regular session at the above place at 7:30 P.M.

Moved by Councilman Seovotti, seconded by Councilman Duskin,
and urianimausly carried, that reading of the minatoo of
July 2, 1956 be dispensed with and that the same be accept-
ed as presented.
Mr. Glen Mayfield appeared in person in protest of Business
License Violation Citation No. 138.
Moved by Councilman seconded by Councilman Scovotti,
and uously carried that protest be denied.

Mr. Edward J. Till, of Stephen W. Cunningham & Associates,
3723 Glilshire Blvd., Los Angeles, appeared on behalf of the
applicants and stated that the proposed use of the Cole
property Northwest Corner of Holt and Puente) is erection
of a super service station by General Petroleum Company;
that they propose to erect masonry fences or walls, install
curbs, gutters and side walks, adequate parking and pro-
vision for ingress and egress. Mr. Till further stated
that the surrounding property owners had been canvassed
and with few exceptions were in favor of the change of
zone; that Dr. Jacques had purchased the property on the
Southwest corner, formerly owned by Parkers, and proposed
to eventually erect a Medical Dental Building; that he
believed the Lutheran Church on the Northeast corner had
plans for a new church building, but he was unaware of
the details; that the Nortons would nct construct, or
allow to be constructed, a service station on the property
owned by them, which property is included in the properties
proposed to be rezoned.
Mr. A.W. Cole,Jr., 146041 E. Holt Ave., Baldwin Park, appear-
ed in his own behalf, confirmed the testimony previously
given by Mr. Till; introduced a letter from Dr. Sylvan A.
Jacques, stating the use Dr. Jacques proposed to make of
the Southwest corner; that he was willing to net all re-
quirements imposed by the Council; that he expected to
close the service station he is presently operating, but
that it would require approximately a year before this
could be completed.
Mr. Tom Colwick, 3t38 N. Maine hve., Baldwin Park appear-
ed in his own behalf as owner of the property on the South-
east corner, included in the proposed rezoning; stated
that he had no definite plans at the present time of the
use to be made of the land with the exception that it was
too small to install a service station.
Mr. Edward Zelek, 14923 to 14931 E, Holt Ave.,Baldwin Park,
appeared when witnesses in opposition were called, and
stated that he was not opposed to the rezoning as such but
that he would be opposed, or was opposed, to permitting
service stations to occupy all 4 corners.
Moved by Councilman Duskin, seconded by Mayor Bloxham,
that the C-1 coning be granted on all 4 corners as requested
subject to installation of curbs and gutters and hook-up
to existing paving; installation of side walks; installation
of a solid masonry wa7ll, around the area.

Meeting called to order at 95 p.
Public hearing Stella R. Senn Case No. 23 Zone
Change from A-1 to M-1.
The City Clerk certified that due notice of the hear-
d bad been furnished all interested uarties1 both
by letter and by newspaper publication.
Planning Commission Resolution No. 43 was read re
Stella R. Senn request for zone ohange from A-1 to
fir. William L. furton, 721 H. Peck Road, El Monte, Calif.,
appeared on behalf of applicant, stating that his client
was in agreement with the conditions imposed by the Planning
Commission with the exception of the one requiring dedica,-
tion of a 50 foot strip on the West side of the property
parallel with the railroad to be deeded to City for use as
a possible future street; that this condition acceptable
provided City agreed to deed the property back to the
present owner if not used within five years.
A letter from the Tubing Seal Cap Company was introduced
and read, stating that they would purchase the property
provided condition c) of Section 1 of the Planning
Commission Resolution 43 could be changed to provide,
That the property owner deed to the City fcr future street
purposes a parcel of land 50 feet in width across the
entire property with the understanding that if there
is no street put in by the City within five years after
a structure is erected on said parcel, that the city will
redeed the 50 foot strip back to the owner of the property-.
That when the property owner deeds the parcel 50 feet in
width to the City the City will deed an easement to the
property owner of a sufficient parcel of land for a spur
track with a switch so that said spur track could coma off
the tracks at the Westerly portion of the property and
across the said 50 feet to the land owners property."
Mr. F,h. McMeen, 9318 E. Dairies Drive, Temple City;,
Superintendent of the Tubing Seal Cap Company, confirmed
I;r, Burton's statements and explained proposed use of
the land.

Mr. L.S. Leslie, 13956 E. Foster, Baldwin Park spoke in
opposition to granting M-1 zoning, but stated he would not
object to commercial zoning of the property requested.
Mr. Alfred A. Lem..., 3131 Maine Avenue, Baldwin Park, spoke
in opposition because of possible blocking of traffic by
freight trc.ins on Francisquito Avenue.
Mr. McMeen appeared in rebuttal, with further explana-
tion of proposed use of the property.
There being no further witnesses, Mayor Bloxham declared
the hearing closed.
Moved by Councilman Littlejohn, seconded by Councilman
Cole, that zone variance be granted subject to the follow-
ing conditions:
That in the event any structures shall be erected upon the
premises they shall be in substantial conformity and at the
approximate locations as shown and designated in Exhibit
C" of this case; said Exhibit C" being Drawing No. 3279 D,
of the Tubing Seal Case, Inc., of San Gabriel;
That not less than the easterly thirty feat 30') of the rpro-
posed main building as shown on Exhibit C" shall be used
only for general clerical work and office purposes;
That all areas designated as parking areas on Exhibit
C" be paved with not less than three inches 3") of
macadam pavement;
That a soli. masonry fence six feet 6') in height be in-
stalled on the nth property line of said parcel of land,
and including the north-south off-set of one hundred feet
100') on the northerly line: i.e. where said northerly
line abuts residential property) provided, however, that
said fence shall not be higher than four feet Ii') for a
distance of twenty feet 20') west of Vineland Avenue;
That a strip five feet 51) in width adjacent to and paral-
lel with the said masonry wall be reserved for planting and
that same be planted and maintained with tall growing shrubs
and trees;
That there shall be no buildings or structures erected with-
in seventy feet 70') of the present westerly boundary of
the property;
That none of the following equipment or uses shall be permit-
ted upon the premises; drop or trip hammers; electrical metal
plating; chemical metal plating; metal reduction; metal found-
ry casting; or presses in excess of one hundred 100) ton
capacity;
That all manufacturing, fabricating, and repairing of equip-
ment shall be done in side a building;
That concrete curb and gutter be installed according to City
specifications along and across the easterly portion of the
promises on Vineland Avenue;
That sewers be required on this property and that said
sewer be connected to Vineland Avenue sewer line;

That Provisions shall be made to continue in existence the
storm drain facilities on the southerly portion of the
premises;
In the event that any flood lights are installed on
the premises they shall be deflected away from resi-
dential areas and shall not substantially illuminate
adjoining residential properties.

Moved by Councilman Duskin, seconded by Councilman
Scovotti, that further reading of the ar dinance be waiv-
ed and that it be passed and adopted. It was passed
and adopted by the following vote

Bloxham.

6-25-56, regarding enactment of anti-rabies ordi- rabies ordinance.
Hance. The City Clerk reported that sample ordinances
had been received from Covina, W. Covina, El Monte and
Arcadia; that Azusa and 11onrovia do not have such an
ordinance.
Moved by Councilman Scovotti, seconded by Councilman
Duskin, and unanimously carried, that the matter be
tabled for further consideration. City Clerk to write
County stating action.
Planning Commission Case No. 5, Subdivision 18797
Tentative and final map submitted for approval by
City Council.
Moved by Councilman Duskin, and seconded by Mayor
Bloxham, that the final map be accepted subject to
the recommendations of the Planning Commission and
that proper City Officials be authorized to sign the
map.
Upon advice of City Attorney above motion and second
were withdrawn.
Moved by Councilman Duskin, seconded by Mayor Bloxham,
and unanimously carried, that the tentative map be accept-
ed, subject to all fees being deposited.
