Pacific Avenue, Baldwin Park, 91706 CALL TO ORDER The meeting was called to order at 5:37 p.m. by Mayor Lozano. ROLL CALL PRESENT: Councilmember Cruz Baca Mayor Manuel Lozano Councilmember Susan Rubio Mayor Pro Tem Ricardo Pacheco arrived at 5:49 p.m. ABSENT: Councilmember Monica Garcia PUBLIC COMMUNICATIONS Mayor Lozano opened Public Communications at 5:42 p.m. An unidentified local resident stated that he understands the need for development in the city but stressed the importance of receiving 'fair market value' for any land that is sold for new development and that property taxes are collected on any new development in the city. Mayor Lozano opened Public Communications at 5:45 p.m. STUDY SESSION /OPEN SESSION Presentation by Berkshire Group Consulting on transit system savings. David Horowitz, representing the Berkshire Group Consulting, narrated a PowerPoint presentation to provide an overview of the current transit routes identified as the Pumpkin line and the Teal line, as well as the current scheduling and fare structure for ridership. Mr. Horowitz presented suggested options for an alternative transit service schedule and increase in fares which would result in an increase in revenue but still provide efficient transit service and minimally affect ridership. In response to questions from Council, Mr. Horowitz, along with Dan Wall, Director of Public Works, provided a breakdown of how the changes would be implemented, what the timeline would be, and any issues that might impede moving forward with proposed changes. Council directed staff to prepare a report that would provide more details and a proposed implementation schedule for consideration. Page 1 of 3 Presentation by The Walbern Group– Potential mixed use residential project, including a civic plaza. Matt Waken, representing The Walbern Group, narrated a PowerPoint presentation which identified the primary location on interest, across from City Hall, for development and explained the various types of development possibilities that could be incorporated with a `civic center plaza' design. Mr. Waken identified how the proposed project would tie into the surrounding area, including access to retail stores, the community park and the Metrolink station. He explained the expected demographic mix and how the layout of the development would impact traffic flow and parking. Following the presentation, Mr. Waken responded to questions from Council regarding such matters as subterranean parking, construction cost to occupancy affordability ratios, and how the development cost thresholds affect the density of units and occupancy. Council briefly discussed other areas available for development and suggested that Walbern consider development designs for those other locations in addition to the proposed site. Mayor Lozano recessed Open Session to Closed Session at 6:21 p.m. RECESS TO CLOSED SESSION 1.
