AND SPECIAL MEETING

CALL TO ORDER
The meeting was called to order at 5:35 p.m. by Mayor Lozano.

PUBLIC COMMUNICATIONS
Mayor Lozano opened Public Communications at 5:35 p.m.
Greg Tuttle, Baldwin Park business owner, opined that there has been insufficient
communication with the community regarding proposed locations for the cannabis cultivation
facilities; stated that one applicant is proposing to locate next to his business and he objects;
stated that most of the applicants do not have sufficient experience in the industry
Thomas Kerri, San Bernardino resident, spoke out against the cannabis ordinance and allowing
cultivation businesses to locate in Baldwin Park.

Seeing no one wishing to speak, Public Communications closed at 5:40 p.m.
OPEN SESSION
1. CITY COUNCIL STANDING RULES /CODE OF CONDUCT
Discussion regarding rules/code of conduct.
Chief Executive Officer Shannon Yauchzee summarized the staff report provided to
Council which outlined the options proposed; Council discussed some of the items and
asked that a modification be made to the rule regarding the Mayor calling for a short
recess to address disruptions by members of the audience, directing that the word shall
is to be changed to may.
Council directed that this item be brought back at the December 6, 2017, meeting to
allow time for Council to review the materials presented and work with staff to create a
final set of rules.

adjourn the meeting at 7:01 p.m.
REPORT ON CLOSED SESSION*
Mayor Lozano reported out of Closed Session that the Council approved, by a vote of 5–0)to a
settlement the case of Casimiro v City of Baldwin Park, Case No. 16CV03454-SVW-JPR, in the
total amount of$37,000. No other action was taken during Closed 'e -ion.
