The City Council of Baldwin Park met in regular session at
the above place at 7:30 P.M.
Councilman Wilson led the salute to the flag.
The invocation was given by Reverend Merrill H. Rogers of
the First Assembly of God Church.

Regular Meeting of the Baldwin Park City Council
the Code allows him to do, and as they were ready to start
to pour, work was again stopped. Now he has been requested
to move the whole thing out 10' more from the lot line
which would force him to build a white elephant" because
he could never get his car from the driveway into the
garage, and that would depreciate the value of the home.
It was his hope that Council would givehim a ruling
favorable to putting a home right whereat is.
City Engineer Young stated that about a week ago he had
issued a stop work order until after this meeting tonight
in order to get a decision by Council as to whether it
should be 5' or 10'. He further stated that his inter-
pretation of the Code was based on precedent and the fact
that he had been under the assumption that it was a 50'
lot.
There was considerable discussion by Council wherein It
was the general consensus of opinion that this matter be
held over for a full council in order to have the oppor-
tunity to study the ordinance more fully.
COUNCILMAN HOLMES MOVED that Council CARRY THIS MATTER
OVER until the meeting of NOVEMBER 23rd when there is a
FULL COUNCIL, and in the meantime Council can investi-
gate this and become familiar with the problem. COUNCIL-
MAN WILSON SECONDED. There were no objections, the motion
carried and was so ordered by Councilman Bishop.

City Clerk Balkus reported that there would be a meeting
of the League of California Cities on Thursday, November
19, 1959, at Pico Revera, and there would be a conducted
tour of the Ford Assembly Plant at 6:00 P.M.

City Clerk Balkus reported that the League of California
Cities stated there would be a meeting of Mayors and Council-
men on November 23, 1959 for a policy level discussion
only, regarding City and County unified refuse collections
and disposal. The morning meeting would commence-at 9:00
A.M. and the afternoon session would start at 2:00 P.M.

Councilman Holmes reported on the results of the Upper
San Gabriel Valley Water Association meeting that was
held Thursday, November 12th, wherein new annual officers
were elected and the urgency of the matter of the December
8th election was discussed in detail.

City Attorney Gorlick stated that the substance of the
opinion regarding the Pacific Electric Railroad right-
of-way beautification was that there was nothing in the
law to enable the City to compel the Pacific Electric to
beautify the right-of-way, but there are provisions by
which the City can compel the railroad to keep the right-
of-way clear of weeds and debris.

Regular Meeting of the Baldwin Park City Council
City Clerk Backus presented Zone Exception Case #30,
A. Owen, and Acting Planning Director Mansfield gave a
brief resume of the case, which was ready to be set for
public hearing.
COUNCILMAN HOLMES MOVED that the PUBLIC HEARING regarding
ZONE EXCEPTION CASE #30, PLANNING COMMISSION RESOLUTION
NO. 476, BE SET FOR DECEMBER 7, 1959. COUNCILMAN WILSON
SECONDED. The motion carried by the following vote:

Councilman Bishop announced that it was 8:00 o'clock and
the time and place for public hearings.
Acting Planning Director Mansfield gave.a brief resume of
the resolution amending the Master Plan of Highways.
As there was no one in the audience wishing to testify
either in behalf of or in opposition to the resolution,
Councilman Bishop declared the hearing closed.

A RESOLUTION AMENDING THE MASTER
PLAN OF HIGHWAYS"
WHEREAS, a Master Plan of Highways was duly
adopted for the City of Baldwin Park on June 2, 1958;
and
WHEREAS, it is desired to amend said plan as
hereinafter provided,
NOW, THEREFORE, the City Council of the City
of Baldwin Park does resolve as follows:
Section I. That Section 6 of Resolution No.
58-57, passed and adopted on June 2, 1958, is amended
to read as follows:
SECTION 6. The following streets or por-
tions of streets, are designated as secondary
highways on the Master Plan of Highways with a
minimum right of way width of eighty 80) feet:

Í«Regular Meeting of the Baldwin Park City Council
At the request of the Assistant Chief Administrative
Officer, City Clerk Balkus presented and read a letter
from City Engineer Young pertaining to a request for roll-
over curbs, Zone Case #28, Helmer Syhre.
There was discussion by Council wherein City Engineer Young
stated that a roll-over curb was more like an open gutter
2" deep, and that this concurs with the policy of the M-1
zone in the City.
COUNCILMAN HOLMES MOVED that Council concur with the RECOM-
MENDATIONS OF THE CITY ENGINEER and APPROVE THE ROLL-OVER
CURB for this property. COUNCILMAN WILSON SECONDED. The
motion carried by the following vote:

Assistant Chief Administrative Officer Stenvall stated that
regarding the matter of paving of the alley for the proposed
new Post Office Building, the Chief Administrative Officer
concurred with the recommendations of the City Engineer in
that the alley be paved for a cost of $630.00 being 15' in
width. An additional 5' dedication of land, making the
alley 20' would involve another $210.00.
There was discussion by Council and Councilman Holmes stated
that he had inspected this particular project; that theCity
does have a 151 dedicated alley there now; that paving of
this alley would facilitate the public-use of Post Office
buildings; that a 20' alley would be more desirable; that
there are only two property owners involved...the filling
station and immediately south of the filling station.....
that it would be well worthwhile to talk to these people
regarding dedicating an additional 5' and make this a 20'
right-of-way.
COUNCILMAN HOLMES MOVED that Council APPROVE THE RECOMMEN-
DATIONS OF THE CITY ENGINEER and AUTHORIZE PAVING OF 151
ALLEY as outlined, and if possible, secure an-additional
5' dedication. COUNCILMAN WILSON SECONDED. The motion
carried by the following vote:

for the fiscal year 1959-60, for a sum of $2,100.00 for
two semi-annual reports.

There was discussion by Council and the Chief Administra-
tive Officer was directed. to contact additional accounting
firms for quotations on the basis of a general audit plus
small extras.
COUNCILMAN WILSON MOVED that THIS MATTER BE TABLED UNTIL
THE REGULAR MEETING OF DECEMBER 7, 1959. COUNCILMAN
HOLMES SECONDED. The motion carried by the following
vote:

At the request of Assistant Chief Administrative Officer
Stenvall, City Clerk Balkus read a report prepared by City
Engineer Young regarding Bess Avenue drainage and extension.
City Engineer Young stated that there were 380 acres in
this particular spot and by considering a rational method
of determining how much water would come to this point we,
would have to consider all the contributing factors. The
report of October 29th was a definitive report and not
conclusive without a detailed report. He stated further
that drainage from about 155 acres to the west of Baldwin
Park Boulevard comes into this particular conduit and
drainage from about 230 acres from the railroad over to
this side of Baldwin Park Boulevard would have to go
through one particular box under the ramp; that this was
designed about 10 years ago; that as we build up and get
more driveways, etc. the faster the run-off is and there
is not the soaking In factor that there was before.
There was discussion by Council and City Engineer Young
stated he would have a detailed report for their informa-
tion by December 7, 1959.

MENDATIONS OF THE CITY ENGINEER. COUNCILMAN HOLMES SECONDED.

City Engineer Young was to ascertain if the tree sprayer
could be held for two weeks pending a full council, and
also endeavor to locate a larger tank.
COUNCILMAN HOLMES MOVED that Council APPROVE THE PURCHASE
OF ONE PAVEMENT MARKER In the amount of $1,600.00; 29 STEEL
LOCKERS In the amount of $525.00; and ONE WET-DRY VACUUM
CLEANER in the amount of $115.00. COUNCILMAN WILSON SECONDED.

Councilman Holmes stated that it was his opinion, that in
all new construction, particularly in subdivisions, that
septic tanks be installed in the front of houses instead
of in the back. He further stated that it would be an
advantage to people buying homes in the event that sewers
were ever developed, as it would simplify the hook-up;
that if there were any trouble that it would be quite
simple for them to get to if they were in the front yards;
that in many places it is almost impossible to get equipment
in between houses or into the rear yards in order to service
a septic tank.
City Attorney Gorlick stated that action on this would
require an amendment to the Building Code in order to
specify a particular location, and if an amendment is
needed in our Building Code, he would have it for
Council's consideration at the next meeting of November
23rd.
Councilman Wilson stated that in some areas of the City
he had noticed that the sidewalks were chipping away and
wondered if this were the City's responsibility or the
owner's responsibility. Itwas the City Engineer's in-
terpretation of the Code that in the dedicated portion
it was'the responsibility of the property owner.
City Attorney Gorlick stated that there was a section in
the Streets and Highways Code wherein the obligation is
imposed on the property owner, which he would recheck
and report his findings to the Council.
Councilman Holmes stated that Council would like to have a
report regarding investigation of holes and meter boxes on
West Ramona Boulevard from the Chief Administrative Officer.
City Engineer Young stated he had notified the Baldwin Park
Water District of the low boxes; however, it developed that
the boxes belong to Burl Watson. Burl Watson, in turn, was
notified and told to raise the meters and put in black top
but Burl Watson wants to put in sidewalks and at the present
time no action has been taken. Council requested that
Chief Administrative Officer check this item and give a
report.
Council discussed the Change Orders on the Police Dept.
remodeling and directed that the City Attorney prepare
a Final Notice of Completion with Fry & Fry after the
