BALDWIN PARK CITY COUNCIL REGULAR MEETING
DECEMBER 17, 2014, 7:00 P.M.

These minutes are transcribe in order of the agenda and do not necessarily reflect the order in
which items were heard of discussed.
CALL TO ORDER
The meeting was called to order by Mayor Lozano at 7:10 p.m.
INVOCATION
The invocation was provided by Pastor Jackson.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Lozano.
ROLL CALL

REPORT ON CLOSED SESSION
Mayor Lozano announced that Council had recessed the Closed Session and would be
reconvening immediately after the Council Regular Meeting.
ANNOUNCEMENTS
Mayor Lozano announced, as required by Government Code section 54954.3, that members of
the City Council are also members of the Board of Directors of the Housing Authority and
Finance Authority, which are concurrently convening with the City Council this evening and each
Council Member is paid an additional stipend of$30 for attending the Housing Authority meeting
and $50 for attending the Finance Authority meeting.
PROCLAMATIONS, COMMENDATIONS & PRESENTATIONS
None.
PUBLIC COMMUNICATIONS
Mayor Lozano opened Public Communications at 7:06 p.m. and noted that each speaker is
permitted a total of three (3) minutes to speak.
Al Luna, Baldwin Park resident, opined that the city is giving away opportunities to generate
revenue; stating that the community is getting nothing in return; says that something should be
given in return when a developer is allowed to build; asked that Council tell how much business
they have brought into the community that generates revenue.
Danny Cronza, New Beginnings Ministry, introduced himself and invited the city to partner with
the New Beginnings Ministry; noted that the Ministry opens its food bank every Friday and
invites those in need to come in.
John Rios, Baldwin Park resident, expressed concern regarding the notification to residents
regarding Parks and Recreation events as well as Planning Commission and Housing issues
that are not being properly disseminated to the residents; noted that the NOW Newsletter is not
an effective way of providing notification since it is not published frequently enough and are
often tossed aside; noted that many people of fixed income cannot afford to buy newspaper
subscription and that the City should be mailing notices to resident; opined that the City should
be working with the community to insure good communication and that the proposed projects
are in line with what the people want.
Greg Tuttle, Baldwin Park business owner, opined that there is a serious lack of communication
with the community; noted that there are CDBG funds available and that City Housing should be
working with local churches to identify those who are in need of assistance; echoed the opinion
of others with regard to noticing the community about proposed changes; voices strong
objection to the current lawsuit with Vineland Keystone and expression confusion as to why the
City would spend so much money on a lawsuit over blighted property; stated that the property
had previously been an assisted living facility and that those residents who purchased in the
neighborhood knew that a the time they purchased; opined that Council should not be promising
what can't be done.
Magda Torrellas, Planning Commissioner, expressed appreciation for the NOW Newsletter but
noted that the publication frequency is insufficient for use as notification source; suggested that
distribution electronically would seem to be more cost effective rather than seeing so many of
the printed newsletters thrown away; suggested canvassing the community to determine how
residents feel about the publication, what method should be used to disseminate it, how
frequently it should be published and who is reading it.
Jose Lopez, Baldwin Park resident, inquired about zoning and building requirements for building
a 'mother-in-law' unit at property located at 4856 Lante Street, where his parents have property.
Mayor Lozano informed him that that very matter would be coming up for discussions in January
2015 and asked Mr. Lopez to speak to staff to determine when the subject will be covered.
Seeing no others wishing to speak, Mayor Lozano closed Public Communications at 7:25 p.m.
CONSENT CALENDAR
1. WARRANTS AND DEMANDS
Staff recommends City Council ratify the attached Warrants and Demands Register.
A motion was made by Lozano, seconded by Pacheco, and carried (5—0) to
ratify the Warrants and Demands Register.

2. APPROVAL OF MEETING MINUTES
Receive and file:
Meeting Minutes of January 16, 2013, Regular Meeting of the City Council.
Meeting Minutes of November 19, 2014, for the Study Session and Special Meeting,
Regular Meeting, Housing Authority and Finance Authority meetings of the City Council.
A motion was made by Lozano, seconded by Pacheco, and carried (5 — 0) to
receive and file the Minutes.

3. TREASURER'S REPORT—OCTOBER 2014
Staff recommends that the City Council receive and file the Treasurer's Report for the
month of October 2014.
A motion was made by Lozano, seconded by Pacheco, and carried (5 — 0) to receive
and file the Treasurer's Report for the month of October 2014

4. AUTHORIZE THE PURCHASE OF A POLICE DEPARTMENT MOBILE COMMAND
VEHICLE WITH FEDERAL ASSET FORFEITURE FUNDS, STATE ASSET
FORFEITURE FUNDS AND TRAFFIC SAFETY PROGRAM FUNDS
Staff recommends that Council approve and authorize:
1. Waive the formal bidding process on one (1) vehicle, pursuant to Baldwin Park
Municipal Code §34.37, as existing cooperative purchasing contracts already
exist with other government agencies; and
2. Authorize the Police Department to purchase the new vehicle through existing
contracts; joining in the cooperative purchasing contracts; and
3. Direct the Director of Finance to take the necessary action to make the required
budget amendments in Funds 205 and 206, and Fund 271 - Project 17233, for a
total expenditure of $336,605.30 for the restricted purchase of a new Police
Department Mobile Command vehicle from Universal Specialty Vehicles, Inc.
(USV); and
4. Authorize the Chief of Police or his designee to complete all appropriate
documentation to complete the purchase.

A motion was made by Lozano, seconded by Pacheco, and carried (5—0) approve and
authorize staff recommendations to:

CITY COUNCIL OF THE CITY OF BALDWIN PARK AMENDING THE VACANT AND
ABANDONED PROPERTY REGISTRATION REQUIREMENTS AT SECTION 150.250
ET SEQ. OF THE BALDWIN PARK MUNICIPAL CODE."
Staff recommends that Council conduct a first reading, by title only, and waive further
reading to introduce Ordinance 1367, entitled "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF BALDWIN PARK AMENDING THE VACANT AND
ABANDONED PROPERTY REGISTRATION REQUIREMENTS AT SECTION 150.250
ET SEQ. OF THE BALDWIN PARK MUNICIPAL CODE."
A motion was made by Lozano, seconded by Pacheco, and carried (5 — 0) to
introduce Ordinance 1367, entitled "AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF BALDWIN PARK AMENDING THE VACANT AND
ABANDONED PROPERTY REGISTRATION REQUIREMENTS AT SECTION
150.250 ET SEQ. OF THE BALDWIN PARK MUNICIPAL CODE.".

CITY COUNCIL/ CITY CLERK/ CITY TREASURER/ STAFF REQUESTS &
COMMUNICATIONS
Request by Mayor Lozano for discussion and to direct staff on the following:
Review and evaluate the development standards relating to second dwelling units, including but
not limited to maximum allowable floor area and bring back information in a future study
session.
After brief discussion, Council directed staff to bring the item back for Council
consideration at the Study Session to be held on January 21, 2015.
ADJOURNMENT
There being no other business to discuss, and all other matters having been addressed, a
motion was made by Lozano, seconded by Pacheco, to adjourn the meeting at 7:30 p.m.
