A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BALDWIN PARK ADOPTING THE"CITY OF BALDWIN PARK
MANUAL FOR LIVING STREETS DESIGN" THAT
ESTABLISHES GUIDING PRINCIPLES AND DESIGN
ELEMENTS SO THAT TRANSPORTATION IMPROVEMENTS
ARE PLANNED, DESIGNED, CONSTRUCTED, OPERATED
AND MAINTAINED TO ENCOURAGE WALKING, BICYCLING
AND TRANSIT USE WHILE PROMOTING THE SAFETY FOR
ALL USERS
Whereas, streets are a critical component of public space and play a major role in estab-
lishing the image and identity of a city, providing a key framework for current and future
development; and,
Whereas, the streets are a critical component of the success and vitality of adjoining land
uses; and,
Whereas, communities that support Active Living strive to create amenities that will en-
hance the quality of life of its residents, improve the physical and social environment in
ways that attract businesses and workers, and contribute to economic development; and,
Whereas, public health recognizes an inextricable link between health and the built envi-
ronment; and,
Whereas, the city's recent adoption of its comprehensive Complete Streets policy accom-
plishes the city's desire to improve the access and mobility for all users of streets in our
community by improving safety through reducing conflict and encouraging non-motorized
transportation and transit; and,
Whereas, the adoption of a Living Streets Manual will help provide for streets that are safe
to walk and cycle, offer places for people to meet, link healthy neighborhoods and destina-
tions, provide access to physical activity and provide a connected street network; and
Whereas, a Model Design Manual for Living Streets will assist and guide the city in all fu-
ture street design and will drive design decisions in determining the urban form of our
streets, which ultimately determines how walkable and bicycle friendly neighborhoods and
communities are, how conducive they are to transit and how livable communities become;
and
Whereas, this manual provides for"consistency"and most changes to streets discussed in
this manual fall within the range of existing guidelines and current recommended practices.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF BALDWIN PARK DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The City of Baldwin Park will create a safe and efficient transportation
system that, to the extent feasible, promotes the health and mobility of all Baldwin Park cit-
izens and visitors by providing high quality pedestrian, bicycling, and transit access to all
destinations throughout the City, and will design its streets for people, with beauty and
amenities. The City of Baldwin Park will, when practicable, provide for the needs of driv-
ers, transit users, bicyclists, and pedestrians of all ages and abilities in all planning, design,
construction, reconstruction, retrofit, operations and maintenance activities and products.
SECTION 2. The City of Baldwin Park will strive to enhance the safety, access,
convenience, and comfort of all users of all ages and abilities.
SECTION 3. The City Clerk shall certify to the adoption of the Manual for Living
Streets Design.
