The City Council of the City of Baldwin Park not in
regular session at the above place at 7:30 P.M.
Mayor pro tam Henry J. Littlejohn led the salute to the Flag Salute

Invocation was given by Rev. B.G. Graham, Church of God, Invocation
Baldwin Park.

Moved by Councilman Scovotti, seconded by Councilman Minutes July
Duskin, and unanimously carried,that reading of the 16 and July 30,
minutes of the regular meeting of July 16th and the 1956, approved.

West of Sierra Madre for traffic control re speeding
on Olive between the hours of 6:30 A.M. and 7:00 A.M.
and from t:30 P.M. to 6:00 P.M. also re stray dogs in
that vicinity.
Mr. Mauer of the San Gabriel Humane Society, Poundmaster,
reported re dog problem, stating they had not only had
trucks out during the day time but had also had trucks out
in the early morning and evening hours and that the people
were beginning to realize that they had to keep their dogs
off the streets of Baldwin Park. He stated that at first
the situation was very bad but that it was clewing up.

The City Clerk certified that due notice of the hearing
had been furnished all interested parties, both by
letter and by newspaper publication as required by law.
All persons present at that time who wished to be heard
were administered the oath by the City Clerk.
Mayor Bloxham joined meeting and assumed chair at 8:20 P.M.
The City Clerk read Planning Commission Resolution No. 10,
denying the zoning requested.
City Attorney announced this was a case on appeal and that
under City ordinance the procedure is that it may be heard
by transcript or can be heard as a case de novo. In this
particular case it is being heard as a de novo matter, and
testimony will have to be heard all over again.
City Clerk resented a letter from Stephen W. Cunningham &
Associates, Inc. to the City Council appealing above case.
Witnesses for the proponents:
Ms. Edward J. Till, of Stephen W. Cunninghama & Associates,
Inc., 3723 Wils'_ire Blvd., Los Angeles, appeared on behalf
of applicant, Maurice Chez, owner of the subject property
at the S.W. corner of Baldwin Park Blvd. and Francisquito,
on which it is proposed to erect a gasoline station and a
medical building.
Mr. Mike Hanich, 3459 N. Baldwin Park Blvd. appeared and
spoke in his awn behalf as a participating party in re-
quest for zone change and introduced a petition with 48
signatures in favor of rezoning, 90F$, of which he stated
were owners and 75% of which lived within 500 feet of the
Chez property. He stated he had a piece of property on one
corner on which he would like to build a real estate offic:;
and a beauty shop.
Witnesses for the opposition:
MMr. Fred W. R2aab,Jr., 4025 N. Maine Avenue, Baldwin Park
appeared on behalf of John Aglor and others.
Mr. E.C. Atkins, 3077 I. Maine, spoke in opposition to
spot zoning and stated that he would like to have zoning
changed to C-1 all the way from railroad tracks on
F ancisquito to Baldwin Park Blvd., including Baldwin Park
Blvd., but was not in favor of spot zoning, which would be the
case if the pres:nt request were granted.
Mr, John Aglor, 3163 Baldwin Park Blvd. spoke in his own behalf
and presented a petition in opj osition to grating zoning re-
quested, sided by 51 people.

Mrs Frank Carapuzano, residing at 3327 Vineland Avenueand
owner of service station at 3707 Baldwin Park Blvd., Baldwin
Park, spoke in his own behalf and on behalf of other
service station offers who objected to building of another
service station in Baldwin Park.
Mr. Raab gave a sui ry of facts regarding the applica-
tion for rezoning and cited several reasons why the
application should be denied.
Mr. Till,representing the proponents, spoke in rebut-
tal refuting some of the statements made by those in
opposition and citing additional reasons why the zone
change should be granted.
Moved by Councilman Scovotti, seconded by Councilman
Littlejohn, that change of zone be denied.

of classification of Mrs. Madeline Atkins from Clerk-
Stenographer to Secretary-Stenographer at a salary of
270.00 per month, for work to be performed in City
Administrator's office as assistant.

change of classification of Mrs. Atkins be approved.
City Administrator recommended confirmation of employ-
ment of Mrs. Wharton and liar. Miller, Mrs. Wharton as
Clerk-Stenographer to replace Marie Dinglo who was trans-

The City Treasurer presented her financial report for Treasurer's
the month of July, 1956. Report July,
She stated there was a discrepancy of $2500.00 between
her figures and the auditor's figures. It was explain-
ed by the City Clerk that a check for $2500.00 was
being held payable to the Link Radio Corporation be-
cause of faulty equipment which had been furnished by
them to the Police Department, but that this check would
immediately be cancelled;. that this outstanding check
might account for the discrepancy in figures.
Moved by Councilman Littlejohn, seconded by Councilman
Duskin, and unanimously carried, that the Treasurer
make her report at the next meeting.
Moved by Councilman Littlejohn, seconded by Mayor
Bloxhara; nd un-nimoubly carried,.that the meeting'
adjourn at'I1.30-an d continued at an adjourned meet-
ing August 114, 1956, at 7:30 P.M.
The City Administrator presented Contract with San
Gabriel Valley Humane Society, providing for Pound
service for fiscal year 1956-57.

and unanimously c32ried that agreement with San
Gabriel Valley Juunane Society be approved.
