Roll Call: Present: COUNCILMAN BISHOP, LITTLEJOHN, WILSON AND MAYOR COLE Absent: COUNCILMAN HOLMES, CITY TREASURER PUGH, CITY ENGINEER YOUNG AND CITY CLERK BALKUS Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS, CITY ATTORNEY GORLICK, PLANNING DIRECTOR TEATER As City Clerk Backus was on vacation, Miss Dorothy Leonard was present to serve as her Deputy) COUNCILMAN BISHOP MOVED that COUNCILMAN HOLMES' absence be noted and excused. COUNCILMAN LITTLEJOHN SECONDED. As there were no objections the motion carried and was so ordered by Mayor Cole. 00- Chief Administrative Officer Asmus presented an emergency ordinance fixing the amount of money necessary to be raised by taxation upon the taxable property in the City of Baldwin Park. Mr. Asmus read the ordinance in full as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXA- TION UPON THE TAXABLE PROPERTY THEREIN FOR OPERATIONS OF THE VARIOUS DEPART- MENTS OF SAID CITY FOR THE FISCAL YEAR BEGINNING JULY I, 1959. The City Council of the City of Baldwin Park does ordain as follows: Section I. That after the receipt of certified assessed valuations and adoption of the budget, the amount of money necessary to be raised by taxation for the purpose of fixing the tax rate upon taxable proper- ty in the City of Baldwin Park, for operation of the various departments of said City for general municipal purposes for the fiscal year beginning July I, 1959, is hereby determined and fixed as the sum of $33,124.19. Section 2. This ordinance relates to the annual tax levy of the City and is specially required by the laws of the State. Section 3. The City Council declares that this is an emergency ordinance for the immediate preservation of the public peace, health and safety and shall be intro- duced, read in full and passed at one and the same adjourned regular meeting. Unless the ordinance is adopted as an urgency ordinance it cannot be passed before September Ist. This would result in the loss of tax revenues needed by the City to operate its public works, police and other departments thereby affecting the peace, health and safety of the City and its inhabitants. Section 4. The City Clerk shall certify to the adoption of this ordinance and shall cause the same to be published or posted in the manner required by law, and this ordinance shall take effect immediately upon its adoption. Mr. Asmus read the resolution in full as follows: Re; Fixing the tax-=rate for A RESOLUTION OF THE CITY COUNCIL OF THE the fiscal year CITY OF BALDNIN PARK FIXING THE TAX RATE beginning FOR THE FISCAL YEAR BEGINNING JULY I, 1959. July, 1, 1959. The City Council of the City of Baldwin Park does resolve as follows: SECTION I. That the tax rate-of the City of Baldwin Park, to be levied and collected on all taxable property within the City of Baldwin Park, County of Los Angeles, State of California, for the fiscal year beginning July I, 1959, is hereby fixed at 13 cents upon each $100.00 assessed valuation of property, the entire sum thereof being fixed as the rate for, and is to be levied and collected for, general municipal purposes and shall be paid into the, General Fund of the City. SECTION 2. This resolution relates to the annual tax levy of the City and is specially required by the laws of the State. SECTION 3. The City Clerk shall certify the passage of this resolution and shall cause the same to be published or posted in the same manner and within the some time as ordinances are required to be published. COUNCILMAN BISHOP MOVED that an allocation of $589.68 be APPROVED for the cpurchase of the Cash Validating Machine for the Finance Department. COUNCILMAN WILSON SECONDED. Discussion followed. With the consent of the Second COUNCILMAN BISHOP WITHDREW his MOTION and MOVED that an allocation not to exceed $600.00 be APPROVED for the purchase of a Cash Validating Machine for the Finance Department. COUNCILMAN WILSON SECONDED. COUNCILMAN BISHOP MOVED that RESOLUTION NO. 59-88 be ADOPTED. COUNCILMAN WILSON SECONDED.
