Report re negotiations on purchase of Old Central Negotiations for School. purchase of Old Central School. Councilman Littlejohn reported that letters had been sent to all interested parties and that any further action now rested with the School District that an offer was submitted to them for their consideration and it was now up to them to act. At 8:00 o'clock P.M., the City Clerk announced that it was tire for public hearing of the Forrest R. Walker Case No. 17, Zone Change from R-Li and A-1 to TI-l, Planning Commission Resolution No. 82. No. 82. 1956 and that proper notice had been given to all property owners within 500 feet of the subject property. Baldwin Park Blvd., Baldwin Park, owner of the property in question, explained his reasons for originally requesting an Ii 1 zone and sub- mitted a plan which would permit C zoning. He further stated that he would like to submit a document which would bring the case up to date and also stated that he would be willing to accept a C-2 zone change as recommended by the Planning Commission. Is. Lloyd Tronaas, Chairman of the Planning Commi.ssion$ e rplained reasons for the Planning Commission recotrmend- ing a C-2 zone instead of M-1 zone. OPPCCSITION Iir. At 8:30 the Planning Commission joined the City Council in onjunction with the Realty Board. Mr. Mike Hanich, 339 N. Baldwin Park Boulevard, Baldwin Park, representing the San Gabriel Realty Board spoke and introduced Mr. Chas. Geiss, 4701 N. Maine Avenue, Baldwin Park, who gave the Realty Board's views with res- pect to license fees charged real estate operators in the City of Baldwin Park. Mr. Geiss suggested that the license fee be reduced to y18.00 for each real estate office, with no charge for salesmen. 1M3r. Mike Hanich again spoke with reference to the Interim Zoning Ordinance, pointing out certain hardships that the ordinance is'-working on the property owners, as well as the real estate men in the community. Mr. Hanich stated in general, the reasons he felt there was not more real estate activity in Baldwin Park as relating to City ordinances, etc. and in his closing statements said that one prospective purchaser of industrial property had stated: I'll be damned if I am going down and grease their palms every time I want another punch press or light switch. There are too many other pieces of in- dustrial property without strings attached to it." Mr. Ziim rman, City Attorney, asked Mr. Hanich the follow- ing questions, to which Mr. Hanich replied as shown. Q. I believe you made a remark about greasing somebody's palm. A. Yes, sir. Q. Would you clarify that a little bit more? A. That is as it was given to me. Q. Who gave that to you? A. Mr. Zimmerva.n, I am not up here on cross examination. Q. Hr. Hanich, it is very loose language and we have a considerable problem in this town and we would like to improve it. Yet, in order to improve it, we are going to have to know some of these facts. Now, I presume what you told us here was fact? Could you tell us the name of the corporation? A. U.S. Relay. Q. Who was it in U.S. Relay that made that statement? A. Why do I have to put names in and everything else? I am not up here on cross examination. Q. We realize that, but it is a serious reflection on the City, Mr. Hanich. A. It most certainly is and that is just the reflection of the general public throughout that we are facing. Q. We are trying to run down some of these matters and Is as legal officer of the City, have as one of my duties such matters, and if there is anything to the charge that you made, we want to know about it here and now. A. Aliright, the man made it I have his name. I have the name of the company that he is the owner of. Q. We would like to know the man's name. A. Mr. Fox. Q. Do you know his full name? A. No, I don't. Q. Do you know where we can contact him? A. I have a rphone number in my office. Q. Is it in Los Angeles? A. Yes, it is. Q. Will you furnish us with that phone number? A. Yes. Q. Mr. Harold Harp, a real estate broker at 13210 E. Ramona Blvd., Baldwin Park, spoke with reference to certain diffi- culties regarding the Interim Zoning Ordinance. He braaght out the fact that in lot splits there are two fees charged one for the lot split and one for the rezoning. It was established that it might be well to combine these into one fee. Mr. Harp also pointed out the hardships worked on property owners because of A-1 30,000 sq. ft. zoning as compared to A-1 5000 sq. ft; he stated that many people had bought acreage with the view of improving it by adding another house or two on the back for rentals after retirement, which would not be possible under A-1 30,000 sq. ft. zoning. Mr. Edwin Elko, 13057 Bess Avenue, Baldwin Park, represent- ing the Baldwin Park Civic Association, asked permission to read a letter from that Association to the City Council and Planning Commission. Before reading the letter Councilman Littlejohn moved, seconded by Mayor Bloxham, and unanimously carried that an Open Letter to All Concerned, signed by Mrs. Alma Aghbashian, Chairman of the Board of Trustees, on Baldwin Park Civic Association" stationery be placed on the agenda, and read. Mr. Elko then proceeded to read his letter, which more specifically dealt with the unfavorable situation caused by the A-1 30,000 sq. ft. zoning in the Interim Zoning Ordinance. Mr. Elko filed with the City Clerk a letter from Attorney Cletus J. Hanifin stating that his firm represented the Baldwin Park Civic Association, Inc; that on November 30,1956 they reserved the above name with the California Corporation Commissioner, and the Articles of Incorporation for the above corporation had been filed.
