Mr. Edward J. Till, of Stephen W. Cunningham & Associates, 3723 Glilshire Blvd., Los Angeles, appeared on behalf of the applicants and stated that the proposed use of the Cole property Northwest Corner of Holt and Puente) is erection of a super service station by General Petroleum Company; that they propose to erect masonry fences or walls, install curbs, gutters and side walks, adequate parking and pro- vision for ingress and egress. Mr. Till further stated that the surrounding property owners had been canvassed and with few exceptions were in favor of the change of zone; that Dr. Jacques had purchased the property on the Southwest corner, formerly owned by Parkers, and proposed to eventually erect a Medical Dental Building; that he believed the Lutheran Church on the Northeast corner had plans for a new church building, but he was unaware of the details; that the Nortons would nct construct, or allow to be constructed, a service station on the property owned by them, which property is included in the properties proposed to be rezoned. Mr. A.W. Cole,Jr., 146041 E. Holt Ave., Baldwin Park, appear- ed in his own behalf, confirmed the testimony previously given by Mr. Till; introduced a letter from Dr. Sylvan A. Jacques, stating the use Dr. Jacques proposed to make of the Southwest corner; that he was willing to net all re- quirements imposed by the Council; that he expected to close the service station he is presently operating, but that it would require approximately a year before this could be completed. Mr. Tom Colwick, 3t38 N. Maine hve., Baldwin Park appear- ed in his own behalf as owner of the property on the South- east corner, included in the proposed rezoning; stated that he had no definite plans at the present time of the use to be made of the land with the exception that it was too small to install a service station. Mr. Edward Zelek, 14923 to 14931 E, Holt Ave.,Baldwin Park, appeared when witnesses in opposition were called, and stated that he was not opposed to the rezoning as such but that he would be opposed, or was opposed, to permitting service stations to occupy all 4 corners. Peck Road, El Monte, Calif., appeared on behalf of applicant, stating that his client was in agreement with the conditions imposed by the Planning Commission with the exception of the one requiring dedica,- tion of a 50 foot strip on the West side of the property parallel with the railroad to be deeded to City for use as a possible future street; that this condition acceptable provided City agreed to deed the property back to the present owner if not used within five years. A letter from the Tubing Seal Cap Company was introduced and read, stating that they would purchase the property provided condition c) of Section 1 of the Planning Commission Resolution 43 could be changed to provide, That the property owner deed to the City fcr future street purposes a parcel of land 50 feet in width across the entire property with the understanding that if there is no street put in by the City within five years after a structure is erected on said parcel, that the city will redeed the 50 foot strip back to the owner of the property-. That when the property owner deeds the parcel 50 feet in width to the City the City will deed an easement to the property owner of a sufficient parcel of land for a spur track with a switch so that said spur track could coma off the tracks at the Westerly portion of the property and across the said 50 feet to the land owners property." Leslie, 13956 E. Foster, Baldwin Park spoke in opposition to granting M-1 zoning, but stated he would not object to commercial zoning of the property requested. Mr. Alfred A. Lem..., 3131 Maine Avenue, Baldwin Park, spoke in opposition because of possible blocking of traffic by freight trc.ins on Francisquito Avenue. Mr. McMeen appeared in rebuttal, with further explana- tion of proposed use of the property. There being no further witnesses, Mayor Bloxham declared the hearing closed.
