Council Chambers) The City Council of the City of Baldwin Park met in regular session at the above place at 7:30 P.M. Councilman Bishop led the salute to the flag. Flag Salute Invocation was given by Rev. Jerry Pederson, Ascension Invocation Lutheran Church. ROLL CALL: Present: Councilmen Bishop, Cole, Holmes, Roll Call Stephens and Littlejohn; City Attorney, City Clerk, City Treasurer. Moved by Councilman Stephens, seconded by Councilman Cole, Minutes of November 4, and unanimously carried, that the reading of the minutes 1957. of the regular meeting of November t, 1957, be waived and that the same be approved as presented. Approved Mrs. Dorothy Comments, 15221 Nubia Street, Baldwin Park, P.T.A. Request for appeared on behalf of the Pleasant View Parent Teachers Stop Sign at Nubia & Association, and requested the placing of a stop sign at Elton. the corner of Nubia and Elton. Stated matter was brought before Council before in the form of a petition containing City Adm. to find 60 names, but instead of a stop sign being placed on the petition and letter corner a cross-walk was marked. After some discussion in.. for Dec. 2nd, meeting. cluding the possibility that letter and petition might have been referred to Traffic and Safety Commission for their recommendations, it was: Moved by Mayor Littlejohn, seconded by Councilman Cole, and unanimously carried, that the City Administrator be instruct- ed to find the whereabouts of this Petition and letter and that it be presented before the Council so that they could take action, at the next regular meeting on December 2nd, 1957. Moved by Councilman Stephens, seconded by Mayor Littlejohn, and unanimously carried, that Mrs. Merle Randall be given time to speak. Mrs. Merle Randall, 3323 N. Puente Avenue, Baldwin Park, spoke regarding her problem of day care of children in her home Aft. The chief Administrative Officer presented the Quarterly Auditorls Report for the quarter ending September 30, 1957. Moved by Mayor Littlejohn, seconded by Councilman Cole, and unanimously carried, that the Auditor's Report be accepted Moved by Mayor Littlejohn, seconded by Councilman Stephens, and unanimously carried, that the 1911 Act pertaining to Salisbury Street be acted upon at this time. The City Attorney gave a resume of the matter to date; that there were several people living on the street who had voiced their objections to the improvement district; and stated the following written protests had been received: Mr. and Mrs. Harvey C. Syfert, dated 11-18-57 Ramon E. Hon William R. Wakefield, dated 11-18-57 Mr. and Mrs. George E. Lee Young The City Attorney recommended that the public hearing be continued until the next regular meeting of the City Council and that O'Helveny and I rers Attorneys, be informed of these protests, and that we await further decision as to how next to proceed. Eugene L. Alston and Marjorie S. Alston., dated 11-4-57 Norman J. and Irene H. McVicar, dated Nov. 18, 1957 Alfred and Amanda Descautels, dated Nov. 18,1957, re- questing names be stricken from Petition for new street. There followed much discussion on the matter. Mr. Alfred Descautels, 12866 E. Salisbury Street, asked to speak. He mentioned that when he appeared two weeks ago, he was not a protestant, but merely a spokesman; that the people actually wanted the street, but that the recent raise in taxes has made it prohibitive; that the people are now afraid; that he didn't mind going through with it, but that he didn't want to fight the other people if they didn't want it; that the people didn't know it was going to entail curbs and gutters; he wished to know if the City couldn't accept half of the street as a gift and simply go ahead and repair the same. The Mayor informed him that according to State law the City was not allowed to do anything regarding a private street. Mr. Cole asked the City Attorney at could be done in the future to prevent such a matter from happening again, such as the Salisbury Street matter. The City Attorney stated that it wyuld be his recommendation to the Council that in the future, if the Salisbury Street matter fails, to not accept any more Petitions under any kind of an improvement act district until such time as there has been deposited with the City a sufficient amount of money to pay the costs, plus the guarantee that if a new proceeding is started and fails, that they will pay those costs also. The City Administrative Officer stated that the Engineer had informed him that in the Salisbury case 72% of the property value was signed on the petition before the City even started action on it, which was far more than the 60% required to proceed with the 1911 Act proceedings. Moved by Councilman Holmes, seconded by Councilman Cole, and unanimously carried, that the public hearing be continued to next regular meeting on December 2nd, 1957, at which time we will have the necessary information. Councilman Stephens then requested that the request for 1911 Act proceedings on Puente Avenue be brought before the Council at`this time. Moved by Councilman Stephens, seconded by Councilman Holmes, and unanimously carried, that the City Engineer provide Mr. Ferguson,the City Attorney, with'the copy of the Petition and signatures in.the 1911 Act proceedings on Puente Avenue before proceedings are instituted, so that the City Attorney may inform the-Council whether the requests made by the citizens on that street are valid requests. The matter to be put on the Agenda when information is received. Report to be made by Engineer to Council on December 2nd, 1957 at regular meeting. The Chief Administrative Officer presented report of the Report of City Engi. City Engineer regarding the drainage matter at Puente- veer re drainage Orange Avenues, dated November 15, 1957, together with matter at Puente- photographs and maps. Orange Avenues. City Engineer also gave oral report on this matter. NOES: None ABSENT: None The Mayor stated he would like to bring up.the matter of Group Insurance group insurance, coming up the first part of December. Renewal frith The City Administrative Officer stated that no addition- Independence Life al documents or requests had been filed requesting con- Ins. Co. sideration in the matter to date. The Mayor stated that the independence Life Insurance Co- mpany had offered to renew the group insurance to the City at the same rates existing at the present time, without any further increase for the coming year. Moved by Councilman Stephens, and seconded by Councilman Cole, that the City renew the group insurance with the Independence Life Insurance Company, effective at the ex- piration date of the present policy.
