The city Council of the City of Baldwin Park met in regu-
lar session at the above place at 7:30 P.M.
Mayor Bloxham led the salute to the Flag. Flag Salute
Invocation was given by Rev. Loezy, Pastor of St. Invocation
Mathews Episcopal Church, Baldwin Park, California.

Councilman Little john asked for a report from the City Report on Callier•
Attorney with reference to the Caillier-Hopkins case which Hopkins Case

At 8:00 o'clock the City Clerk announced that it was time Public Hearing

The City Clerk stated that notice was duly published in a~g franchise.
the Baldwin Park Bulletin, setting this date and time for
the hearing; that in response to that notice he had rec-
eived no written communications either for or against the
franchise, with the exception of one letter from the
Division of Highways.. State of California, stating that
inasmuch as provisions of the Franchise Act of 1937 are
included, there is no objection to the granting of the
franchise.
No one appeared either for or against the franchise,
and the Mayor declared the meeting closed.
Councilman Littlejohn stated that inasmuch as this is an
indeterminate franchise that he would like to go on record
that if the City of Baldwin Park should at a future date
wish to install its own system that the valuation at that
time would be based on the present assessed values.
Mr. Voisinet of the Southern California Edison Company ex-
plained that the present assessed valuation would have nothing
to do with the value used in determining a fair settlement
price for the property and franchise at a future date.
