Pacific Avenue, Baldwin Park, 91706 CALL TO ORDER The meeting was called to order at 4:35 p.m. by Mayor Lozano. ROLL CALL PRESENT: Council Member Cruz Baca Council Member Monica Garcia Council Member Ricardo Pacheco (arrived at 4:45 p.m.) ° Mayor Pro Tem Susan Rubio Mayor Manuel Lozano PUBLIC COMMUNICATIONS Mayor Lozano opened Public Communications at 4:35 p.m. Grea Tuttle, Baldwin Park business owner, opined that Council is rushing the cannabis application process and that more thorough background checks are needed; suggested that escrow accounts be established and that business be required to provide evidence of 5 or more years of successful business operations. Juan Rios, Baldwin Park resident, asserted that the community feels uninformed and that the outreach meetings were insufficient. Jacob Dunn, small business owner, stated that he was disappointed that only "tier 3" businesses would be permitted; urged Council reconsider allowing "tier 1" and "tier 2" businesses to obtain permits in order to encourage small business enterprises. Chris Kogen, small business owner, stated that he is a small business but that he is committed to success; suggested that the development agreement requirements are unreasonable and shortsighted; opined that Council is getting into the "green rush" and trying to take advantage of the "cash cow."
