CALL TO ORDER The meeting was called to order by Mayor Lozano at 6:05 p.m. ROLL CALL: Council Member Cruz Baca Council Member Monica Garcia Council Member Susan Rubio Mayor Pro Tern Ricardo Pacheco Mayor Manuel Lozano PUBLIC COMMUNICATIONS Public Communications were opened at 6:06 p.m. Seeing no one wishing to speak, Public Communications were closed at 6:06 p.m. STUDY SESSION/OPEN SESSION 1. PRESENTATION ON OPEB (MEDICAL RETIREE TRUST FUND) BY BICKMORE Representatives from Bickmore narrated a PowerPoint presentation and reviewed the current and future financial obligations associated with OPEB and the implications of taking • various actions to ensure the City's ability to fund the long-term obligation; responded to questions from Council. 2. FISCAL YEAR 2014/2015 PROPOSED BUDGET 1) Departmental and Special Revenue Funds Reviews and Presentations a) Public Works i. Park Maintenance District H. Landscape and Lighting District Hi. Gas Tax iv. Measure A v. Measure C vi. Measure R vii. Capital Projects b) Community Development c) Housing Authority d) Administration e) Finance & Non-Departmental Craig Graves, Director of Finance, narrated a PowerPoint presentation and discussed the • historic, current and anticipated financial stream for the City; discussed how each of the special districts is affected by the economy and projected scenarios; responded to questions from Council. Other Budget Matters • Director Graves discussed other budgetary matters as they relate to project"wish list" items and options that may present opportunities to create additional revenue streams. 4. City Council Discussion and Direction Council discussion ensued as each member presented ideas as well as concerns; provided direction to staff to further develop primary budgetary goals followed by various contingency options.
