Pacific Avenue, Baldwin Park, 91706 CALL TO ORDER The meeting was called to order at 6:15 p.m. by Mayor Lozano. ROLL CALL PRESENT: Councilmember Cruz Baca Mayor Manuel Lozano Councilmember Susan Rubio Mayor Pro Tern Ricardo Pacheco ABSENT: Councilmember Monica Garcia PUBLIC COMMUNICATIONS Mayor Lozano opened Public Communications at 6:16 p.m. Greq Tuttle, local resident and business owner, commented on his observations of recent City business practices, stating that he was glad to see the aversion of bankruptcy of the City, that poor management practices have been all but eliminated and that the City is working on cost saving practices; complained that certain Councilmembers were notoriously late or leaving early from Council Meetings and that there were also problems with the Councilmembers texting or otherwise distracted during Study Session and Council Meetings; expressed displeasure with members fighting amongst themselves; stated that Council needs to start meetings on time, stay focused on the business at hand, and move forward with important City business. Art Luna, local resident, expressed his disapproval of Council and staff using cellular phones to text or take calls during meetings; opined that there should be a no tolerance policy for such conduct. Mark Adams, President of the Baldwin Park Police Association, expressed appreciation for the City's cooperation with working on contract issues; stated that employees are aware of the gradual changes in management and that the approach to team work and open communication is appreciated and is boosting morale; asked that Council and management continue to communicate because items discussed in Closed Session affect everyone. Mayor declared the Public Communications closed at 6:24 p.m. OPEN SESSION There being no items for discussion in Open Session, Mayor Lozano recessed the Open Session to Closed Session at 6:24 p.m. Page 1 of 2 RECESS TO CLOSED SESSION 1. CONFERENCE WITH LABOR NEGOTIATIONS Pursuant to Government Code Section 54957.6: Agency designated representatives: Shannon Yauchzee; Robert N. Tafoya Employee Organizations: General Unit of Maintenance Employees, SEIU Local 721; Police Officer Association; Professional and Technical Employees Association; Clerical Employees Association; Police Management Employees Association; Classified Confidential Employees Association; Classified Management Employees Association Unrepresented Employee(s): City Planner; Housing Authority Manager; Community Development Manager; Human Resource Manager; Police Chief; Finance Director; Public Works Director; Recreation and Community Services Director RECONVENE IN OPEN SESSION Mayor Lozano reconvened Open Session at 8:25 p.m. REPORT FROM CLOSED SESSION Mayor Lozano state that no action was taken and, therefore, had nothing to report. ADJOURNMENT There being no further business, motion was made by Lozano, seconded by Rubio to adjourn the meeting at 8:37 p.m. to an Adjourned Special Meeting to be held on November 5, 2014, at 5:30 p.m., at Baldwin Park City Hall, Conference Room #307, 14403 Pa Avenue rd Floor, Baldwin Park, CA 91706.
