BALDWIN PARK CITY COUNCIL STUDY SESSION
AND SPECIAL MEETING
MAY 20, 2015, 5:30 P.M.

CALL TO ORDER
The meeting was called to order at 5:40 p.m. by Mayor Lozano.

PUBLIC COMMUNICATIONS
Mayor Lozano opened Public Communications at 5:40 p.m.
Greq Tuttle, Baldwin Park business owner, stated that the Baldwin Park Soccer League is in
breach of its contract with the City by its failure to adhere to the requirements of cleaning the
• port-a-potties prior to storage on City property; stated that vandals had entered the yard and
tipped over several of the units causing contaminated fluids to spill onto the ground and that City
staff had to be dispatched to clean up; voiced objection to the consideration of amending the
R-1 2"d Dwelling Unit Development Standards; also voiced objection to the use of Business
Improvement Tax funds to pay for the 4th of July Celebration Event, stating that most
businesses are closed on July 41h, therefore there is no benefit to businesses.
Art Luna, Baldwin Park resident, stated that the Soccer League is not paying for the use of the
fields and are leaving the area a mess, with the grass torn up and litter everywhere; opined that
the information provided on the Study Session—Special Meeting agendas are not informative
enough because they do not provide enough information to determine the nature of the item
being presented to Council.
Juan Rios, Baldwin Park resident, asserted objection to the use of Business Improvement Tax
funds for the 4th of July Celebration event, noting that he does not believe it to be proper use of
the funds; stated that it is unfair to the business owners and provides them no benefit.
Seeing no others wishing to speak, Public Communications closed at 5:51 p.m.
OPEN SESSION
1. ART PARK PRESENTATION — Public Works
Scott Brady, representing CDG, narrated a PowerPoint presentation and provided a video
animation of how the proposed park would look upon completion; noted that the park would
• create a community hub for City Hall and would provide an area at which special events

(outdoor weddings, etc.); emphasized that the area would feature drought tolerant
vegetation and provided options for materials to replace what would normally be planted
• with turf; following the presentation, Mr. Brady responded to questions from Council.
2. R-1 2nd DWELLING UNIT DEVELOPMENT STANDARDS - Community Development
City Planner Amy Harbin reviewed the handout summary provided to Council and, using an
aerial photo of a parcel located in Baldwin Park to provide scale, explained the relative
impact of revising the development standards to allow a 2nd dwelling unit size to be
increased by square footage and/or living space; noted that any significant changes may
affect State reporting; following Council direction, Planner Harbin will make inquiries with the
State to determine any constraints that may effect changes to the development standards
and will bring back this item to Council in 30 days.
There being no items for consideration in Open Session, Mayor Lozano recessed Open Session
to Closed Session at 6:35 p.m.
