The City Council of the City of Baldwin Park met in a
special session at the above place at 7:30 P.M.
Mayor Bloxham led the salute to the Flag. Flag Salute
Invocation uas given by Rev. Waldo R. Specht, pastor of Invocation
the Central Baptist Church, Baldwin Park.
ROLL CALL: Present: Councilman Cole, Duskin, Littlejohn, Roll Call
Scovotti and Bloxbam; City Clerk,
City Attorney.
Absent: City Treasurer
Lids for. Group Insurance from following listed Companies Group Insurance
were presented:
Nev York Life Insurance Company
Metropolitan Life Insurance Company
Lincoln National Life Insurance Company
Occidental Life Insurance Company of America
Blue- Cross
The Travelers Insurance Companies
The Paul Revere Life Insurance Company
Independence Life Insurance Company of America
Mr. S.A. Jaclann of Baldwin Park and Mr. John R. Houzer
appeared on behalf of Travelers Life Insurance Companies.
IIr. Seymour Lichtman, 3739 N. Ardilla, Baldwin Park,
appeared on behalf of New York Life Insurance Company,
Independence Life Insurance Company of America.
Iir. Jack Lowry, 510 S. Citrus, Covina appeared on behalf
of Lincoln National Life Insurance Company.
Mr. Elvin Baer, 41115 N. Maine, Baldwin Park, appeared on
behalf of Occidental Life Insurance Company of California.
Mr. John E. Muter, and Fred L. Wallstead, 265 S. Garey
Avenue, Pomona appeared on behalf of the Metropolitan
Life Insurance Company, and explained the benefits under
the Metropolitan Plan.
Moved by Councilman Littlejohn,, seconded by Mayor Bloxham
and unanimously carried, that the matter of group insurance
be settled at this session and in order to give the other
companies a chance to refiLure their bids using as comparison
bids submitted by New York Life, Independence Life Insurance
Company and Occidental Life Insurance Company, that we proceed
With the agenda and take up the insurance ratter later in the
meeting.
The City Clerk pro sented request of Southern Cali f orn.a So California
Edison Company for franchise, Edison Co.
franchise.
Hr. Voisinet appeared and stated that the legal department
of the Edison Comlany had irforzmd rim that the fees pay-
able to the City did not become effective until the date
of the ordinance and that the County prorates to the City.
It was established that the revenue to the Cif~y would
be approximately 8,000.CO to $9,000.00 annually.

Councilman Duskin moved its adoption, seeonded by
Councilman Littlejohn.
The above motion was adopted by the following vote
AYFS: Councilmen Cole, Durkin, Littlejohn,
Scovotti and Bloxham.
NOES None
ABSFW None
Matter of revision of business licenses was then present-
ed.
Moved by Couneilxaan Littlejohn., seconded by Mayor Bloxham,
and unanimously carried, that the matter of business
licenses be recessed until later on the agenda.
Group Insurance Group Insurance
Mr. Jackman and I•Ir. Houser of the Travelers Life
Insurance Company resubmitted bid comparable with Occidental
and Independence.
Mr. Elvin Baer resubmitted bid of Occidental, making an
8¢ reduction overall from former bid.
Mr. Lowry again spoke in favor of his plan as compared
with the others and cited additional benefits.
iir. Seymour E. Lichtsan again spoke in favor of
Independence Life Insurance Company's plan, with no re-
duction from former bid.
Moved by Councilman Little john, and seconded by Mayor
Bloxham, the adoption of a group health, medical and life
insurance benefit plan for the employees of the City of
Baldwin Park, being that group plan for the City of Baldwin
Park as outlined and submitted by the proposal of the
Independence Life Insurance Company of America, through their
agent, Seymour E. Lichtman. The said plan shall be for all
employees of the City of Baldwin Park and the premiums shall
be as provided in the proposal dated November 14, 1956.
Life insurance shall be limited to the amount of $1,000.00
benefit per employee. The premium, on behalf of the employee
for said health, medical and life insurance benefit covered
by the group plan shall be paid in its entirety by the City.
The above motion was adopted by the following vote
AYES: Councilmen Cole Durkin, Littlejohn., Scovotti
and Bloxham.

ABSENT: None
Moved by Councilman Little johns seconded by I a:ror Bloxham

irtto a contract with the Independence Life Insurance Company of
America's representative on behalf of the City and be authoriz-
ed to make payment of the monthly premium.
The above motion was adopted by the following vote:

and Bloxham.

Business license fees for year 1957.
After some discussion the City Attorney asked for
suggestions from the various councilmen and it was de-
cided that the following changes should be considered;
that the City Attorney should amend Municipal Code cover-
ing business licenses in certain instances as follows:
License fees payable for one full year if obtained
the first of the year and payable for one-half year
if obtained after June 30, if license is for new
business.
Penalty date should commence after February 15, each year.
Motels and trailer courts should be combined if one busi-
ness.
Itinerant auto accessory dealers should be charged a
fee of $36,00 to $40.CO.
Vending machines should receive further consideration.
Hucksters should receive further consideration.
Solicitors should receive further consideration.
Transfer of license tag from one truck to another should
have consideration.
Juke boxes should have further consideration.
Penny vending machines license fee probably should be
x1.00 per machine instead of 1>2,00.
Inconsistency regarding number of seats in a restaurant
should be corrected,
Revision of
Business License
Fees.
Commercial Business and Unlisted Business re clerks and
salesmen should be clarified, possibly using the word
employees".
Councilman Cole suggested that the City Clerk obtain compari-
sons of the surrounding towns and bring to the next Council
Meeting. The City Clerk advised that this comparison had
already been prepared and would be brought in to the next
meeting.
Moved by Councilman Littlejohn, seconded by Councilman Cole, Adjournment.
and unanimously carried, that the meeting adjourn.
