Council Chambers) The City Council of the City of Baldwin Park met in adjourned regular session at the above place at 7:30 P.M. The City Attorney led the salute to the flag. Flag Salute Roll Call: Present: Councilmen Bishop, Cole, Holmes, Roll Call Stephens and Littlejohn; City Clerk City Attorney Absent: City Treasurer Moved by Councilman Stephens, seconded by Councilman Bishop, Minutes of Dec. 16,1957 and unanimously carried, that the minutes of December 16,1957, Approved be approved as presented and further reading waived. Councilman Stephens asked to bring a matter before the Council Meeting with Ministerial before the other business. He stated that on December 19th Association. the members of the Council were invited to attend the meeting of the Ministerial Association of the City. It was moved by Councilman Stephens, seconded by Councilman Holmes, and unanimously carried, that the City Clerk be authorized to write a letter to the Ministerial Associa- tion of Baldwin Park, expressing appreciation for this invitation,and also expressing the hope that they may be invited to join them from time to time at other meetings. City Clerk to write Letter of thanks for invitation. The Mayor announced the opening of bids for the City Opening of Bids, Liability insurance for 1958, proper notification of time of City General Liability closing having been given. Insurance The City Clerk read the bid submitted by the National Auto- mobile and Casualty Insurance Company of Los Angeles, S.A. Jackman, agent, as follows: Bodily injury liability $200,000.00/$600,000.00; Bid of National Auto- Property damage $100,000.00, with same additional mobile Insurance Co. coverage as on present Interstate Indemnity Policy, for period of 1 year, January 3, 1958, to January 3, 1959, for a total premium of $8,245.46. The City Clerk then presented the bid submitted by Walter J. Schroeter on behalf of Great American Insurance Company, as follows: Bodily injury $50,000.00 each person; $50,000.00 each occurrence. Property damage liability, $50,000.00 each accident; $50,000.00 aggregate operations; $50,000.00 aggregate protective; $50,000.00 aggregate contractual. Excess coverage of $950,000.00 to be carried by Fireman's Fund Indemnity Company, making a total of $1,000,000.00 each accident for all coverages under the policy, exclud- ing auto physical damage. For this $1,000,000.00 a total liability insurance coverage estimated one year premium of,$6,674.19. Material damage coverage on City vehicles could be included for an additional premium of $580.89, as follows: $100.00 deductible collision coverage on all vehicles; comprehensive on Engineering Department vehicle; comprehensive on Police Department under-cover vehicle; actual cash value fire and theft on all other Police Depart- ment vehicles. The City Clerk presented the request and petition for a stop sign cross-walk at Sierra Madre, north side and south side of Clark Street, for the safety of school children. Moved by Councilman Stephens, seconded by Councilman Cole, and unanimously carried, that the matter be referred to the Traffic and Safety Commission for recommendations. The City Clerk presented letters from the Public Utilities Commission and the General Telephone Company, regarding the hearing on request for increase in rates. Councilman Stephens stated that he wished it shown in the record that he made his motion ill-advised, and that with- drawal of second to his motion was not forthcoming. The City Clerk presented a claim for damages against the Claim of Mrs. Julia S. City by Julia S. The City Clerk presented the list of Committee appointments made by the new League of California Cities President. No action required. The City Clerk presented a letter from the County Flood Control District, regarding construction of the Big Dalton Flood Control Channel during 1958, and requesting omission of certain detour bridges originally contemplated during construction. Mr. W.J. Manetta, 1995 Meadowbrook Road, Altadena, the Division Engineer of the County Flood Control District, stated, in part, that the Federal Government, at the last session of Congress, failed to authorize the projects which were planned by the Corps of Engineers for the Big Dalton Wash; that as a result construction would be delayed and the Corps of Engineers was requesting that the detour bridges be omitted and that the bridges be constructed al- ternately without detours, to expedite construction and to avoid a hazard of flood in the latter part of Fall. List of appointments by new President of League of Calif. Cities. No action necessary Request by County Flood Control District to omit detour bridges in con- struction of Big Dalton Control Channel. Tabled to meeting of Jan. 6, 1958. The City Administrative Officer mentioned that he, Mr. Manetta, and the City Engineer had met with Mr. Vance, the school transportation representative, and that the latter stated that they could operate under the proposal. The City Administrative Officer stated that a foot bridge was requested at Puente Avenue for the high school students, and Mr. Manetta stated there would be one at Puente Avenue and also one at Central Avenue. After some discussion, it was moved by Councilman Stephens and seconded by Councilman Bishop, that the City approve the recommendations of the County Flood Control District. There followed more discussion about the need for a detour on Holt Avenue. Mr. Manetta stated he would attempt to obtain approval of Corps of Engineers for this detour. Motion amended by Councilman Cole and seconded by Mayor Littlejohn, that we table this matter and reconsider same at the next regular meeting on January 6, 1958. Ni'. Walter J. Schroeter,14335 E. Ramona Blvd., Baldwin Park, came forward to explain the insurance offered under bid. Moved by Councilman Holmes and seconded by Councilman Stephens, that the City liability insurance be awarded to Great American Insurance Company as per bid of Walter J. Schroeter, Agent, dated December 16, 1957. This motion adopted by the following vote: AYES: Councilmen Bishop, Cole, Holmes, Stephens and Littlejohn. NOES None ABSENT: None The City Administrative Officer informed the Council that under the lease from the School District the City agreed to supply fire insurance in the amount of $75,000.00 on the Old Central School; that he had been informed that on the 18th of December the School had cancelled all insurance on the property; that he immediately placed insurance with the Steele Insurance Agency to cover the property until the Council could take such action as they desired. Moved by Mayor Littlejohn, seconded by Councilman Holmes, and unanimously carried, that the Council give thought and consideration to the Baldwin Park Insurance Association, consisting of three agencies, regarding this insurance, and that this group be requested to make a study of the Old Central School property and make a recommendation as to the amount of insurance that should be carried on the building, and that the Association make a recommendation by the meet- ing of February 3rd, same to include all equipment owned by the City. Mr. Evan Mills, 14317 E. Ramona Boulevard, Baldwin Park, a member of the Association gave a resume of what a fire insurance survey would entail. Fire Insurance on Old Central School property. Insurance Assn. of Baldwin Park to make recommendation on insurance on Old Central School property by Feb. 3rd. The City Administrative Officer announced that the Church Church of God requests of God had requested use of the auditorium, without fee, use of Auditorium for two services daily for a religious convention for 5 days, Feb. 25th, through February 25, 1958, through March 1, 1958. March 1, 1958. Moved by Councilman Stephens, seconded by Councilman Cole, and unanimously carried, that the Church of God be granted use of the building on the days specified, provided that they take care of the janitorial services of the building during the time they use it,and that they pay a minimum fee of $10.00 per day to the City to cover cost of electricity and heat. The City Administrative Officer stated that the Chief of Police had requested the purchase of 20 new police badges, of a new design, at a cost of $176.80. Granted Church to provide janitorial services and pay a minimum fee of $10.00 per day. Request of Chief of Police to purchase 20 new police badges. The City Administrative Officer also stated that due to the Granted public not hearing the sirens on emergency runs, the Chief of Police wished to replace the revolving red lights,now mounted in the sirens,with a grille and two red lights, at a cost of $171.08, and mounting plates for the sirens and lights, $82.94, total cost for badges, sirens, lights,etc., approximately $430.82. NOES: None ABSENT: None The Chief Administrative Officer stated that the Chief Purchase of 2 Motorola of Police also wished to purchase two Motorola radios Radios by Police Dept, complete, one to be used in the City Administrative car and the other to be used for routine police use, the cost Granted to be about $250.00 each, after utilizing matching Civil Defense Funds. NOES: None ABSENT: None The Mayor stated that the report of Mr. Teater on Nubia Street would be received for a matter of record. NOES None ABSENT: None The City Attorney stated that he had had a conference with Trust Account monies the City Administrative Officer this afternoon re fiscal to be deposited into matters and that the City Administrative Officer had general City Treasury spoken to Mrs. Pugh, City Treasurer, regarding the matter into a special fund. of the trust fund, and that Mrs. Pugh will transfer all monies in the Trust Account into a Special Fund account in the City Treasury and hereafter any and all monies coming into the possession of the City for any purpose cannot be expended until such time as there has been a resolution of the City Council approving the warrant. Councilman Cole requested that he be excused for the re- mainder of the meeting. The Mayor stated that efforts were being made to locate a suitable place, and that they should know definitely within a month. The Chief Administrative Officer presented a letter from City Attorney, stating it would be necessary to obtain formal bids in repairing Old Central School, and advertise for bids for sandblasting, painting and glazing the exterior of the Old Central School building. Moved by Councilman Stephens, seconded by Councilman Holmes, and unanimously carried, that Chief Administrative Officer be authorized to obtain such bids immediately, in order that the work might be expedited.
