Council Chambers) The City Council of the City of Baldwin Park met in special session at the above place at 2:00 P.M. Present: Councilman Bishop, Cole,Holmes, Stephens and Littlejohn; City Clerk, City Attorney. Absent: City Treasurer. City Clerk announced that the purpose of the meeting was to discuss problems with respect to negotiations for the Old Central School Property. Roll Call Purpose of meeting- Discussion re Old Central School pro- perty. Mr. H.H. Jaqueth, Chief of Allocation Division, Depart- ment' of Finance of the State of California, and Mr. E.R. Longcor, Supervisor of Southern Area of Local Allocation Division of Department of Finance of State of California were present; also present were Mr. Ray Walker and Mr. Walter Schroeter, members of Committee established previ- ously by Council to negotiate for school and Mr. J. Be Blue, appraiser for the City. Mr. Jaqueth expned in detail the relationship between the State Allocation Division and the local. School District and the reasons why a very low bid would not be accepted for the Old Central School property; that the Educational Code and Government Code prohibited gift of State funds, and that the spread between low appraisal of $50,000.00 sub- mitted by City and two appraisals of $89,500.00 and $95,000.00 submitted by School District was too great; that.with a dif- ference of 5% or 10% it might be acceptable. After discussion between the members of the Council, the City Attorney and Messrs, Jaqueth and Longcor, it was: Moved by Councilman Stephens and seconded by Councilman Holmes, that the City Attorney be directed to prepare a three-way contract between the City of Baldwin Park, the Baldwin Park School District and the State Allocation Board, whereby the terms of the contract will provide that there will be a definite purchase and sale of the Old Central School by the School Board to the City of Baldwin Park; that the price will be determined, and all parties will be bound there- by, by the price which will be determined by an Arbitration Board composed of two real estate appraisers to be appointed by the City of Baldwin Park, two appraisers to be appointed by the Baldwin Park School District and a representative to be selected by the State Allocation Board, which representative appointed by the State Allocation Board shall be the Chairman; the purchase price as determined by the Committee of five shall be the purchase and sale price; the terms of the contract shall provide that upon the execution of the contract by all three parties, the City of Baldwin Park shall have the immediate right to enter upon the property and cause thereon all such remodeling and alterations as the City of Baldwin Park may determine to be advisable for the best interests of the City. The above motion was adopted by the following vote: AYES: Councilman Bishop, Cole, Holmes, Stephens and NOES: ABSENT: Littlejohn.
