BALDWIN PARK CITY COUNCIL STUDY SESSION
AND SPECIAL MEETING
DECEMBER 17, 2014, 5:30 P.M.

CALL TO ORDER
The meeting was called to order at 5:40 p.m. by Mayor Lozano.

PUBLIC COMMUNICATIONS
Mayor Lozano opened Public Communications at 5:41 p.m.
Ken Woods, Baldwin Park resident, stated that veterans do not have a problem paying property
taxes but that they feel developers are just in it for money and should be paying their share of
property taxes.
Greg Tuttle, Baldwin Park business owner, pointed out that there is a $300,000 grant that is
pending and that Council should await the outcome before making and decisions about
development; opined that the City seems to be willing to give property away and is not being
patient.
Al Luna, Baldwin Park resident, opined that developers are getting free land and not paying
taxes while the citizens get nothing; stated that with a drop in revenues, the lack of funds will
eventually effect everyone and benefits will start to suffer; said that more schools ande housing
are needed and that the City does not have land to throw away.
John Rios, Baldwin Park resident, stated that the City should be putting land use issues (such
as Vineland) up for a vote by the people and opined that the Council an City Attorney are not
involving the citizens as they should be; stated that the City is not provide sufficient notice about
the potential development and citizens need to know what is happening.
Seeing no others wishing to speak, Mayor Lozano closed Public Communications at 5:45 p.m.
OPEN SESSION/STUDY SESSION
1. MONTEBELLO HOUSING PROJECT PRESENTATION
Robert Monzon, President of Montebello Housing, began by showing a PowerPoint and
providing a narrative of the company's history, it's staff members, and some of its
previously accomplished projects; presented four (4) different urban residential
concepts, a portion of which would be designated as veterans housing; illustrated four

different mixed unit scenarios, explaining the caveats of each. Following the
presentation, members of Montebello Housing staff answered questions of Council.
Members of Council asked what the percentage of any of the Concepts (A through D)
was for veterans-affordable housing and whether the area residents had been
canvassed to determine what their vision/desire is for development in the area; Council
pointed out that there are already more than one veterans memorials in the city and that
some other ideas should be explored; Council also pointed out that there are property
tax issues that need to be considered before moving forward with a decision.
While Council was considerate of the desire to enter into an exclusive negotiation
agreement, there was also a feeling that additional consideration needed to be given to
the various concepts presented and, therefore, the item was continued to the January
21, 2014, Study Session and Special Meeting.
2. CONSIDERATION AND SEEKING DIRECTION OF COUNCIL ON POSSIBLE
AMENDMENT TO THE BILLBOARD CODE

3. CONSIDERATION OF PROCURING A POLICE DEPARTMENT MOBILE COMMAND
VEHICLE WITH FEDERAL ASSET FORFEITURE FUNDS
Chief Taylor gave a brief overview of the purpose of the presentation while Captain
Bartolotti narrated a PowerPoint presentation which presented photographs of the
Department's current emergency response mobile command center, defined where
funding would be appropriated from to purchase the new command vehicle, and to show
general specifications, features and a mock-up of the finished product upon completion.
Council inquired about some of the special features of the vehicle, and confirmed that
monies for the purchase would be appropriated from the asset forfeiture account and
from grant funds.
There being no other items for consideration in Open Session, Mayor Lozano recessed Open
Session to Closed Session at 6:35 p.m.

The Closed Session was recessed to Open Session at 6:55 p.m., by motion of Mayor Lozano,
seconded by Councilmember Baca.
CLOSED SESSION RECOVENED
Following the Regular City Council Meeting, the Closed Session meeting reconvened at 7:45
p.m. and all Council members were in attendance.
ADJOURNMENT
There being no further Closed Session business to address and with not reportable action
taken, Open Session meeting was reconvened and then adjourned .t 8:35 p.m.
