The City Council of the City of Baldwin Park met In adjourned
regular session at the,above place at 7:30 P.M.
Councilmen Holmes lead the salute to the flag.

COUNCILMAN LITTLEJOHN MOVED that the Minutes of the regular
meeting of June 15, 1959 be APPROVED as presented and further
reading waived. COUNCILMAN HOLMES SECONDED. As there were no
objections the motion carried and was so ordered by Mayor Cole.

City Clerk Balkus read a letter from Norah N. Hatch of the
Baldwin Park Chamber of Commerce stating that, by a majority
vote, the members of the Board of Directors requested that the
civic auditorium be held intact, and any other location of the
Police Department be left to the discretion of the City Council.

City Clerk Balkus read a letter from Mr. Joe McCaron, President
of the Baldwin Park Chamber of Commerce, Informing Council that
the proposal submitted by the Publicity and Public Relations
Committee for the City's fourth birthday celebration on
January 21, 22 and 23, was approved by the Board of Directors
and Council's approval was requested as soon as possible.
Mr. McCaron's letter explained that the Citizen of the Year"
banquet would be self-supporting, though non-profit, however,
the rest of the program Including a beauty contest, a parade
and a street dance, would be publicity for the City. Pro-
vision of the necessary funds were requested a tentative
expenditure estimated at $1,028.00.
Councilman Holmes and Counc-iiman Bishop stated they had attended
the Chamber of Commerce meeting and thought the program, as out-
lined, had considerable merit and from all Indications would be
excellent publicity for the City.

celebration proposal, and when a definite program has been pre-

City Clerk Balkus read a letter from Mr, Wesley E. Patterson,
13227 East Fairgrove, requesting Council's consideration and
advice concerning his request for a zone variance which was
denied by the Planning Commission on May 21, 1959 ZE-29,
P,C. Res. 424).
Mr. Patterson was present at the meeting and explained he had
purchased the property from Mr. Scarborough in May, 1959, with-
out realizing it was not properly zoned for his business a
poultry hauling concern. Mr. Patterson stated he was unable.to
sell the property under the circumstances and was not financial-
ly able to buy more. He said he had had no complaints and was
of the opinion that most of the objections voiced at the Plan-
ning Commission hearing were a result of the conditions and
operations of the former owner that he felt confident
neighbors would not protest again as the same conditions did
not exist under the new ownership.
Discussion followed and it was the consensus of opinion that
Mr. Patterson was entitled to a decision. Mr. Patterson was
advised that the proper procedure would be to make a formal
written request to the City Council appealing the decision
of the Planning Commission and that Council would then set the
case for public. hearing.

Councilmen Holmes Informed Council that Baldwin Park was
lagging considerably In signing the petitions which were being
circulated to call an election for the formation of an Upper
San Gabriel Valley Water. District. Mr. Holmes stated that most
of the cities in the Upper Valley had qualified. He stressed
the seriousness of the water situation and urged everyone cir-
culating the petitions to double their efforts to complete them
before the deadline on July 20th.

Councilman Littlejohn Informed Council that he and Councilman
Bishop had attended Assemblyman Ronald Cameron's testimonial
dinner at the South Hills Country Club and they had discussed
the City's negotiations for Old Central School with Mr. Cameron.
Mr. Littlejohn stated Mr. Cameron had said that as soon as he
returned to Sacramento he would make a formal request for a
decision from the Attorney General regarding the possibility of
deducting the money paid in rent from the total purchase price
and, if possible, have the decision by August I, 1959.

COUNCILMAN LITTLEJOHN MOVED that the Agenda items listed under
the Chief Administrative Officer be considered next as some of
them had a bearing on the Budget. COUNCILMAN WILSON SECONDED.
There were no objections and the motion.was so ordered by
Mayor Cole.

Chief Administrative Officer Asmus presented Council with a
rough estimate for converting the civic auditorium to police
headquarters. The estimate of $24,055.00 did not include
heating, ventilating or cooling.
Considerable discussion followed and it was the consensus of
opinion any remodeling to the auditorium would cost more than
the estimated figure if adequate facilities were to be provided.
Chief Administrative Officer Asmus Informed Council the drawings
for remodeling the basement of the City Hall had been received
and the total cost estimated was $17,111.00 which included

asphalt tile floor, partitions and doors. Of that amount,
$5,382.00 was figured for electrical work which Mr. Asmus
stated he thought could be done for less.

Chief Administrative Officer Asmus informed Council that the
City's share of the Area D" Civil Defense program was $741.37;
however, he recommended that payment be withheld until a report
Is received concerning the findings of a complete audit which
is to be made by Los Angeles County. Most of the cities in the
Valley are withholding payment are skeptical of the value
of Area D" as it now exists and exploring the possibility of
something entirely different.

Chief Administrative Officer Asmus presented copies of bid
specifications, proposal form, and general conditions and
instructions to bidders for supplying two 4-door sedan auto-
mobiles for use in the Police Department. The bids will be
for a lump sum amount and must include the trade-in value of
two 1956 Fords as specified on the bid proposal.
COUNCILMAN WILSON MOVED that the plans and specifications be
APPROVED and that the Chief Administrative Officer be authori-
zed to call for bids for two 4-door sedans for the Police
Department. COUNCILMAN BISHOP SECONDED. After discussion
concerning the advantages of automatic and stick transmissions
the motion carried by the following vote:
AYES: COUNCILMAN WILSON, BISHOP, HOLMES,
LITTLEJOHN AND MAYOR COLE

With reference to the Valley Community Festival which is to be
held in West Covina on August 14, 15 and 16, Chief Administrative
Officer Asmus presented a proposed layout of the booth to be
purchased by the City, and explained the tentative plans for
decorating the booth.
COUNCILMAN HOLMES MOVED that a total allocation not to exceed
$100.00 be APPROVED to cover the necessary expenditures in-
cluding the cost of the booth. COUNCILMAN WILSON SECONDED.
There were no objections and the motion carried by the follow-
ing vote:
AYES: COUNCILMAN HOLMES, WILSON, BISHOP,
LITTLEJOHN AND MAYOR COLE

COUNCILMAN BISHOP MOVED that the Items listed under City Clerk
on the Agenda be taken under consideration next. COUNCILMAN

A RESOLUTION OF THE CITY COUNCIL OF THE
C V,; OF BALDWIN PARK APPROVING AND
ADOPTING BUDGET FOR THE FISCAL YEAR
1959-60.
The City Council of the City of Baldwin Park does
resolve as follows:
Section I.. That the tentative budget for the
City of Baldwin Park, California, for the
fiscal year 1959-60, prepared by E. R. Asmus,
Chief Administrative Officer, having been sub-
mitted to this Council and having been amended,
modified and corrected, shall be filed as
amended, modified and corrected In the office
of the City Clerk, and shall be open to public
inspection.
Section 2. That said tentative budget, as
amended, modified and corrected, Is hereby
approved and adopted as the budget of the
City for the fiscal year 1959-60.
Section 3. That no department of the City
shall purchase any capital Items of equipment
or proceed with any public works project unless
budgeted In said budget or submitted to and ap-
proved by the City Council.

1959.

COUNCILMAN BISHOP MOVED that the adoption of the resolution be
postponed as he had not had ample opportunity to review it to
his complete satisfaction because he had been called out of
town due to illness. COUNCILMAN HOLMES SECONDED.
Discussion followed and it was the consensus of opinion Council-
man Bishop had made a legitimate request, however, a time limit
should be specified. COUNCILMAN LITTLEJOHN MOVED that the
motion be amended to state that the resolution be brought back
on the agenda of the regular council meeting on July 20th.
COUNCILMAN WILSON SECONDED. There were no objections and the
motion carried by the following vote:

With reference to Mrs. Olive Britt's request for a zone change

presented an ordinance for first reading.
Discussion followed. COUNCILMAN HOLMES MOVED that the ordinance
be held over until the next meeting. The motion died for the
lack of a second. Discussion continued and it was the consensus
of opinion the applicant should present a letter conforming their
verbal statement made at the public hearing that they would be
willing to construct a block wall adjacent to the property on
Shady Lawn, and to reverse the entrance and exit driveways as
shown on the plans.

that the conditions the City request of Mrs. Britt are that a
concrete block wall be installed to the east of the property ad-
jacent to Shady Lawn, and that Ingress be made from Shady Lawn
and egress be made from Sierra Madre for the reasons of public
safety involved in reizition to this particular property.

Mrs. Elise Riemer, representing the School District and Mrs. Rimer and
Mrs. Conklin, a representative of the Red Cross, asked if the, Mrs. Conklin
School District and the Red Cross could also be represented Re: School Dist.
in the City's booth at the Community Festival. and Red Cross.

Mr. Charles Spooler requested, and was given, a copy of the Mr. C. Spooler
proposed Budget for 1959-60.
