorney had requested a written opinion of the Attorney General Attorney General of the State of California as to dual re dual membership membership of Councilman buskin. Councilmen Littlejohn brought up for discussion the matter of closing-out sale of Ralph's Department Store. No action was taken on this. Councilman Littlejohn was informed that the Twin Gables Cafe had not obtained their license that he had been inform- ed that the Council refused to grant license until a license had been received from the State Board of Equalization. With reference to Mitchell's Jewelry Store, the City Clerk informed Councilman Littlejohn that proper inspection had not been released on the construction, but that the in- spector was to inspect the building that day, June 29. 1956. the City Attorney informed the Council the results to date of the litigation now in the ourts re the Hopkins Case. The Council discussed the matter at some length. No action taken. Councilman Littlejohn suggested to the Council that copies of the book entitled Proceedings of Mayor's and Council- man's Institute Monterey May 23-25, 1956,"be purchased. Moved by Councilman Scovotti, seconded by Councilman Duskin, and unanimously carried that 6 copies of the above book be obtained. Moved by Councilman Duskin, seconded by Councilman Cole, and unanimously carried, that the meeting be adjourned. Adjournment at 12:40 AP.M. Above minutes approved by the City Council 1956.
