Roll Call: Present: COUNCILMEN BISHOP, LITTLEJOHN, WILSON AND MAYOR COLE Absent: COUNCILMAN HOLMES Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS AND CITY CLERK BALKUS 00- Mayor Cole asked the Councilmen present if'all had received their notice of the meeting, to which they answered they had. 00- NOVEMBER 27, 1959 12:00 Noon ROLL CALL r Chief Administrative Officer Asmus explained that a resolu- U.S.A. 1960 tion was required by the Department of Census regarding the DECENNIAL CENSUS use of the City Hall facility for the United States of America 1960 Decennial Census. At Mayor Cole's request, City Clerk Balkus read the resolution in full as follows: RESOLUTION,NO. 59-122 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BALDWIN PARK AUTHORI- ZING THE LEASE OF ROOMS 100 and 112 OF THE CITY HALL TO THE UNITED STATES OF AMERICA FOR USE DURING THE TAKING OF THE 1960 DECENNIAL FEDERAL CENSUS" WHEREAS, the United States of America, through its Department of Commerce, Bureau of the Census, desires to lease Rooms 100 and 112 in the City Hall for the taking of the 1960 Decennial Federal Census, NOW, THEREFORE, the City Council of the City of Baldwin Park does resolve as follows: Section 1. Said lease is hereby approved on the following terms and conditions: 1. The lease shall commence on January 1, 1960, and expire on May 31, 1960; thereafter lessee shall have the option to hold over on a month-to-month basis for as long as may be necessary to complete the census. 2. The rent for the stated period shall be $1750.00 payable $350.00 per month in advance on the first day of each and every month; thereafter, during the holdover period, lessee shall pay $350.00 per month in advance on the first day of each and every month. 3. The City will furnish heat, light, water and janitorial service; all other services, including telephone, shall be provided at lessee's own expense. Section 2. City represents that the leased premises contain the following floor space; Room 100, approximately 2,300 square feet; Room 112, approximately 780 square feet. Section 3. The Mayor is authorized to sign and the City Clerk to attest said lease for and on behalf of the City. Continued) RES. The City Clerk shall record said lease with the County Recorder of Los Angeles County. Balkus, City Clerk COUNCILMAN LITTLEJOHN MOVED that RESOLUTION NO. 59-122 be ADOPTED. COUNCILMAN.WILSON SECONDED. The motion carried by the following vote: AYES: COUNCILMEN LITTLEJOHN, WILSON, BISHOP AND MAYOR COLE NOES: NONE ABSENT: COUNCILMAN HOLMES Council discussed the fact that 70 employees were involved in the census taking 35 working in the field and 35 work- ing in the building, and that the Chief Administrative Of- ficer, City Engineer and the Census Bureau were to work out any problems regarding parking or other facilities. 0o- Mayor Cole stated that Item 2 on the Agenda was an agreement regarding the Jeffries' property at Francisquito and Puente Avenues, and requested that the Chief Administrative Officer give Council a clarification on this matter. Chief Administrative Officer Asmus stated that this was an agreement that runs with the land and is binding in case the property is sold. The agreement goes along with the bond that the developer of the property is putting up in lieu of the construction as requested by the City Council some six weeks ago. This is a section where the flood control channel on Puente is involved, and also a drainage problem on Francisquito. COUNCILMAN WILSON MOVED that THE AGREEMENT BE APPROVED and THE MAYOR AND PROPER OFFICIALS BE AUTHORIZED TO SIGN and if the resolution is necessary to accompany this Agreement that the CITY ATTORNEY BE INSTRUCTED to do so, and the proper officials be AUTHORIZED TO SIGN. COUNCILMAN BISHOP SECONDED. The motion carried by the following vote: AYES: COUNCILMEN WILSON, BISHOP, LITTLEJOHN AND MAYOR COLE NOES: NONE ABSENT: COUNCILMAN HOLMES 00- Mayor Cole stated that Item 3, namely: Discussion regard- ing Amendment to the Municipal Ordinance to Remove Power of Engineer to Grant a Variance" was next on the Agenda. Discussion on the pros and cons" of an amendment spelling out the powers of the City Engineer, as regards variances or exceptions, followed. AYES: COUNCILMEN LITTLEJOHN, BISHOP, WILSON AND MAYOR COLE NOES: NONE ABSENT: COUNCILMAN HOLMES 00- Special Meeting of the Baldwin Park City Council COUNCILMAN LITTLEJOHN MOVED that the CITY ATTORNEY BE INSTRUCTED TO PREPARE AN AMENDMENT TO THE MUNICIPAL CODE IN REFERENCE TO GRANTING OF VARIANCES AND EXCEPTIONS AND PRESENT THE AMENDMENT TO THE COUNCIL FOR FURTHER STUDY. COUNCILMAN BISHOP SECONDED. The motion carried by the following vote: COUNCILMAN LITTLEJOHN REQUESTED AND MOVED THAT PERMISSION BE GRANTED TO BRING ON THE AGENDA FOR DISCUSSION AN ITEM AFFECT- ING THE HEALTH, WELFARE AND SAFETY OF THE COMMUNITY, i.e., the crossing at Puente and Badillo Avenues. After a short discussion Councilman Littlejohn asked that each and every Councilman recognize and waive the fact that this particular matter did not appear on the Agenda. COUNCILMAN WILSON SECONDED. There were no objections, the motion carried and was so ordered by Mayor Cole. Discussion followed regarding Puente Avenue being a secondary street; that this could be a four-way stop with crosswalks; that there were no sidewalks on Puente Avenue and school children cross at various points; that fences and trees are right next to the curb; that cars crossing Puente Avenue and going East do not slow down or stop, and that an advance warning sign should be posted. Council requested that the matter be referred to the Police Department and the City Engineer for study and brought back at the next regular meeting. 00- j / l/ H.
