A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN
PARK, CALIFORNIA, ADOPTING THE SEWER SYSTEM MANAGEMENT
PLAN UPDATE AS REQUIRED BY THE STATE WATER RESOURCES
CONTROL BOARD
WHEREAS, in May 2006, the State Water Recourses Control Board (SWRCB)
issued Order No. 2006-0003 adopting the Statewide General Waste Discharge
Requirements and the Monitoring and Reporting Program (GWDR) which requires that all
owners and operators of sanitary sewer collection systems over one mile in length develop
and implement a Sewer System Management Plan (SSMP) pursuant to the California
Water Code; and,
WHEREAS, pursuant to the statewide GWDR, public agencies must update
recertify, and have their governing body approve the SSMP every 5 years; and,
WHEREAS, the City of Baldwin Park developed and certified an SSMP in October
2007 that met both RWQCB and SWRCB guidelines, and Public Works staff have updated
the City's SSMP to meet requirements of the SWRCB, GWDR and revised Monitoring and
Reporting Requirements.
NOW THEREFORE, IT IS HEREBY RESOLVED AS FOLLOWS:
SECTION 1. That the above recitals are all true and correct.
SECTION 2. That the City of Baldwin Park wishes to adopt the attached SSMP
Update in compliance with SWRCB requirements (attachment A).
SECTION 3. That the City Clerk shall certify to the adoption of this resolution and
shall forward a copy to the Director of Public Works.
SECTION 4.
PASSED, APPROVED, AND ADOPTED this 4th day of March 2015.

the foregoing Resolution No. 2015-053 was duly adopted by the City Council of the City of
Baldwin Park at a regular meeting thereof held on March 4, 2015 and that the same was
adopted by the following vote to wit:

NOES: COUNCIL MEMBERS: None.
