The City Council of the City of Baldwin Park met in regular
session at the above place at 7:45 P.M.
Mayor Bloxham led the salute to the Flag. Flag Salute
Invocation was given by Rev. Hetz, pastor of Presbyterian Invocation
Church, Baldwin Park, California.
ROLL CALL: Present: Councilmen Cole, Durkin, Littlejohn, Roll Call
Scovotti, Bloxham, City Clerk,
City Attorney, City Treasurer.
Mayor Bloxham addressed the Council and audience stating: Statement of v
Mayor Bloxham
I would like to bring you a proposition that was made to re proposition of
me in ny store this afternoon. A man by the name of Edwin Spight.
Edwin Spight came to nqr store and offered me a proposi-
tion. He asked me,he says, would you resign. I said no,
the public voted me in, they can vote me out. Well, the con-
versation went on. You know, he says, we could ease the
pain a little bit for you, the chestnuts can always be
taken from the fire. If you will go along with Littlejohn
and Lynn Cole, two councilmen, I am sure that we can re-
tract your name from the October 10 recall. I said, I am
very sorry, they can't always be right either. The discus-
sion went, you always vote against them.' I said well,
perhaps they are not always right. He also mentioned several
heads will be rolling, mentioned their names, one was our attorney,
Sam Zineerman, one was our Chief of Police, Pat Syhre, the other
was the Administrative Officer and City Clerk, Elmer Cook.
Folks, you can take it for what it is worth. Thank you."
Councilman Scovotti asked the Mayor if he could add a little
more to his statement., to which the Mayer replied Certainly, go
right ahead." Councilman Scovotti stated: Approximately a month
ago, this same hr. Spight cornered me at the corner of Merced
and Baldwin Park Boulevard and asked me to have coffee with him.
I gladly rould have had coffee with Mr. Spight. I was asked the
same quest tions that the Mayor has told you right now. At that
time, he asked me to go along with Mr. Cole and Mr. Littlejohn
and I told him we were free men in this country and if we did
not see eye to eye on some things that was why we had five men
on this council and there are no five men that can agree at all
times that if we did, we became a rubber stanp and he told
me at that time, that come October, come hell or high water, that
there would be a recall on certain, certain, certain councilmen."
Councilman Littlejohn made the statement This is all news to me,
Ido not know anything about this or my connection cr ny name in
any way, shape or form. I take no credits for any part of it."
Mayor Bloxham I am only quoting what the man told me and I
am sure I have taken the oath as Mayor of Baldwin Park; further-
more, I have a witness to verify everything I have said. Not
knowing whether I did mention that he represented the group, he
told me he was the president of that group The name of the
organization is Baldwin Park Protective Alliance."
Mr. Don Thomas, 4503 Hornbrook Avenue, Baldwin Park, made a
sworn statement: I had conversation with this gentleman named
Spight relative to some peti.tione that were being circulated

and the gentleman told me that he had 4 or 5 people in his
organization that were attempting to get up a recall peti-
tion on the three Democratic Councilmen within Baldwin Park."
Mayor Bloxhamm I would like to add something else that I
had forgotten. He also mentioned that the Ministerial
Association of Baldwin Park was behind him 100%."
Mr. A.N. Gilmore, 4454 N. Harlan, Baldwin Park on oath stat-
ed: The only reason I came forward Mr. Mayor was that aspersion
was cast upon a partisan vote as far as Democratic Councilmen,
We didn't elect arVone Republican or Democrat. I think Mr.
Thomas should withdraw that remark."
Mayor Bloxham I see, you are referring to the remark about
the Democratic Councilmen that's alright Mr. Gilmore, we are
not ashamed of it."
Moved by Councilman Scovotti, seconded by Mayor Bloxham, Minutes Aug. 20 &
and unanimously carried, that reading of the minutes of 21, 1956.
August 20 and 21, 1956, be waived and that the same be accept-
ed as presented.

The City Clerk presented to the Mayor the only bid received Bids on Repair

ment until the next council meeting.
At 8:00 o'clock the City Clerk announced it was time for
the pub"J.c hearing on the James B. Faris Case Case No. 47,
zone char ga R-l, R-2 to C-1.
The City Clerk certified that due notice cit the hearing had
been furnished all interested parties, both by mail and
by newspaper publication, as required by law.
Mr. James Be Faris, 14530 E. Holt Avenue, Baldwin Park,
spoke in favor of the zone change, stating that he would
be glad to comply with all the recommendations of the Plan-
ning Commission, if granted the zone change.

about 10:00 P.M. August 18, 1956, in company with two other
police ofacu_,rs in plain clothes. He stated he had at that
time observed the sale of an alcoholic beverage to an
obviously intoxicated person; that no arrest was made due
to the urgency of other police matters upon which he was
then working.
Mr. Willis cross-examined Capt. Josenhans wiK particu]ar
reference to his qualifications as an expert in judging
intoxication. Mr. Willis requested that two witnesses be
heard in his behalf.
Mr. Julius M. Brigham, 151140 Flynn Street, Puente,
stated that he was present, with his wife and two minor
children, in the Twin Gables Cafe the night Capt. Josenhans
and his men were there, that he did not see anything out of
the way chat night; that he often goes there with his wife
and children and has never seen anything unduly out of line
there any more than in arW place where alcoholic beverages
are sold.
Mr„ Le.1z.nd Getman, 12304 Morehouse Street, El Monte, Calif
stated that he was on duty as a special officer from 8:30
P.M. to 1:00 A.M. Saturday night, Sept. 1, 1956, and that
there was no disturbance. He stated that he was employed by
the Walt Davenport Baldwin Park Patrol; that he was paid the
following day by them. Mr. Willis stated that the reason for
hiring a special officer was that it was the official opening
night of the Twin Gables under the new management; that he
had called Chief of Police Syhre and asked him to recommend
a special officer and he recommended the Davenport Baldwin
Park Patrol.
Moved by Councilman Littlejohn$ seconded by Mayor Bloxham,
and unanimously carried, that this case be recessed until
Captain Josenhans returned and that the Council continue
with the remainder of the agenda.

The City Attorney introduced a tentative version of the Interim Ordinance

Councilman Scovotti introduced a petition signed by 393
citizens of Baldwin Park, protesting against the Q" Zone,
i.e., quarries and land reclamation dumps).
Mr. Lloyd Tronaas, Chairman of the Planning Commission,
spoke on behalf of the Planning Commission and Executive
Committee, recammending certain changes, which were dis-
cussed.
Mr. Gilmore, a member of the Planning Commission, spoke
with reference to the deletion of the Q" zone, stating
that all the citizens that had signed the above petition
protesting the Q" zone, also had in mind that they wanted
no dumps.
Mr. Gunnard J. Lendroth, 14505 Harlan Avenue., Baldwin Park
spoke in his own behalf, also for the people named in the
petition presented by Councilman Scovotti. He requested
that the Interim Zoning Ordinance and map be made public
to the hoarse owners of Baldwin Park for further study, stat-
ing that there were several objections to the zoning pro-
visions and map and specifically against the Q" zone. He
stated that the interim map incorporated much too many

The City Attorneys p*fised Mr'. Lendroth of the fact that the
map he had was not the authentic interim toning trap; that
it had not been completed at 5:00 o'clock that da and that
no one had as yet seen it but the City Engineer who had been
working on it.
Mr. Leonard Burman, 926 N. Lecrita, Baldwin Park, represent-
ing the Baldwin Park Civic Association spoke in favor of
the adoption of the Ordinance and map and stated that it
was imperative that such an ordinance be adopted for the
good of the people of Baldwin Park.
Moved by Councilman Scovotti that the Q" zone be delet-
ed from the Interim Ordinance.
Above motion was lost for want of a second.
Moved by Councilman Duskin, seconded by Mayor Blooxham, Adjournment
and. unanimously carried, that the meeting be adjourned to
Thursday, September 6, 1956, to meet with the Planning
Commission in a joint meeting.
