EXECUTIVE SESSIGN
Meeting was called to order at 14:03 P.M. for discus-
sion of personnel matters only.
Mayor Bloxham led the salute to the Flag. Flag Salute
RGLL CALL: Present: Councilmen Cole, Duskin, Littlejohn, Roll Call
Scovotti, and Bloxham; City Clerk,
City Attorney.
Absent: City Treasurer
Mayor Bloxham stated that one purpose of the meeting was to
consider matters pertaining to Police Department Personnel.
The City Administrator stated that in view of the existing
situation in the Police Department, he was presenting a pro-
position to hire Mr. Howard F. Skouland as a consultant to make
a study and recommendations regarding the operation of the
Baldwin Park Police Department. Upon the request of individual
council members, Mr. Skouland was called before the Council.
Moved by Councilman Scovotti, seconded by Councilman Cole, that Employment Police
Hr. H.F. Skouland be hired as consultant for the purpose of Dept. Consultant
making a study of the Baldwin Park Police Department and raking
recommendations to the City Council thereon; that he be paid Authorized.
at the rate of $10.00 per hour; that he be given authority as
acting police captain during the period of his employment; that
the appointment as acting captain shall in no way abridge the
authority of the Chief of Police in his administrative functions;
that he be responsible directly and only to the City Council and
serves at the pleasure of the City Council.
The above motion adopted by the following vote:
AYES: Councilmen Cole, buskin, Littlejohn, Scovotti
and Bloxham.
NOES: None
ABSENT: None
The City Administrator then recommended that Mr. Russell H.
Schuckhart now employed as maintenance man at IM-50 per hour
be promoted to 2.00 per hour, effective at the beginning of
pay period on November 16,1956. He further stated it was
proposed to utilize Hr. Schuckhart as a general utility man
in connection with general city maintenance operations and to
further utilize his services, after training by the City
Engineer, as an inspector on various types of construction
coming under the City Engineer's supervision. A letter from
the City Engineer with reference to Schuckhart's employment
and ccar-ponsation was also presented.
Moved by Councilman buskin, seconded by Mayor Bloxham, and un-
animously carried, that Mr. Russell H. Schuckhart be paid
Q2.00 per hour effective November 16,1956.
A letter dated November 7, 1956 addressed to the Chief of
Police was presented by the City Administrator. This letter
was signed by Personnel Baldwin Park Police and pertained
to recommendations for pay raises and a salary schedule for
the personnel of the Police Department.
Moved by Councilman Littlejohn, seconded by Councilman
Duskin, and unanimously carried, that this matter be tabled
until such time as the survey by Mr. Skouland is completed.

Moved by Councilman Littlejohn, seconded by Councilman
Duskin, and unanimously carried, that the City Administrator
notify this committee of the action of the Council in re-
gard to the matter of pay increases and the hiring of Mr.
Skouland as Police Consultant, and request that they give him
their complete cooperation.
Moved by Councilman Cole, seconded by Mayor Blcxham, and
unanimously carried, that the meeting adjourn.
Adjournment at 5:1.5 P.M.
