COUNCIL CI-1 LBEhS) The City Council of the City of Baldwin Park met in adjourned regular session at the above place in a joint meeting with the City Planning Commission at 7:40 P.M. Maxtor Bloxham led the salute to the Flag. Flag Salute ROLL CALL: City Council Present: Councilmen Cole, Luskin, Littlejohn, Scovotti and Blcaxham, City Clerk, City Attorney, City Engineer Abse.Zt City Treasurer ROLL CALL ROLL CALL: Planning Commission Present Commissioners Couch, I':alker, Longoria, Wilson, Somers, Stephens, Tronaas, Burman absent: Gilmore Mr. Gilmore reported at the meeting at 7:5C P.N. The City council proceeded with the business of the ad- journed meeting. The City Administrator recommended that the date for the Extension of inflicting of penalties on dog licenses be extended to Oct- penalty for dog ober 1, 1956, due to the fact that a house to house canvass licenses. has not been completed in the City. Extended to 10-1-56. Moved by Councilman Scovotti, seconded by Councilman Littlejohn., and unanimously carried, that the date for inflicting penalties on dog licenses be extended to October 1, 1956. Mayor Bloxham stated that he was not satisfied that Jurisdiction of action taken a couple of weeks previously regarding Police Personnel. divorcement of the police civilian personnel from the City Administrator was a proper move. Moved by Mayor Bloxham, seconded by Councilman Littlejohn Returned to City that the matter of the civilian personnel within the administrator police department, previously under the jurisdiction of until matter fur- the City Administrator, be reconsidered and that pending ther considered. the reconsideration of the matter on our agenda at the next regular meting that the said civilian personnel continue under the jurisdiction of the City Administrator. Ordinance adopt- ed as changed. I Mr. Tronaas, Chairman of the Planning Commission, stated that he wished it shown in the minutes that the majority of the Planners desired the Q" Zone removed from the Interim Ordinance. crimination against the Callier-Hopkins case and a possibility of some legal points being involved. Moved by Councilman Scovotti, seconded by Councilman Duskin, that the Q" Zone, Section 9100.106 and everything pertain- ing to the Q" zone be deleted. The above motion was adopted by the following vote: AYES: Councilmen Cole, Duskin, Scovotti and Bloxham. NCES: Councilman Littlejohn. ABSENT None Councilman Littlejohn stated that he thought there was too much generalizing in the classifications that there should be a M-1 and M-2 zone, covering two types of industry, and possibly a 0-3 and C-4 zone. The City Attorney explained the reasons for the M-1 Zone and called attention to the list of permitted industries and stated that special permits could be obtained through the City Council. He further stated that any land that had been in M-2 zone was not affected by the elimination of the M-2 zone; that nothing was being taken away from them. It was established that quarries could operate in an M-1 zone with a special permit. Councilman Littlejohn brought up the point that as set forth in the Municipal Code of the City of Baldwin Park, we are now working under an Interim Zoning Ordinance and requested the City Attorney to explain the urgency of adopting another Interim Zoning Ordinance for the same purpose. The City Attorney stated he wanted to point out to the Council that undoubtedly there are many people who would pay a great deal of money for this info, ation and have hired attorneys for the purpose of trying to figure it out and, there you are giving it to them on a silver platter. Now, do you want to hear it?" Moved by Councilman Littlejohn, seconded by Councilman Cole that we hear what the City Attorney has to say in regard to it. Moved by Councilman Scovotti, seconded by Councilman Duskin that we feel there is an urgency to adopt an Interim Ordinance at this time. The above motion was adopted by the following vote: AYES: Councilmen Cole, Duskin, Scovotti and Blcxham. NOES: Councilman Littlejohn. The City Attorney explained the ideal plan for zoning Baldwin Park. The City Engineer explained the zoning map in detail. Moved by Councilman Durkin, seconded by Councilman Scovotti, that we adopt the Interim Ordinance and Map, as amended. The above motion was adopted by the following vote: AYES: Councilman Duskin, Scovotti and Bloxham NOES: Councilman Cole and Littlejohn ABSENT: None The City Clerk then proceeded with the reading of an Ordinance entitled: AN ORDINANCE OF THE CITY OF BALDWIN PARK, COUNTY OF LOS ANCELES, STATE OF CALIFMIA, ESTABLISHING AN INTERIM ZONING ORDINANCE FOR ZONING CONTROL IN THE CITY OF BALDWIN PARK REGULATING AND RESTRICTING THE USES OF LAND AND BUILDINGS, HEIQHTS OF BUILDINGS, AREAS OF YARDS, AND OTHER OPEN SPACES, AND LOTS AND THE LOCATION OF BUILDINGS, AND THE IMPROVEMFIITS THEREON: ADOPTING A MAP SHOWING SAID ZONES; DEFINING THE TERMS ESTABLISHED IN THE ORDINANCE; PROVIDING FOR ITS ANIllSTI iT, AMENDMID!IT AND EN- FORCEMENT; AND PRESCRIBING PENALTIES FOR THE VIOLATIONS." Councilman Cole and Mayor Bloxham were excused at 12:00 midnight and returned at 12:35 A.M. Sept. 7,1956. Mayor pro tern Littlejohn presided during this period.
