• BALDWIN PARK CITY COUNCIL STUDY SESSION
AND SPECIAL MEETING
APRIL 15, 2015, 5:30 P.M.

CALL TO ORDER
The meeting was called to order at 5:40 p.m. by Mayor Lozano.

PUBLIC COMMUNICATIONS
Mayor Lozano opened Public Communications at 5:40 p.m.
• Greg Tuttle, Baldwin Park business owner, inquired about the submission of Mayor Lozano's
Form 460; commented on the absence of Councilmember Pacheco; voiced his disapproval of
the continued discussion regarding the R-1 2nd Dwelling Unit Development Standards, alleging
that it was being done as a favor to one individual and that it would only cause problems in the
long run; expressed dissent to the continued use by the soccer league of City playing fields;
opined that the City is violating its own policies and is showing partiality to the soccer league.
John Rios, Baldwin Park resident, opined that Council seems to discuss the same issues over
and over without getting any results or taking any action; stated that the City needs to get
through labor negotiations so they can get on with other business.
Amazon Toreno, Baldwin Park resident, spoke in favor of revising the 2nd Dwelling Unit
Development Standards; stated that her property sits on a 24,000 square foot lot and that she
wishes to build a second unit on the property for her family; opined that 1,000 square foot house
is too small.
Seeing no others wishing to speak, Public Communications closed at 5:54 p.m.
OPEN SESSION
RESTORING PREVIOUS CITY EVENTS - Recreation and Community Services
Recreation and Community Services Director Manuel Carrillo narrated a PowerPoint
presentation and provided Council with the three City sponsored events that could be
brought back or continued, outlining the cost and funding source for each.

Council discussed each of the items presented and possible alterations to scheduling;
• inquired about timelines for making decisions (since the July 4th Celebration would need to
be acted upon soon); noted that the item is on this evening's Regular Agenda and that staff
would be provided direction at that time.
R-1 2nd DWELLING UNIT DEVELOPMENT STANDARDS - Community Development
City Planner Amy Harbin narrated a staff report and explained how certain decisions would
have an impact on the City meeting certain regulations that relate to State.
Discussion ensued pertaining to how an amendment to the Standards would be applicable
to properties city-wide and that it may create more issues than it would resolve; discussed
what current Code allows and possible options for revising the Code without jeopardizing
the City's State-approved Housing Element.
At the conclusion of discussion, Council directed Staff to draft the necessary revisions to the
development standards for Council's consideration and bring the matter back in 30 days.
