SPECIAL SESSION OF THE BALDWIN PARK CITY COUNCIL A special meeting of the City Council of the City of Baldwin Park met at the above place at 10:00 A.M. for the purpose of discussing bridges on Baldwin Park Boulevard and Puente Avenue. ROLL CALL Present: Mayor Cole; Councilmen: Holmes, Littlejohn, ft4pbms; Chief Administrative Officer Asmus, City Clerk Balkus Absent: Councilman Bishop, City Treasurer Eva Elder Pugh All Councilmen present waived notice of special meeting. Councilman Holmes reported that the City is confronted with necessities not included in the contract concerning the removal of the Puente Street bridge, and that the Contractor on the job would charge approximately $750.00 to remove the bridge. Mr. Bock, Superintendent of the Contracting firm, informed Council- man Holmes that $750.00 was the best price he could possibly quote due to the fact that the bridge could not be bulldozed out. The type of the structure and the heavy steel requiring hand work is involved; otherwise, it would be a simple matter to demolish the bridge with a bulldozer. Councilman Holmes contacted the County Fire Department to inquire if they would like to destroy the structure as training for their rookie firemen. Their reply was.that they would be happy to have the opportunity to use it in their training program; however, due to the close proximity of Johnny's No-Bone Steak House and the Service Station they did not recommend burning this bridge as a means of destruction. Councilman Bishop arrived at 10:15 A.M. Chief Administrative Officer Asmus said that after looking the bridge over, he and the Engineer were of the opinion that the burning of the bridge would not be the answer because the piling embedded in the soil probably would not burn and if the wash was then filled and a roadway built, the piling would eventually decay and the road would develop holes. He and the City Engineer thought the sum of $750.00 for removal of the bridge, including filling and compaction, was a reasonable fee. The City Engineer estimated the paving cost to be $1,200.00, making the total amount to improve that roadway $1,950.00. The construction of a barricade was discussed and it was the consensus of opinion that a potential traffic hazard would exist at this location and would warrant this means of protection since it would be the City's responsibility. Since the removal of the bridge would benefit the property owners on the west and north Mr. Zachary who' owns the Steak House and Mr. Zimmerman it was Mayor Cole's suggestion that these property owners should be contacted regarding their willingness to help improve this location; a thorough study should be made by Chief Administrative Officer Asmus and that he should submit his report to the City Council as soon as possible. Councilman Holmes reported there was still a live" gas line across the bridge-and that arrangements for its removal would have to be made before anything further could be done.
