Councilman Bishop lead the salute to the flag. Roll Call: Present: COUNCILMAN BISHOP, LITTLEJOHN, WILSON AND MAYOR COLE Absent: COUNCILMAN HOLMES, PLANNING DIRECTOR TEATER AND CITY TREASURER PUGH Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS, CITY ATTORNEY GORLICK, CITY ENGINEER YOUNG AND CITY CLERK BALKUS COUNCILMAN BISHOP MOVED that Councilman Holmes' absence be noted and excused. COUNCILMAN LITTLEJOHN SECONDED. There were no objections and the motion carried unanimously and was so ordered by Mayor Cole. Chief Administrative Officer Asmus presented a letter from Mr. Stearns, Mr. Hayes, Mr. Rogers, Mr. Patterson and Mr. Burke, owners of property adjoining the future street of Joanbridge. Six parcels of property are Involved Mr. Stearns is owner of two parcels and Mr. Hayes, Mr. Rogers, Mr. Patterson and Mr. Burke each own one parcel. The letter requested permission to install water lines, curbs and gutters, and to black-top the street all necessary im- provements needed to meet the City's specifications. The owners of the property adjoining the proposed street stated they were prepared to pay all costs for installing the street which would amount to approximately $6,600.00. COUNCILMAN LITTLEJOHN MOVED that the City Attorney be instructed to draw a resolution granting the permission to provide the water lines through the property now owned by the City; that the participating property owners construct the curbs and gutters and imrpove the street to City specifications; and that the City retain the 2J ft. on each side of the City lot adjacent to non-participating property owners until such time as the non-participating property owners wished to have ingress and egress on either side. At that time they would have to purchase from the City, for a fair and reasonable value, the 24 ft. In order to have frontage on Joanbridge this would be purchased from the City and withheld by the City for a fair value price for the investment of the original property that was involved. COUNCILMAN BISHOP SECONDED. Considerable discussion followed. Mr. Hayes and Mr. Stearns, two of the participating property owners spoke concerning their proposal. As advised by City Attorney Gorlick, COUNCILMAN LITTLEJOHN AMENDED his MOTION to provide that the non-participating property owners will be required to pay for access to the street on the basis of the actual cost of the improvement but not to exceed the estimated cost of the Improvement thereof with the proceeds received from the non-participating property owners used first to reimburse the City for the cost of the property and the balance used to reimburse the partici- pating property owners. COUNCILMAN WILSON MOVED the matter be brought on the Agenda. COUNCILMAN BISHOP SECONDED. There were no objections and the motion carried unanimously and was so ordered-by Mayor Cole. City Clerk Balkus read a letter from City Engineer Young stating that the owners had deposited $2,550.00 In cash to cover the cost of street lighting, street signs and inspection fees. Trees would be purchased and planted by the subdivider. The tract wa's within the Baldwin Park Lighting District. Mr. Young recommended approval of Final Map No. 24769 and that the proper City Officials be authorized to sign, as the final map was in substantial accordance with the tentative maps sub- mitted and approved by the Planning Commission and the City Council. City Clerk Balkus Informed Council the following documents were attached to Mr..Young's.letter: Profile and construction detail, bond in the amount of $20,000.00, agreement attached to bond, final plat map of Tract No. 24769 and final title sheet of Tract No. 24769. Discussion followed concerning the City's policy concerning street lights. COUNCILMAN BISHOP MOVED that Final Map of Tract No. 24769 be APPROVED and the proper City Officials authorized to sign. COUNCILMAN WILSON SECONDED. The motion carried by-the follow- ing vote: AYES: COUNCILMAN BISHOP, WILSON, LITTLEJOHN AND MAYOR COLE NOES: NONE ABSENT: COUNCILMAN HOLMES 00- Chief Administrative Officer A"smus read a letter-from Mrs. Inez Brown, 14425 East Garvey, requesting permission to move a trailer on her property for a short time. Mrs. Brown stated the trailer would be used by her father who was 72 years of age and due to a recent accident, he needed her care, and by having the trailer on her property It would be easier for her to care for him. City Attorney Gorlick advised that the Council could not grant Mrs. Brown's request as it would be against the present City ordinance which prohibits trailers on private property for living purposes. 00- June 8, 1959 Page 2 Final Tract Map No. 24769 Earl & Athol) APPROVED. COUNCILMAN LITTLEJOHN MOVED that the Chief Administrative Officer be authorized to pay the unpaid portion of Area D" Civil Defense in the amount of $197.07 covering the last quarter. COUNCILMAN BISHOP SECONDED. There were no ob- jections and the motion carried by the following vote: AYES: COUNCILMAN LITTLEJOHN, BISHOP, WILSON AND MAYOR COLE NOES: NONE ABSENT: COUNCILMAN HOLMES Chief Administrative Officer Asmus requested formal action from the Council releasing the firm of Ferguson & Judge.from the Hopkins-Caillier Case with authorization to pay any fees due them as the City Attorney will process the new hearing on the application of the gravel pit. COUNCILMAN LITTLEJOHN MOVED that Ferguson & Judge be released from the Hopkins-Caiilier Case and the Chief Administrative Officer be authorized to pay any fees due them. COUNCILMAN WILSON SECONDED. There were-no objections and the motion carried by the following vote: AYES: COUNCILMAN LITTLEJOHN, WILSON, BISHOP AND MAYOR COLE NOES: NONE ABSENT: COUNCILMAN HOLMES City Clerk Balkus presented an ordinance for first reading which concerned zone change Z-34 Mary Pitzel). Davis requested Council's consideration regard- ing the removal of the barricade on Virginia Avenue which now permitted access to Mr. Syhre's property by the Pony League Group. Mr. Davis stated that Mr. Syhre had not oiled the road, therefore the dust was very bad in the neighborhood due to the increased amount of traffic of the Pony League Group as well as Mr. Syhre's trucks. Chief Administrative Officer Asmus stated he had talked with Mr. Syhre and the Pony League Group and they had promised to oil the road. It was the consensus of opinion the matter should be Investigated by the Chief Administrative Officer. 00- Copies of the tentative 1959-60 Annual Budget were submitted to Council by Chief Administrative Officer Asmus. Included with the Budget was a copy of a letter from the Baldwin Park Chamber of Commerce requesting'$9,875.00 for use in advertis- ing and promotion. The Chamber of Commerce presented a de- tailed breakdown of how they expected to use the'money. In- cluded, also, was a proposed ordinance to establish a publicity and advertising fund which Mr. Asmus stated he planned to check with the City Attorney. Discussion followed, and it was the consensus of opinion that study sessions on the Budget would be held at 8:00 P.M. on June 17th, and at 7:30 P.M. on June 18th and 19th, and that the June 15th regular meeting be adjourned to June 29th for the hearing on the Budget. 00- With reference to the Clean-Up Campaign sponsored by the Baldwin Park Chamber of Commerce and Members of the Fly Committee, Chief Administrative Officer Asmus reported that 10,000 copies had been printed and distributed of special regulations. The loca- tion for the dump site areas have been selected and the public will be permitted to dump combustible rubbish on the Hopkins- Caiilier property next to the Littlejohn Dairy. The County Fire Department will burn periodically and the non-combustibles may be taken to the lot behind the City Hall for disposal at a later date. Mayor Cole reported that Boy Scouts will help in the door-to- door clean-up campaign and Mrs. Johnson, Chairman of the Fly Committee, asked if each Boy Scout Troop could be presented with a written commendation for their efforts. Mayor Cole stated that he had assured Mrs. Johnson he was confident Council would approve. 00- Mr. Phil Reach of the Baldwin Park Banner News, inquired about the possibility of promoting a Beautification Project to follow the Clean-Up Campaign. He stated that some Baldwin-Park Nurseries had volunteered to donate trees for planting along the Pacific Electric right-of-way; the 4-H Club had offered their services to plant the trees and the Baldwin Park Junior Chamber of Commerce was willing to provide and pay for the water; how- ever, the outstanding problem was maintenance of the beauty spots. It was suggested that the Junior Chamber of Commerce make a formal written request to the City Council so that action could be taken. At 9:55 P.M. COUNCILMAN WILSON MOVED that the meeting adjourn.
