Pacific Avenue, Baldwin Park, 91706 CALL TO ORDER The meeting was called to order at 5:35 p.m. by Mayor Lozano. ROLL CALL PRESENT: Councilmember Ricardo Pacheco Councilmember Monica Garcia (arrived at 5:40 p.m.) Councilmember Susan Rubio Mayor Pro Tern Cruz Baca Mayor Manuel Lozano PUBLIC COMMUNICATIONS Mayor Lozano opened Public Communications at 5:37 p.m. Greg Tuttle, Baldwin Park business owner, inquired as to whether United Pacific Waste (UPW) . is associated in any way with Athens Services, another trash hauling company in the county; inquired as to how many trucks UPW plans to store on the proposed site and how the company will insure that the site will be maintained (clean and without odor); commented on the proposal to revitalize the Hampton Inn site but noted that law enforcement will need to make its presence more visible to create a safer environment; noted that approval of a car dealership code amendment could create revenue opportunities. John Rios, Baldwin Park resident, extended a thanks to the Police Department for its vigilance and responsiveness; noted that the valley is getting rougher every day and police presence is a good thing; opined that the soccer league is in breach of its contract with the City, noting that the fields are being left a mess with litter and debris everywhere; also noted that the gate to the yard where the equipment is stored was left open. Seeing no others wishing to speak, Public Communications closed at 5:47 p.m. OPEN SESSION 1. UNITED PACIFIC WASTE - Presentation and request to allow a trucking terminal within the Industrial Commercial (IC) zoning District, by United Pacific Waste for a proposed facility at 5115 Azusa Canyon Rd. Michael Kandilian, Chief Executive Officer of United Pacific Waste & Recycling Services, narrated a PowerPoint presentation which provided a summary of the company's operations, the intended use of the proposed site, and showed aerial • photos of the site to exhibit the location and how the facilities would be configured. Following his presentation, he answered questions from Council. Page 1 of 3 • 2. PRESENTATION OF PROPOSED HAMPTON INN FACILITY AT 14622 GARVEY AVE. Dhar Patel, Vice President of Acquisitions and Development for CRU Real Estate Group, narrated a PowerPoint presentation, noting that a second inspection of the site has prompted the consideration of placing a Home2Suites (a subsidiary of Hilton Hotel) at the site rather than a Hampton Inn; commented that the biggest hurdle the company is facing at this point is the criminal element that is present at the adjacent property; expressed commitment to the project and that the company is hoping an increase in police presence in the area would help mitigate problems. Following his presentation, Mr. Patel, responded to questions from Council; stated that, while the company would propose concessions that would include approval of a Conditional Use Permit that would allow the property to feature less than the currently required 100 rooms, approval of a variance of the room-to-parking ratio for the site, and exemption from the Transit Occupancy Tax for a period of five years. 3. USED CAR DEALERSHIP CODE AMENDMENT - Consideration to allowing used car dealer within the Freeway Commercial (FC) Zoning District for a proposed facility at 14550 Garvey Ave. Amy Harbin, City Planner, provided a brief history of existing code as it pertains to car dealerships and the areas in the city where Conditional Use Permits have been • issued for that purpose; noted that an ordinance amendment could be developed to permit used auto sales within a specific commercially zoned area and that development standards and specifications could be incorporated into the ordinance; responded to questions from Council. Council directed staff to develop the code amendment as discussed and bring a draft back to Council for further consideration at a future Study Session.
