COUNCIL CHAMBERS)
The City Council of the City of Baldwin Park met in special
session at the above place at 7:45 P.M.
Mayor Bloxham led the salute to the Flag. Flag Salute
Invocation was given by Rev. Waldo R. Specht, Pastor of Invocation
Central Baptist Church, Baldwin Park.
ROLL CALL: Present: Councilman Cole, Duskin, Littlejohn, Roll Call
Scovotti, Bloxham,
Absent: City Treasurer.
The matter of Group Insurance was presented. The City Group Insurance
Administrative officer stated that he had had the Assist-
ant, Administrative Officer preps a comparison of the
different, bids; that it was the opinion of his assistant
that the Blue Cross gave the most benefits for the
premium asked.
Joseph R„ 4oreno, 117 W. 9th Street, Los Angeles, rep-
rasentilg he 1ietrooolitan Life Insurance Co. spoke explain-
ing the benefits offered by his company, He stated that this
plan included life insurance of $1,000.00 at 75¢ per
$1,000.00=
Mr. Elvin L. Baer of Yust & Baer, 4145 N. Maine Avenue,
Baldwin Park, appeared explaining that he had submitted
bids from Union Mutual Life Insurance Company, Lincoln
Life Insara:ZCe Company and Occidental Life Insurance Co.
Mr. Cy Lichtman of 3739 North Ardilla, Baldwin Park appear-
ed representing Independence Insurance Co. and New York
Life insurance company.
Mr. William N. Cheevers, 4747 Sunset Boulevard, Los Angeles
27, California, appeared representing Blue Cross and ex-
plained the benefits derived from them. It was brought out
that the Blue Cross benefits did not include life insurance.
In the discussions with various representatives, it was
established that the dependents of the employees could not be
included in the premium paid by the City but that the employee
could p:ay the additional premium covering his family if he so
desired.
Blue Cross insurance is transferable from one state to
another, 4,e., if an employee eaves the state, the insured
can still retain the Blue Cross insurarn e if he desires
after severance.
Blue Cross and Blue Shield still write in conjunction with
each other, but not in the State of California.
The N.~yor stated that he definitely thought the life insur-
ance benefit should be included.
It was decided that each employee should be contacted
to find out if he or she is willing to participate in
the program so that a definite figure could be established.
Moved by Councilman Scovotti, seconded by Councilman Duskin,
that the Council go on record that we contemplate paying

The above motion was adopted by the following vote:
AYES: Councilmen Cole,Duskin,Littlejohn,Scovotti and
Bloxham.
NOES: None
ABSENT: None
Mayor Blocham is to call a special meeting to consider
the insurance matter.
Proposals to be in by November 1, 1956, based on exact
number of employees by sex and ages.
The next item to be brought before the council was the Consideration of
matter of consideration of revision of business license revision of Busi-
fees for the ensuing year. ness License fees.
All persons wishing to speak, were sworn in.
The City Clerk stated that letters had been sent out to
all those holding business licenses asking for suggestions
or complaints regarding the fees for this year.
The replies were placed in three categories, viz:
1. Fair fee
2. Those wishing the fee tc be changed, but not
wishing to appear at the meeting.
3. Those who have made comment in their reply and
also desiring to be heard.
MOTELS:
Mrs. Gladys Wylie, 12793 E. Garvey, Baldwin Park owning a
trailer park, motel, service station and garage spoke in
her own behalf. She objected only to the Trailer Park license,
stating that her license on ten spaces was 68.00, whereas
in the County she had paid only $24.00. Upon being asked
that she thought was a fair fee, she replied that she
should not be required to pay more than u21.00 for 10 spaces.
She also stated that she thought licenses should be prorated
that if a license was purchased late in the year a person
should not have to ray the full year's license fee, believ-
ing that a semi-annual or quarterly basis would be satis-
factory.
Moved by Councilman Littlejohn, seconded by Mayor Bloxham, RECESS
and unanimously carried that a 10-minute recess be declared.
Recessed 9:35 P.M.
Reconvened at 9:45 P.M.
Mrs. Lena Bell, 111257 E. Carvey, Baldwin Park appeared
with respect to her trailer ark known as the B & B
Trailer Court. She stated that she did not have a great
deal to add to what had already been stated; that she felt
that $24,00 should carer the motel of 6 units; that a
person cannot make a living on 6 units and suggested a
ati24.00 fee would be adequate covering anything less than
10 or 12 units; and that the fee paid by them last year
was 100% over that paid the County
REST HOMES:
Dr. Hans Dietz, 3562 N. Vineland, Baldwin Park appeared re-
presenting 18 Rest Homes in Baldwin Park. He stated this
business is not very profitable; that the patients are
mostly pensioners and are unable to pay much more for their
board and lodging and the care which is necessary to give
them. Dr. Dietz suggested that a fee of $12.00 be charged

for nest homes accommodating up to 50 patients.
AUTO REPAIR SHOP:
Mr. Bowlin, owning Bowlin's Auto Repair Shop at. 15108 E. Arrow
Highway appeared in his own behalf. He stated that he
thought the license on a one man shop should be much less
than that of one hiring 6,8 and 12 mechanics; feels license
is much too high; thinks $12.00 would be plenty for a small
shop. He stated, however, that he paid $36.00 to the County
for two years, prior to incorporation.
AUTO PARTS BUSINUS:
Mr. Floyd Bennett, representing Floyd's Motor Parts Co.,
1056 E. Ramona Blvd. doing auto parts distributing busi-
ness. He stated that 45% of the parts business done in
Baldwin Park pays sales tax and that the other 554- is
carried on by what is termed peddler wagons" who do not
pay a sales tax. The sales tax goes to outside territroy.
Suggested that a fee of $12.00 would be sufficient for busi-
nesses of this nature. in Baldwin Park. He felt that so-
called peddlers of Auto parts, etc. should pay a much higher
license fee than local merchants. He said the resident
merchant is obligated under the fair trades" act on most
of merchandise, but that the peddlers either are not or
do not comply. They come in and undersell the home town
merchant, He stated that 45N of sales tax represents three
merchants in Baldwin Park. He paid 4$140.00 as last sales
tax payment which represented 15% of the overall of 45%. He
said he did not know how much Baldwin Park realized out of
the other 55% which goes out of Baldwin Park.
Mr. Harry E. Barnhart, 148314 N, Maine Avenue,Baldwin Park,
services lawn mowers and saws has a service and sales
shop. He stated he had a small business, was starting to re-
pair small appliances. Does this business on the side as he
has a job. Thinks that $24.00 is too high a license for the
type and amount of work he does.
VENDING MACHINES
Mr, Leon 0. Jackson, 92 N. Berkeley, Pasadena, Has a small
cigarette vending machine business. Has 1 machine in
Baldwin Park. Paid a license fee of $72.CO, plus 10% penal-
ty of $7.20 for the one machine to operate in Baldwin Park.
Sells an average of 300 packs of cigarettes per-month. He
stated that the margin of profit is very small. Pays no
city sales tax, his tax going to Pasadena, It was brought out
that loss of sales tax on such businesses is an important
factor.
S.L. Griffin, 169 E. Commercial Street, Pomona, operates
phonograph and amusement machines. Stated license fee is com-
pletely out of line in comparison to that charged by most
cities. Main business is in Pomona and pays flat fee of
$SO.oo per year. Pays $5,.00 per machine in Ontario bought
two licenses in Baldwin Park paying $96.00. Operates about
10 or 12-machines in the County pays $5.CO per machine.
Pays 41A.00 per machine in Claremont. Has no machines in
Covina, W, Covina or Puente. Pulled out of El Monte because
of excessive license fees. Suggested that a fair fee would
be 2.00 or, 03.00 per whine.,

Association, 2323 U. 3rd Street, Los Angeles, appeared
to represent the music vending machines juke boxes).
He stated that the license charged by the City of Baldwin
Park was excessive and out of line with what most other
cities charged. He suggested that the fee be based on the
gross receipts.
Mr. Allen G. Anderson, Secretary of Municipal License Tax
Association, 1625 Rush, San Francisco, stated his organization
is a state-wide, non-profit association representing many
firms doing business in the State of California, soma of
whom are doing business in Baldwin Park. Membership is comprised
of individuals and firms interested in the problems besetting
them. Membership is divided into three classifications re-
tailers,wholesalers and manufacturers, Upon being asked the
question if he represented General Petroleum Co. he stated that
they did. He cited a case against the City of Santa Maria wherein
a larger fee is charged for the first year. He pointed out some
discrepancies and inconsistencies in the business license
sections of the Municipal Code. The City Attorney stated that
we were aware of these inconsistencies and that they were being
taken care of in revising the business license sections of the
code. He stated that there should be a period of 30 days before
a business would become delinquent and charged a penalty.
Also stated it was their opinion the truck tags should be trans-
ferable; and that fee for service stations should not be based
on an inventory of $1,000.00 or less.
Moved by Councilman Littlejohn, seconded by Councilmen
Scovotti, and unanimously carried, that the meeting adjourn.
