Movaa by Councilman Little john, seconded by Mayor Bicath m,
and unanimously carried, that minutes of 9-17-56 be
tabled until next meeting.
The City Clerk announced he had the report of the Chief
of Police rogar'iir.; departwental investigation which he
had just r. eceivad a few minutes previous azai which had not
been opened. City Clark proceeded to open and read same
in full.
Mayor Bloxhart, with the consent of the Council, handed the
City Clerk a. letter from George S. Cairns. The city
Clerk read the letter dated September 30,1956 from
George S. Cairns on behalf at himself and, three other
members of the Police Department, reporting that thgr had
been given no reason for having been suspended and re-
questing that thc, suspension be nullified and that they
be reinstated as of September 28, 1956 without loss of
time, or salary. Apended to Mr. Cairn's letter and also
read, was a letter dated September 27, 1956 from the
Chief of Police to Mr. Cairns advisi him that he had
bean suspended as of September 28, 19n56 abd directing him
to turn in all city property in his possession and ex-
tending to aim the opportunity to resign for personal
reasons" if he so desired.

Chief of Police 3yhre was requested to emplain his report Four police
to the City Council and spewifically with reference to officers rein-
ixm diate dismissal of officers A.L. Nc Hama, George Cairns, stated as of
H.p,.Cochran, and Theodore Iskenderian for gross in- Sept. 28,19.56
subordination, and their suspension as of September 28,
1956.
Chief. Syhre explained that be had suspended the four
officers named, without pay, on September 28, 1956 pend-
ing approval of the Council for their dindseal as he
believed their actions in going to the District Attorney
with charges against Capt. Jossohsse constituted gross insubordina-
tion. Upon completion of the interrogation of the Chief
of Police by the Council, the officers in question wcro
asked if they desired to make scat atente.
George 3. Cairns appeared in his own behalf and explained
his reasons for contacting the District Attorney; stated
that he had discussed the matter with the Chief of Police
at his home, and that the Chief had referred him back to
Capt. Josenhans, stating that it was up to him Capt.

Officers Herbert L. MaNama, Theodore Iskenderian and
Homer G. Cochran all spoke in defense of their appearance
before the District Atto nsys stating that this action
was only taken after they were unable to be hoard with
their complaints by the Chief of Police and that the
information in their hands was of sufficient importance
to be placed before an impartial person.
This matter was recessed until City Clerk went to the
City Hall to obtain two letters regarding claims of
Citizens with respect to mistreatment by the Police Dept.

Moved by Councilman Scovotti, seconded by Councilman
Littlejohn, and unanimously carried, that licenses be
granted, with waiver of fee.
Requisition of Chief of Polio* for material to construct
walls in old cafeteria for office spaces and squad room.
Moved by Councilman Scovotti, seconded by Mayor Blaachzm,
and unanimously carried, that panelling be sectored for
construction of office spaces and squad room as per re-
quest of Chief of Police.
The City Clerk returned and stated that he could not
immediately locate the letters from the attorneys rep-
resenting citizens making claims against the City because
of mistreatment at the hands of the Police Officers. He
stated that the first report was from Mr. Kasen stating
that his client Mr. Thomas Gotechall had been removed
from his home by two police officers and in so doing his
shoulder had been pulled out of joint and was asking the
City to make restitution the second one was from a man and
his wife living on Syracuse Avenue stating that she had been
arrested for drunkedness and while in the custody of the
police she had been assaulted phyaically, and asking damages
from the City.
Chief of Police stated that there was absolutely nothing
to the reports, that he had investigated one and the
District Attorney had inreetigated the other and that there
was nothing to it.

In reply to inquiry as to the wrongful acts committed by
officers suspended Chief Syhre stated that the only wrong
thing that any of the officers had done was in reports need-
ing correction, which Josenhans corrected. Upon further
questioning by Councilman Scovotti, the Chief changed
his statement by adding, up to the insubordination".
Councilman Duskin asked Chief Syhre if he believed dismissing
the four men would help the Department, to which the Chief
replied, I do, sir".
Officer Cairns requested permission to speak again, and
stated that he had discussed the situation with Capt,
Josenhans, stated that his complaint was against him re-
garding the way he treated the public, that he felt his job
was being placed in jeopardy due to the fact that every
citizen Capt. Josenhans fired would complain to his neighbors
and in a matter of time the Police Department would be on the
carpet, to which Capt. Josenhans replied, I don't give a damn
about my job, no body is going to come in here and tell me
how to run the Police Department." Mr. Cairns stated that he
did care about keeping his job.
Moved by Councilman Scovotti, seconded by Vayor Bloxham, that
the four officers be reinstated as of September 28, 1956.
The above motion was adopted by the following vote:
AYES: Councilmen Durkin, Scovotti, Mayor Bloxham
NOES: Councilmen Cole and Littlejohn.
ABSENT: None
Moved by Councilman Scovotti, and seconded by Mayor
Blaxham, that all applicants for the Police Department,
and all police officers, prior to being hired, and all
policemen before being promoted to the next step take
a test, to demonstrate their ability and aptitude for
police work, and that the examination be given by the
Los Angeles County Civil Service Commission.

Councilman Littlejohn made the statement that because
the meeting was illegal that the records should be com-
pletely destroyed, to which the City Attorney replied
that nothing as drastic as that should be done.

Bloxham, and unanimously carried, that the testimony of
officers not be made public as meeting of September 11,
1956 was an illegal meeting as interpreted by the City
Attorney tonight.

in writing as to what can be done with these particular
records and in the meantime that they be held strictly
confidential.

that Mayor Blcacham shculd set up a meeting of the City
Council with the School Board regarding purchase of
school.
Moved by Councilman Cole that we accept original bid,
subject to arrangements with School District for
acquiring property.
Mr. William Gilliam, the contractor who submitted the
low bid on the first advertising, appeared and spoke in
favor of letting the work to the subcontractors whom he
had contacted in formulating his bid for the whole job,
stating that he had turned these bids over to the City
Clerk.
Mayor Bloxham asked Mr. Gillian if he was still interested
in securing the job, to which he stated none whatever".
The matter of immediate need for repair of roof and re-
placement of window glass before fall rains start was
then discussed.
Moved by Mayor Bloxham, seconded by Councilman Cole, and
unanimously carried, that we re-advertise for bids for the re-
modeling of the school and break it down into various pro-
jects.
Moved by Councilman Duskin, seconded by Mayor Bloxham, and
unanimously carried, that the City Administrative Officer
be instructed to have the force account figures in here
by next meeting.

Moved by Councilman Durkin, seconded by Councilman Puente Ave.
Scovotti, and unanimously carried that lot,spl.it be
granted, subject to the recommendations of the Planning Approved.
Commission and the City Engineer.
Moved by Councilman Cole, seconded by Iegror Bloxham that
the meeting adjourn.
Mayor Bloxham withdrew his second for adjournment and
Councilman Cole then withdrew.. his motion, to reconsider
the Resolution that had been postponed for corrections
by the City Attorney.
City Attorney reread Resolution No. 65.
Moved by Councilman Durkin, seconded by Councilman Scovotti, Res. No. 65
that Resolution No. 65 be adopted* reread and
adopted.
The above resolution was adopted by the following vote:
AYES: Councilmen Cole, Durkin, Littlejoha,Scovotti,and
Bloxham
