Absent Cour ci lman Dusldn; City Treasurer Moved by Councilman Little Jotna, seconded by Mayor Blacha n, and unanimously carried, that the minutes of Dece"r 31, 1956, and January 21, 1957, be approved and reading be waived. Minutes of 12-31-56 and 1/21/57 approved and reading waived. The City Administrative Officer ixesented letter from Captain Skouland, Police Dspartmnt, re rerouting of the iatropolitan Bus Line along Ramona Boulevard north of the railroad tracks, both east and west bound, between Sierra Madre Avenue and Mitre Avenue. Moved by Councilman Scavotti, seconded by Mayor Blcxham, and unanimously carried, that the routing be approved for a period of 60 days. Hr. Ralph T. Hicks, of 4108 W. Stmt Avenue, Baldwin Park, after being sworn in, spoke regarding assistance from the City for the. the Youth Baseball Association in the way of financial support, and requested that a re- creation fund be set up in amount at $2,000.00 for 1957, and requesting licensee for whack bars be granted free and that all building Wradts in connection itth this program be issued without fee. Mr. Joseph P. Cunningham, 13902 Los Angeles Street, Baldwin Park, appeared with 3r. Hicks on the matter, Moved by Mayor Blaachan, seconded by Coune:ilraan Scovotti and unanimously carried, that the licensee be granted for the snack bars, with License fees waived, and that build- ing permits be issued free of charge. Moved by Councilman Cole, seconded by Councilman Seovotti, and unanimously carried, that this matter be taken up at a later meeting, and that the City Attorney prepare an opinion or. k and the proper procedure retarding the $2,000.00 for Citywide..Ypu%h activities. The City Clerk announced that it was now after 8:00 P.M., the hour set for three public hearings. All persons expecting to speak at any of these hearings were sworn. The City Clerk stated that proper public notice of this hearing had been published as required by law. The City Attorney then announced that the first hearing concerned the amendment of the Baldwin Park Municipal Code by adding a new sub-section f) to Section 9100.309, a section of the Interim Zoning Ordinance; stating that this sub-section was omitted through inadvertence when the Ordinance was prepared. No person appearing either for or against this matter, the hearing was declared closed. lbved by Mayor Bloxham and seconded by Cduncilman Scovotti, that the City Attorney prepare an ordinance in conformity with the recOnmendation8 of the Planning Commission Resolution No. 96. I This motion was adopted by the following vote: ASS: Councilm n tole, Littlejohn, Scovotti and Bloxham. NOES: None Councilman Duskin. The second public hearing was in regard to rezoning for Service Stations. The City Clerk stated that proper notification of this public hearing had been published as required by law. The following Planning Commission recommendations were read: a) That a new zone be created and be designated a C-GS Zone. b) That service stations be permitted in C-GS and N-1 Zones. c) that the following uses be permitted in C-GS Zone: 1) Those uses permitted in a C-2 Zone. 2) Automobile service stations with not more than three indoor grease racks or pits and facili- ties for emergency battery service and tire repair. Public hearing re rezoning for service stations. Tabled until next meeting when could have report from Mr. Weaver, P.C. Director 3) Those sign sizes permitted in C-1 Zones. d) That building heights be limited to a maximum of thirty-five feet. e) That site area for an automotive service station shall be a minimum of 10,000 square feet with a maximumfrontage of 90 feet; that gasoline pwaps shall be not less than 15 feet from property lines. f) That areas for passage or standing of automobiles shall be paved, with appropriate drainage, pave- ment to meet specifications established by the City Engineer. g) That any lights or illumination shall be directed away from adjacent property. h) That when adjoining any lot in R-1, R-2 or R-3 Zones there shall be a six-foot high masonry wall erect- ed and maintained along such property line provided, however, that such walls shall not be over three feet high from the set back line of the adjoining property to the front property line, Ho person appearing either for or against the proposed matter, the hearing was declared closed. This matter was discussed at length by members of the Council, Planning Director, City M torney and Vice-Chairman of the Planning Commission. Moved by councilman Scovotti, seconded by Mayor Bloxham, and unanimously carried, that the matter be tabled until the next meeting so that I•Ir. Blakesley to the City Council recommending the granting of this zone change and suggesting that when legal descriptions are to be written as set forth in subsection a) 2), a) 5) and a) 6) of Planning Commission Resolution No. 89, that they be referred to the City Engineer's office for check- ins. iir. Weaver presented Planning Commission Resolution No. 89 stating the conditions upon which the Planning Commission recommended the granting of this zone change. The City Clerk stated that proper public notice of this hearing had been published as required by law. Proponents: Ir. Cyril H. Spurgin, 3106 N. Puente venue Baldwin Park was sworn and testified in his own behalf in favor of the zone changes ir. Dick Kosecoff 14533 E. Merced Avenue, Baldwin Park was sworn and testified in his in behalf in favor of the zone change. Fir. Stanley Tracht 514 N. Irwindale, Test Covina, re- presenting Standard Oil Company, under oath spoke in favor of the zone change. He stated that his firm in- tended to lease p•Ir. Spurgin's property. No one appear rd in opposition to this change of zone# iiayor Bloxham declared the hearing closed. Moved by iiayor Bloxham, seconded by Councilman Cole, that the zone change be granted from A-i to C-1, subject to the conditions as read by Planning Director Weaver. The above motion was arproved by the following vote: AYES: Councilmen Cole, Littlejohn, Scovotti and Bloxham. NOES: None ABSENT: Councilman Duskin. Letters re Annexations Nos. 114 and 115 to City of El Monte were read. No action. City Clerk read letter of January 23, 1957 from Mr. Nick Catalano addressed to the i,rayor and Councilmen expressing thanks to the Police Officers for the protec- tion extended to him during a recent disturbance at his cafe. City Clerk recommended letters of commendation to two officers that quelled the disturbance. Moved by Councilman Scovotti, seconded by Mayor Blexhem, and unanimously carried, that letters of commendation be sent to the two officers in the name of the Council. Woods. Chief Syhre stated he believed the complaint was unfounded. Second report by Chief of Police dated 11-20-56 was in substance the same as the previous report. City Clerk read letter of 6-3-55 from Regional Planning Commission setting forth conditions and stating that all alterations should be in substantial conformance with Exhibits A and B. The City Attorney stated that this was a law enforce- ment matter; that if it could not be settled by enforce- ment personnel, it should not be forced upon the City Council; that the matter should be handled on a strictly routine basis by Administrative and law enforcement officers.
