The City Council of the City of Baldwin Park met in regular
session at the above place at 7:30 P.M.
Councilman Holmes lead the salute to the flag.
Reverend James G. Leovy, Jr., St. Mathews Episcopal Church was
to have given the invocation, however, he was unable to attend
the meeting.

COUNCILMAN HOLMES MOVED that Councilman Bishop's absence be
noted and excused. COUNCILMAN LITTLEJOHN SECONDED. There
were no objections and the motion was so ordered by Mayor
Cole.

COUNCILMAN HOLMES MOVED that the Minutes of the Regular Meet-
ing of June 1, 1959 and Adjourned Meeting of June 8, 1959 be
APPROVED as presented and further reading waived. COUNCILMAN
WILSON SECONDED. As there were no objections the motion
carried and was so ordered by Mayor Cole.
Deputy Clerk Leonard read a letter from Mr. Edwin 0. Egnew
requesting annexation to the City of a parcel of ground now
located In the County of Los Angeles. Maps of the area were
presented to Council prior to the meeting).
Planning Director Teater explained that Mr. Egnew purchased
the property from the State it was excess property after
the overpass from the frontage road was completed. Mr. Egnew
wished to have the property annexed to the City In order to
use the total piece of property.
Discussion followed.
COUNCILMAN LITTLEJOHN MOVED that the proposed annexation be re-
ferred.to,the Planning Commission for further study and report.
COUNCILMAN WILSON SECONDED. There were no objections and-the
motion was-so ordered by Mayor Cole.

Deputy Clerk Leonard presented a letter and copy ofa resolu-
tion from the City of Alhambra recommending Council's adoption
of a similar resolution concerning the proposed Los Angeles
County tax increase.

Regular Meeting of the Baldwin Park City Council
COUNCILMAN HOLMES stated the resolutions sent recently by
Baldwin Park and other cities to the County Board-of Super-
visors had apparently produced some results as, judging from
newspaper reports, there was an effort being made to eliminate
the proposed sixteen and one-half cent tax increase. The
resolution forwarded by Alhambra was different as it proposed
a breakdown of the proportionate share of the County tax rate
which is being spent in cities from various funds in relation
to unincorporated areas; therefore, he MOVED that City Attorney
Gorlick be instructed to prepare alresolution similar to the
one adopted by Alhambra and submit it to Council for adoption
later in the meeting. COUNCILMAN LITTLEJOHN SECONDED. There
were no objections and the motion carried by the following
vote:

As requested by Council at the meeting of June 1, 1959, City
Attorney Gorlick submitted his opinion regarding the Baldwin
Park Farm Bureau's request to be empowered to enforce fly
sanitation measures among the poultry industry In the City.
Mr. Garlick'* letter stated the Council could not subject
citizens and their interests to any but lawful public
agencies it might be-possible to make the Farm Bureau
an agency of the City for the purpose requested, however,
this appeared to be unnecessary as the Farm Bureau did not
seek police powers they merely wished to be recognized by
the Council as a sort of unofficial liaison representative
to promote voluntary compliance with the sanitation laws
among members of the poultry industey'within the City and to
be kept informed concerning complaints against poultry in-
dustry members. Mr. Gorlick stated the Chief Administrative
Officer could inform the Council whether-this would be feasible.
Chief Administrative Officer Asmus Informed Council he had con-
tacted the County Health Department and was told that any com-
plaints filed with them were not made a public record, conse-
quently, they would be reluctant to refer the information to
such an organization. About one-tenth of'the complaints of
this nature are received by the City, however, it remained
to be decided whether the complaints received by the City
were public records.
Discussion followed and it.was the consensus of opinion that
Council meet with the Farm Bureau Committee as a whole on
Thursday, July 2, 1959 at 7:30 P.M. to discuss the matter,
and that the County Health Department be invited to attend.

WHEREAS, Joanbridge Street is a public street in
the City of Baldwin Park presently terminating one foot
from the westerly property line of said lot at 14506
Arrow Highway; and
WHEREAS, the Planning Commission and City Council
believe that the extension of Joanbridge Street across
said lots to Bleeker Street is in the public interest;
and
WHEREAS, entry to Bleeker Street will require
access across a lot on Sleeker Street, owned by the
City; and
WHEREAS, said owners would like to extend Joan-
bridge Street across the rear portion of their lots
Into Sleeker Street and have made the following offer
to the City:
That they will dedicate the necessary sixty 60)
foot right of way across their lots and will, at their
own expense and in accordance with City specifications,
grade and install curbs, gutters and pavement all the
way to Sleeker Street If the City will: I) release
for street purposes a similar right of away across its
lot and except therefrom a strip 2.5 feet wide and 307
feet long on the northerly edge of said lot and a strip
2.5 feet wide and 307 feet long on the southerly edge
of said lot; 2) agree not to permit the properties to
the north and south of said City-owned lot to have
access across said 2.5 foot strip to Joanbridge Street
without first paying to the City the sum of $6,600.00
pro-rated equally between the property on the north
and the property on the south, said payments not to
exceed one-half the actual. oost of improving the street
across the City-owned lot; 3) agree to turn over such
proceeds to said owners after first deducting there-
from the sum of $2,500.00 to be retained by the City;
and 4) consent to the installation of a water pipe
line in said extension of Joanbridge Street,
NOW, THEREFORE, the City Council of the City of
Baldwin Park does resolve as follows:
Section I. That said offer be, and the same here-
by is, approved, and the Mayor is authorized to sign
and the City Clerk to attest an agreement in regard
thereto for and on behalf of the City.
Section 2. That the City Council does hereby
consent to the installation of a water pipe line in
said extension of Joanbridge Street, subject to such
terms, conditions and restrictions as the City Council
may impose.

Mrs. Lucille Barnes, 5111 Sleeker Street, asked-for clarifi-
cation of the proposed improvement.
Mrs. Edna Mumpower, 5115 North Bleeker, requested clarification
with reference to the $6,600.00 cost of the improvement, and
stated she was not in favor of the proposed development.

Mayor Cole announced=that it was 8:00: o'clock P.M.' and the
time and place fixed by this City Council for hearing ob-
jections or protests on the proposed work,-or the extent of
the assessment district, or on the proposed grades under the
Resolution of Intention, Resolution No. 59-45, covering the
construction of certain sewer work on Chevalier Avenue and
other streets in the City of Baldwin Park.
Deputy Clerk Leonard presented and referred affidavits of
publication, mailing and posting to City Attorney Gorlick
who, after examination, stated they were in order.
COUNCILMAN WILSON MOVED that the affidavits of publication,
mailing and posting be filed. COUNCILMAN HOLMES SECONDED.
There were no objections and the motLon was so ordered by
Mayor Cole.
Deputy Clerk Leonard read a letter-from City Engineer Young
stating the written protests filed In the office of the City
Clerk represented 00.0% in the area to be assessed for the
proposed Improvement.
Mayor Cole announced the Council would now hear any oral pro-
tests or objections concerning the work, extent of assessment
district or grades.
No one protested the assessment.
Mr. Calvin Boyd, 1204 Covina Boulevard, West Covina, stated
he was Interested in tying to the sewer line and asked if it
would come to Badillo Avenue as he had apartments at the
location Lot 39).

City Engineer Young explained that Mr. Boyd•s property faced
Badillo Avenue and his lots were outside the district
the district divided right at the back of the property..
Mr. C. J. McKenzie, 4042 Virginia asked about his property
and stated he was interested In being included in the
sewer district.
City Engineer Young stated that, in his opinion, all land
within the assessment district would benefit by the improve-
ment.
Deputy Clerk Leonard presented a Resolution Making Findings
and Overruling Objections.

Regular Meeting of the Baldwin Park City Council
Deputy Clerk Leonard presented Ordinance No. 114 for second
reading. City Attorney Gorlick stated he had prepared a motion
adopting the ordinance as an emergency measure.
COUNCILMAN HOLMES MOVED that ORDINANCE NO. 114, which was read
for the first time at the regular City Council meeting on June
I, 1959, be amended by changing Section 5 to read as follows:
Section 5. That this ordinance Is declared
to be an emergency ordinance for the immed-
iate preservation of the public peace, health,
and safety. The facts constituting the ur-
gency are as follows: The City is taking over
the inspection and enforcement of its building
and plumbing regulations on July I, 1959.
This ordinance provides for the transfer of
these functions from the County to the City.
The only way this ordinance can become effective
in sufficient time for the transfer is by an
emergency ordinance.
and adding a Section 6 thereto, to,reed as follows:
Section 6. The City Clerk shall certify to
the adoption of this ordinance and shall
cause the same to be published or posted as
required by law. This ordinance shall take
effect immediately upon its adoption.

MUNICIPAL CODE TO IMPLEMENT THE TRANSFER
OF BUILDING AND PLUMBING INSPECTION FUNC-
TIONS FROM THE COUNTY TO THE CITY.
The City Council of the City of Baldwin Park does
ordain as follows:
Section 1. That Sections 8101.5, 8102, 8107, and
8112.3 of the Baldwin Park Municipal Code are amended to
read as follows:
8101.5. Amending Section 201. Section 201 of
said Uniform Building Code is hereby amended to read:
Section 201. There is hereby established
in the City of Baldwin Park a Building
Department under the direction of a Super-
intendent of such department appointed by
the Chief Administrative Officer with the
approval of the City Council."

8102. Definitions, Whenever any of the follow-
ing names or terms are used-in,said Uniform Building
Code or in this Municipal Code, each such name or term
shall be deemed and construed to have the meaning
ascribed to it in this section, as follows:,
Building Official" shall mean. the
official in charge of the City's
Building Department.
Building Department or Division"
shall mean the Building Department
of the City of Baldwin Park.,
Fire Department" stiail mean the
Fire Prevention'Sureau of Los
Angeles County.
8107. Section 204 Of'said Uniform Building Code
is amended to read:
Section 204. Board of Agoe~, a_i s. I n
order to determine the suitability of
alternate materials and types of con-
struction and to provide for reasonable
interpretattoi4s of the provisions of
this Code, there shall be and is hereby
created a Board of Appeals, consisting
of five members who are qualified by ex-
perience and training to pass upon
matters pertaining to building construction.
The Building Official shall be an ex-
officio member and shall act as Secretary
to the Board. The Board of Appeals shall
be appointed by the City Council and
shall hold office at Its pleasure. The
Board shall adopt reasonable rules and
regulations for conducting its investi-
gations and shall render all decisions
and findings In writing to the Building
Official with a duplicate copy to the
appellant and may recommend to the City
Council such new legislation as is con-'
sistent therewith.
8112.3 Section 405 of said Uniform Building Code
Is amended by adding the following definition thereto:
DIVISION where consistent with the con-
text means the Building Department of
the City of Baldwin Park.
Section 2. That Section 820t of'said Municipal Code
is amended by amending Section 4, subsection b) of Section
57, and subsection b) of Section 72 of the Uniform Plumbing
Code shown therein, to read as follows:
SEC. 4. USE OF TERMS.
Whenever the term Chief Plumb xg Inspector",
Plumbing Inspector" or Administrative Author-
ity" Is used inthis Code, such tee shall be
construed to mean the Superintet of the
Building Department of the City of Baldwin
Park or his authorized representative.

SEC. 57. ISSUANCE OF PERMITS.
b) A permit may be Issued to the owner of the
legal or equitable title to any property on
which he resides or intends to reside and which
is used primarily for single or two-family
residence purposes, together with accessory
buildings which are occupied or designed to be
occupied by said owner, to install, alter or
repair any plumbing on, in or in connection
with said property, provided the said in-
stallation, alteration or repair Is done by
himself, a member of his Immediate family,
or by the possessor of a valid City of
Baldwin Park Certificate of Registration
covering the acts performed..
SEC. 72. DEFINITIONS.
b) CERTIFICATE OF REGISTRATION. A certifi-
cate issued by the Chief Plumbing Inspector
to qualified persons not otherwise regulated
by the Business and Professions Code of the
State of California states that the holder
thereof is entitled to act and serve in the
City of Baldwin Park as a Plumbing, Gas
Fitting, or Sewerage Contractor, or as a
Journeyman Plumber or Gas Fitter, as the
case may be.
Section 3. That the opening paragraph of Section
8904 of said Municipal Code is amended to read as follows:
Before using a trailer coach as pro-
vided in Section 8902 e), a person
shall first obtain a permit to do so
from the Superintendent of the City's
Building Department. To obtain such
permit, an application in writing
shall be filed with said Superintendent,
which shall:
Section 4. That Sections 8962 and 8963 of said
Municipal Code are amended by changing the references there-
in to County Building and Safety Division" to read City's
Building Department".
Section 5. That this ordinance is declared to
be an emergency ordinance for the immediate preservation
of the public peace, health, and safety. The facts consti-
tuting the urgency are as follows: The City is taking over
the inspection and enforcement of Its building and plumbing
regulations on July I, 1959. This ordinance provides for
the transfer of these functions from the County to the City.
The only way this ordinance can become effective in suffi-
cient time for the transfer is by an emergency ordinance.
Section 6. The City Clerk shall certify to the
adoption of this ordinance and shall cause the same to be
published or*posted as required by law. This ordinance
shall take effect immediately upon its adoption.

Mayor Cole announced It had been brought to the attention
of City Officials that a representative of a sewer contracting
firm had been contacting citizens and informing them they were
compelled to hook up with the sewers., Mr. Cole stated this
was a false statement it was not a requirement to hook up
to the sewers and the City did not authori=ze any sewer con-
tractor to solicit.
Deputy Clerk Leonard presented an ordinance for second read-
ing.
COUNCILMAN WILSON MOVED the ordinance be read by title only.
The motion died for lack of a second, therefore Mayor Cole
ordered it read in its entirety.

Section I. That the second paragraph of sub-
section a), Section 2904, of the Baldwin Park Muni-
cipal Code is amended to read as follows:

good of the City, suspend or remove
all other officers and employees of
the City, except the City Clerk, City
Treasurer, City Attorney, and officers
or employees whose appointment Is
otherwise provided by law. He may
delegate to any department head or

Regular Meeting of the Baldwin Park City Council
A RESOLUTION OF 1BE CITY COUNGI L OF THE

POLICY FOR PAVE) NT HOOK-UPS.
WHEREAS, the City of Baldwin Park is generally in
need of curbs, gutters, sidewalks and pavement hook-up
throughout the City; and
WHEREAS, the City does not have sufficient funds to
undertake this project in its entirety at City expense;
and
WHEREAS, the City Council desires to establish a
policy as a guide for municipal expenditure and a stimu-
lus for private participation in such program,
NONp THEREFORE, the City Council of the City of
Baldwin Park does resolve as follows:
Section 1. The City will install pavement hook-up
at municipal expense, as funds become available, in front
of properties zoned. for'residential use where the property
owner has already installed curbs, gutters and sidewalks.
However, pavement hook-up will not be undertaken at muni-
cipal expense unless the property is used solely for
single family or multiple family dwelling purposes. This
is Intended to exclude rest homes, boarding homes and
other or similar uses that may be in a residential zone.
Section 2. All other pavement hook-up will be in-
stalled at the expense of the property owner.
Section 3. It is believed that this policy will
result in the greatest benefit to the City as a whole
since streets in residential areas are likely to ex-
perience greater use and the incentive to residential
property owners to have the street paved at municipal
expense will stimulate such owners to install curbs,
gutters and sidewalks much sooner than would otherwise
be the case.
Section 4. The City Council may, on petition from
a property owner for good'cause, waive the Installation
of sidewalks or defer the installation thereof as a con-
dition precedent to installation of pavement hook-up by
the City. Financial hardship will not be sufficient
cause for such waiver or deferral.
Section 5. The policy herein declared shall not
apply to subdivisions, nor 1$ it intended that any
property owner who Installas curbs, gutters and side-
walks pursuant hereto shall have any recourse against
the City at law.

Mayor Cole stated the City of Rosemead was again trying to
Incorporate and that two of the gentlemen who were running
for Council were present in the audience. He welcomed them
in behalf of the City and asked them to introduce themselves.
Mr. Henry Stead, 9031 Glendon Way, Rosemead, introduced him-
self and his fellow guest, Mr. Paul Lieberg, and stated that
they were getting a practical. lesson and demonstration of
local government and thought the meeting was interesting and
very Informative.

Termination of General Street Maintenance Agreement No. 738-0,
as modified, and execution of special agreements covering
signal maintenance and street striping, marking and painting
were explained by Chief Administrative Officer Asmus
COUNCILMAN HOLMES MOVED that the present Street Maintenance
Agreement No. 738-0, as modified, be cancelled, effective
July I, 1959. COUNCILMAN WILSON SECONDED. There were no
objections and the motion was so ordered by Mayor Cole.
COUNCILMAN HOLMES MOVED that, after review by the City
Attorney, the appropriate City officials be authorized to
execute the Agreement known as Street Striping,
Marking and Painting Agreement". COUNCILMAN WILSON SECONDED.
There were no objections and the motion carried by the follow-

parently an error was made when the new agreements were
drafted as the new amendment was not inserted. Mr. Asmus
requested Cou ncil's authorization to contact the County and
request that the Agreements be amended to include the pro-
vision that the County will be liable.

MENT OF WILLIAM B. WOOD AS SUPERINTENDENT
OF THE BUILDING DEPARTMENT AND FIXING HIS
SALARY.
WHEREAS, Ordinance No. 114, passed and adopted by
the City Council on June 15, 1959, establishes a Building
Department for the City of Baldwin Park and provides for
such Department to be headed by a Superintendent, and
WHEREAS, the Chief Administrative Officer has ap-
pointed William B. Wood to act as Superintendent of said
department,
NOW, THEREFORE, the City Council of the City of
Baldwin Park does resolve as follows:
Section I. That William B. Woods appointment
as Superintendent of the Building Department is
hereby approved, effective July I, 1959.
Section 2. That the salary for the position of
Superintendent of the Building Department shall
be $685.00 per month.

Chief Administrative Officer Asmus presented a request from
the Latter Day Saints Church for a crosswalk across Morgan
Street parallel to Robin on the west side of the inter-
section. Mr. Asmus stated that, although a traffic and
vehicular study of this intersection by both the Engineering
and Police Departments failed to show sufficient traffic to
technically warrant a painted crosswalk at this location,
there was considerable pedestrian traffic across Morgan
Street to the church. Therefore, he recommended the request
be granted as the minor expense involved in giving the added
margin of safety appeared justified.
COUNCILMAN WILSON MOVED That the request for a crosswalk be
granted. COUNCILMAN HOLMES SECONDED. There were no objections
and the motion was so ordered by Mayor Cole.
Chief Administrative Officer Asmus reported that Mr. Vance of
the Design Section of the Los Angeles County Flood Control
District, had informed him that design on the Walnut Creek
Flood Control Project in Baldwin Park will start in July, 1959.
Mr. Vance requested that he be advised whether the City de-
sired to design the Big Dalton Bridge or if the Flood Control
District should arrange to have the Los Angeles County Road
Department Design Section do the work. They also wanted to
know whether the City desired additional street width, side-
walks on one or both sides or any other extras such as lights,
etc.
Discussion followed.
COUNCILMAN HOLMES MOVED that the Big Dalton Bridge have a
four 4) foot sidewalk on one side and a drain from the
street into the wash from the Baldwin Park side, otherwise,
the street remain as recommended by City Engineer Young.

San Bernardino Road and on Halinor) Chief Administrative Officer
Asmus submitted a reciprocity agreement recommended by City
Engineer Young between the City of West Covina and the City of
Baldwin Park whereby either City could request sewer hook-up
service. The city asking for the hook-up service would bear
the construction costs of the sewer through the other city's
section. As proper;ties were hooked up in said city's section,
the money would be collected and returned to the city that had
paid the cost of installation.

Considerable discussion followed concerning the terms of the
agreement, capacity, maintenance and costs.
COUNCILMAN HOLMES MOVED that the agreement be referred to the
City A torney for complete analysis, study and recommendation;
and th1t the Chief Administrative Officer accumulate all the
pertinent information regarding sewers In relation to hook-ups
and maintenance, and the reports submitted to Council at the
next regular meeting. COUNCILMAN LITTLEJOHN SECONDED. There
were no objections and the motion was so ordered by Mayor Cole.
At 10:15 COUNCILMAN WILSON MOVED that a five-minute recess be
declared. COUNCILMAN HOLMES SECONDED. There were no objections
and the motion was so ordered by Mayor Cole. The meetint`recon-

City Treasurer Pugh read her report as of May 31,'1959.-

Planning Director Tenter presented Lot Split Case No. 198, a
request by Mr, Gene Mathewson for a lot split at the first
lot south of 3236 North Baldwin Park Boulevard. Mr. Tenter
explained the findings of the Planning Commission and that
they recommended approval of the lot split subject to the
conditions outlined in Planning Commission Resolution No. 426.
COUNCILMAN WILSON MOVED that the findings of the City Council
concur with the findings and recommendations of the Planning
Commission and that the lot split be granted subject to the
conditions outlined in P.C. Resolution No. 426. COUNCILMAN
HOLMES SECONDED. There were no objections and the motion
carried by the following vote:

Regular Meeting of the Baldwin Park City Council
In reply to Councilman Littlejohn's inquiry concerning the
outcome of the renegotiation for the purchase of Old Central
School Building, Chief Administrative Officer Asmus stated
that letters had been received from Assemblyman Cameron and
Assemblyman Geddes with the information that the matter had
been referred to the Allocations`Board and there was nothing
further they could do at the present time. Mr. Asmus said
he had not written to the Allocations Board as he did not
think it wise to press the matter.
Discussion followed and it was the consensus of opinion that
the Chief Administrative Officer should write to the Alloca-
tions Board and ask if there was any further information
needed. This action would call the matter to their attention
without being obtrusive.

COUNCILMAN HOLMES MOVED that the public hearings on Zone Change
No. Z-61 Frank Bryce, P.C. Res. #423) and on the Amendment to
the Municipal Code, Side and Rear Setbacks, Detached Garages
P.C. Res. #425) be set for hearing by the Council, on July 20,

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF BALDWIN PARK AMENDING SECTIONS
4101 AND 4139 OF THE BALDRIN PARK MtJNICI-
PAL CODE TO INCREASE THE DOG LICENSE FEE,
The City Council of the City of Baldwin Park does
ordain as follows:
Section 1. That Sections 351, 409, and 410 of the
County Pound Ordinance", set forth in Section 4101 of
the Baldwin Park Municipal Code, are amended to read as
follows:
Sec. 351. Pursuant to Section 439.01
of the State Agricultural Code, the
County Clerk shall Issue serially
numbered metal l"ic dog license-togs
stamped with the name of the County of
Los Angeles and year of issue and shall
collect for each such tag the sum of.
One Dollar $1.00)."
Sec. 409. A license for an individual
dog shall be in the form of a receipt
for the One Dollar paid for the dog
license tag and the additional amount,
If any, paid for the license".
Sec. 410. Every person owning or hav-
ing custody or control of any dog over
the age of four 4) months in the incor-
porated territory of the City of Baldwin
Park not covered'by the provisions of
Section 409.5 shall first obtain an
annual license from the County Clerk for
each of such dogs and at the some time
obtain a dog license tag and for such
license or licenses, in addition to the
One Dollar $1.00) fee for-the dog
license tag, shall pay Three.Dollars
$3.00), a total of Four Dollars $4.00)
in all".
Section 2. That the last sentence of Section 409.5
of the County Pound Ordinance", set forth in said Section
4101 of said Baldwin Park Municipal Code, is amended to
read as follows:
No fee shall be charged for such license
over and above the required for the
dog license tag."
Section 3. That subsection c) of Section 4139 of said
Municipal Code is amended to'read as follows:
c) For each other dog, either male,
spayed female or female, $4.00."
Section 4. That this ordinance is declared to be an
emergency ordinance for the immediate preservation of the
public peace, health, and safety. The facts constituting
the urgency are as follows: The County of Los Angeles,
which renders pound service for the City of Baldwin Park,
has notified the City that the dog license fee must be
increased from $3.00 to $4.00, effective July 1, 1959,
to cover the increased cost of rendering such service.
Since there is not sufficient time to adopt this in-
crease by regular ordinance, It is necessary that this
ordinance be adopted as an emergency measure.
