Pacific Avenue, Baldwin Park, 91706 CALL TO ORDER The meeting was called to order at 5:35 p.m. by Mayor Lozano. ROLL CALL PRESENT: Council Member Cruz Baca Council Member Monica Garcia Council Member Ricardo Pacheco Mayor Manuel Lozano ABSENT: Mayor Pro Tem Susan Rubio PUBLIC COMMUNICATIONS Mayor Lozano opened Public Communications at 5:35 p.m. Greg Tuttle, Baldwin Park business owner, opined that Code Enforcement is doing very well and should remain in under the police department; noted that Interim Chief of Police Taylor is doing a very good job. Juan Rios, Baldwin Park resident, expressed his support for keeping Code Enforcement under the police department, noting that they are doing a very good job and he has received positive feedback from his neighbors. Seeing no one wishing to speak, Public Communications closed at 5:39 p.m. OPEN SESSION 1. CODE ENFORCEMENT ORGANIZATION Presentation by Community Development Director Gus Romo regarding the organizational status of the Code Enforcement Division Community Development Director Gus Romo and Interim Chief of Police Mike Taylor narrated a PowerPoint presentation; Chief Taylor pointed out that the changes in uniforms for Code Enforcement has provided a "softer" appearance to reduce a sense of intimidation; noted that moving Code Enforcement back into Community Development would require additional personnel resources (supervisor) and restructuring of office space to accommodate the move of staff; discussed strategies for executing better code enforcement practices throughout the city. In response to discussion, staff suggested that the city could be divided into • "neighborhood improvement zones" and define prioritized violation types; noted that reports that illustrate enforcement trends and patterns will be provided to Council.
