BALDWIN PARK CITY COUNCIL REGULAR MEETING
• MAY 20, 2015, 7:00 P.M.

These minutes are presented in Agenda order. Various announcements or discussions may
have occurred before or after the title under which they are presented.
CALL TO ORDER
The meeting was called to order by Mayor Lozano at 7:15 p.m.
INVOCATION
The invocation was provided by Pastor Jackson.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Lozano.

REPORT ON CLOSED SESSION
Mayor Lozano stated that no reportable action was taken on items discussed during Closed
Session.
ANNOUNCEMENTS
Mayor Lozano announced, as required by Government Code section 54954.3, that members of
the City Council are also members of the Board of Directors of the Housing Authority and
Finance Authority, which are concurrently convening with the City Council this evening and each
Council Member is paid an additional stipend of$30 for attending the Housing Authority meeting
and $50 for attending the Finance Authority meeting.
Mayor Lozano requested that the meeting be closed in memory of Dominic J. Ippolito, father of
Baldwin Park High School Principal Anthony Ippolito, who passed recently; extended prayers
and condolences to the family.
Treasurer Contreras asked that the meeting be closed in memory of Senator Montroy.
Mayor Pro Tern Baca asked that the meeting be closed in memory of Mida Nunez, a long time
Baldwin Park resident, and in fondest memory of Barbara Ailine Blackshear Murad, a former
physical education teacher at Baldwin Park High School and role model to many young women
in Baldwin Park.
• City Clerk Alejandra Avila asked that the meeting also be closed in memory of Santos Beltran, a
Baldwin Park resident who has recently succumb to injuries sustained in an accident just a few
weeks ago; extended deepest condolences to his family.
Treasurer Maria Contreras announced her formal retirement from Macy's after 45 years of
service.
• PROCLAMATIONS, COMMENDATIONS & PRESENTATIONS
• Presentation of a Proclamation recognizing May 2015 as National Bicycle Month.
Mayor Lozano presented a Proclamation to Efren Moreno, Jr., and recognized May 2015
as National Bicycle Month.
• Presentation of Certificates of Recognition to the winners of the 2015 Baldwin Park Waste
Management Scholarship and Internship Programs; Liliana Villarreal from Sierra Vista High
School, $2500 Scholarship Recipient; and Lissette Gonzalez-Ramirez from Baldwin Park
High School, $2500 Internship Recipient.
Mayor Lozano presented Certificates of Recognition to Liliana Villarreal and Lissette
Gonzalez-Ramirez and commended both students of their tremendous accomplishments.
• Presentation of a Proclamation recognizing May 2015 as CalFresh Awareness Month in Los
Angeles County.
Mayor Lozano presented a Proclam ation recognizing Ma y
2015 as CalFresh Awareness
Month and encouraged the community to promote healthy eating not only for themselves
but to set an example for their children.
• Presentation of Certificates of Recognition to the Arbor Day — Environmental Day Art
Contest Winners.
• Mayor Lozano presented Certificates of Recognition to recognize the artistic talents of
those who were selected as winners of the Arbor Day-Environmental Day Art Contest,
congratulating each one and encouraging them to continue to pursue the arts.
• Presentation of Certificate of Recognition to Baldwin Park Unified School District Teacher of
the Year 2015 Margarita Berdeja.
Mayor Lozano presented a Certificate of Recognition Margarita Berdeja who was selected
as the 2015 Baldwin Park Unified School District Teach of the Year.
• Presentation of a Plaque to Christine Dennis, Assistant Superintendent with Baldwin Park
Unified School District, in Recognition of her 36 Years of service in Education.
Mayor Lozano presented a Plaque to honor Christine Dennis, Retiring Assistant
Superintendent of Baldwin Park Unified School District, for her 16 years of service with
Baldwin Park Unified School District and her 36 years overall in Education.
• Special presentation by Lynda Noriega, Valley County Water District — California's Water
Conservation Mandates.
Lynda Noriega, General Manager with Valley County Water District, narrated a
PowerPoint presentation to illustrate the state's current water resources, the water
conservation measures which were implemented over the past year and the resulting
reduction in water use; reviewed Governor's Executive Order B-29-15 and the restrictions
being imposed by this order, the progress of current water conservation standards and
what needs to be achieved in order to meet the mandatory water conservation standards;

provided suggested programs available to the community that will further assist in meeting
the mandatory restrictions.
• PUBLIC COMMUNICATIONS
Mayor Lozano opened Public Communications at 8:30 p.m. and noted that each speaker is
permitted a total of three (3) minutes to speak.
Al Contreras, Baldwin Park resident, commented admirably of the achievements of the
scholarship students; commented on the water restrictions being imposed and how important
community efforts really are; noted that vigilance is important because even a broken sprinkler
or water pipe can have a tremendous effect and may result in hefty fines.
Unidentified speaker, referring to a house fire on March 4th, stated that nothing has been done
to clean up the property, the house is blighted and needs to be fixed; opined that the owner is a
slumlord and that it was a result of an electrical fire; stated that it is a rental property and that
there are several violations of safety standards; requested that Code Enforcement inspect the
site.
Art Luna, Baldwin Park resident, stated that the proposed July 4th event should be cancelled
because the funds should be put to better use elsewhere; objected to the use of Business
Improvement Tax funds to pay for the 4th of July Celebration event, stating that there is no
benefit to businesses; opined that the community is voicing complaints but that those complaints
are not being heard or acted upon.
Thomas Kerri, San Bernardino resident, commented on the Water District's presentation
• regarding the drought; pointed out that desalination has not been ever been discussed and
question why that is; questioned how the mandates are going to be enforced.
Blanco Rubio, Baldwin Park resident, expressed appreciation to Council for recognizing the
Teacher of the Year and the Scholarship Students; invited Council to attend the upcoming
Award Ceremony to recognize outstanding students of Baldwin Park High School.
Juan Rios, Baldwin Park resident, commended Public Works staff and the Baldwin Park Police
Department on their prompt response when an issue is called in or assistance is needed;
commended the Police Department for its proactive approach to getting information out to the
community and cultivating collaboration with the residents.
Greg Tuttle, Baldwin Park business owner, voiced offense to a comment previously made by a
Councilmember which referred to "three stooges" and stated that the comment was
inappropriate; asserted that the Baldwin Park Soccer League is in breach of its contract with the
lack of maintenance of its port-a-potties being stored on City property; opined that the use of
Business Improvement Tax funds to pay for the July 4th event will destroy the City's relationship
with local businesses.
Margarita Vargas, Baldwin Park resident, thanked Council for acting on the request to have
traffic signals installed at Los Angeles and Ohio; noted that Graduation Ceremony for the Adult
School will be held tomorrow night and encouraged everyone to support their youth and attend
the events; suggested that the City consider charging an admission fee for the July 4th
Celebration event.
• Gene Hechness, Baldwin Park resident, expressed his support for the removal of turf grass from
the street medians.

Seeing no others wishing to speak, Public Communications closed at 8:52 p.m.
CONSENT CALENDAR
City Attorney announced that a Subsequent Needs Item can be added to an agenda by a
2/3 vote, in accordance with state statutes, and deemed the item presented to be a
Subsequent Needs item due to a submission deadline imposed on the Grant application
which is the subject of the item.

Staff recommends City Council ratify the attached Warrants and Demands Register.

Councilmember Pacheco absent) to ratify the Warrants and Demands Register.

2. TREASURER'S REPORT— MARCH 2015
Staff recommends that Council receive and file the Treasurer's Report for the month
of March 2015.
A motion was made by Lozano, seconded by Garcia, and carried (4—0;
Councilmember Pacheco absent) to receive and file the March 2015 Treasurer's
Report.

3. APPROVAL OF MEETING MINUTES
Receive and file Meeting Minutes of:
A. Meeting Minutes of the Special meeting of the City Council held on May 6,

2015.

4. APPROVE AN PROPOSAL FOR COLLECTION SERVICES
Staff recommends that Council approve the proposal provided by Credit Bureau
Associates to provide collection services for the purpose of collecting delinquent
payments owed to the City and authorize the City Attorney to prepare the appropriate
contract, incorporating the proposal, and authorize the Mayor to sign said contract.
A motion was made by Garcia, seconded by Rubio, and carried (4 — 0;
Councilmember Pacheco absent) to continue this item to allow staff to provide
additional information to Council as requested.

5. AUTHORIZE PURCHASE AND INSTALLATION OF FILTRATION SYSTEM FOR THE
BALDWIN PARK AQUATICS CENTER AT MORGAN PARK
Staff recommends that Council approve the award of contract to Service 1st
Commercial Pools for the purchase and installation of a replacement filtration system
for the Baldwin Park Aquatics Center at Morgan Park.
A motion was made by Lozano, seconded by Garcia, and carried (4—0;
Councilmember Pacheco absent)to approve the award of contract to Service 1st
Commercial Pools for the purchase and installation of a replacement filtration
system for the Baldwin Park Aquatics Center at Morgan Park.

6. REVIEW OF CURRENT APPLICATIONS AND CONSIDERATION OF APPOINTMENT,
REAPPOINTMENT, OR REMOVAL OF MEMBERS OF VARIOUS CITY
COMMISSIONS
• A motion was made by Lozano, seconded by Garcia, and carried (4 — 0;
Councilmember Pacheco absent) to continue this item to the June 3, 2015, Council
Meeting for consideration and selection.

Staff recommends that Council review the submitted Commission applications,
accept nominations, authorize staff to initiate the appropriate background checks
through the Department of Justice (DOJ) and, contingent upon satisfactory clearance
by the DOJ, appoint individuals to the respective City Commissions and adopt, the
following Resolutions:
1) Resolution No. 2015-070, entitled, °A Resolution of the City Council of the City of
Baldwin Park Appointing Individuals to the Planning Commission of the City of
Baldwin Park, to Office Numbers 1, 2, 3, 4 and 5;"
2) Resolution No. 2015-071, entitled, "A Resolution of the City Council of the City of
Baldwin Park Appointing Individuals to the Personnel Commission of the City of
Baldwin Park, to Office Numbers 1, 2, 3, 4 and 5;"
3) Resolution No. 2015-072, entitled, "A Resolution of the City Council of the City of
Baldwin Park Appointing Individuals to the Recreation & Community Services
Commission of the City of Baldwin Park, to Office Numbers 1, 2, 3, 4, 5, 6, 7 and
8;"
4) Authorize staff to re-advertise to solicit applications for the Housing Commission
• of the City of Baldwin Park, for Office Numbers 1 and 2, the term of which expires
on June 30, 2015, but for which no applications were received; and
5) At this time the City Council could also consider the removal and or replacement
of any commissioners consistent with and pursuant to BPMC Section 32.09.
7. SUBSEQUENT NEED ITEM ADDED TO THE AGENDA AT THE POSTED MEETING:
APPROVE AND ADOPT RESOLUTION NO. 2015-073, ENTITLED, "RESOLUTION OF
THE CITY OF BALDWIN PARK APPROVING THE APPLICATION FOR GRANT
FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE
DISTRICT FOR THE 2015 COUNTYWIDE COMPETITIVE GRANT PROGRAM FOR
WALNUT CREET NATURE PARK RESTORATION AND APPROVING THE
ADOPTION OF A YOUTH EMPLOYMENT PLAN."
Staff recommends that Council approve and adopt Resolution No. 2015-073, entitled,
"RESOLUTION OF THE CITY OF BALDWIN PARK APPROVING THE APPLICATION
FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND
OPEN SPACE DISTRICT FOR THE 2015 COUNTYWIDE COMPETITIVE GRANT
PROGRAM FOR WALNUT CREET NATURE PARK RESTORATION AND APPROVING
THE ADOPTION OF A YOUTH EMPLOYMENT PLAN."
