BALDWIN PARK CITY COUNCIL SPECIAL MEETING
DECEMBER 4, 2018, 7:00 P.M.
COUNCIL CHAMBER - 14403 E. Pacific Avenue, Baldwin Park, 91706
These minutes are presented in Agenda order. Various announcements or discussions may
have occurred before or after the title under which they are presented.
CALL TO ORDER
The meeting was called to order by Mayor Lozano at 7:25 p.m.

INVOCATION
The invocation was provided by Pastor Flowers.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was sung by Carla Pacheco.
ROLL CALL

MEMBERS ABSENT:
Council Member Cruz Baca
MOTION: It was moved by Mayor Lozano, seconded by Mayor Pro Tem Pacheco to excuse
Council Member Baca's absence. Motion was approved by unanimous consent.
Mayor Lozano congratulated Susan Rubio for her election as senator and stated she and her
sister were currently making history as the first two sisters to be elected.
Assembly Member Blanca Rubio thanked the community for re-electing her as the city's
assemblywoman and for honoring the family by election Susan Rubio to State Senator.Assembly
Member Rubio stated it was the first time in history two sisters from Baldwin Park would serve as
democrats in the state's legislature.
Mayor Lozano recognized all the dignitaries present and thanked all the attendees.
NEW BUSINESS
1. Approve a Resolution Certifying the Results of the General Municipal Election Held
on Tuesday, November 6, 2018
MOTION: It was moved by Mayor Lozano, seconded by Mayor Pro Tern Pacheco, to
adopt Resolution No. 2018-304 entitled, "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF BALDWIN PARK, RECITING THE FACT OF THE GENERAL MUNICIPAL
ELECTION HELD NOVEMBER 6, 2018, AND DECLARING THE RESULTS THEREOF,
AND SUCH OTHER MATTERS AS PROVIDED BY LAW. Motion carried by the following
roll call vote:

A. Ceremonial Administration of Oath of Office for Valley County Water District Board
of Directors
• Board Member Lanet I. Pacheco — Mayor Lozano administered the oath of office to
Board Member Pacheco.
Board Member Pacheco was joined by her family. She thanked the voters of Baldwin
Park, her in-laws for their support, her mother, children, husband and the Mayor for
including her in this celebration.
B. Administration of Oaths of Office and Presentation of Certificates of Election to Re-
Elect Officials As Follows:
• Mayor, Manuel Lozano— Longtime family friend Felipe Plascencia, Esq. administered
the oath of office to Mayor Lozano.
Mayor Lozano was joined by family and friends. Mayor Lozano provided an overview
of his first electoral process during his college years and stated he was proud to be
re-elected for the tenth time, making history as the longest standing Mayor. Mayor
Lozano acknowledged his comadre and thanked all his family and friends for their
support.
Attorney Felipe Plascencia stated he felt honored to conduct the oath of office to his
longtime family friend, best man and compadre of his children.
Mayor Lozano provided an overview of his upbringing and his first experience with the
Baldwin Park Police Department, his service as Mayor for the past 20 years,
recognized all staff; recognized Council Member Pacheco for his service and all
elected officials stating they would work together. Mayor Lozano thanked the Baca
family as well.
• City Treasurer, Maria Antonieta "Marie" Contreras — City Treasurer Contreras'
husband and Vice President Alfonso "Al" Contreras (USGVMWD) administered the
oath of office to City Treasurer Contreras.
City Treasurer was joined by her husband and thanked all the voters despite running
unopposed and thanked her husband for assisting her in becoming a citizen.
C. Administration of Oaths of Office and Presentation of Certificates of Election to
Elect Officials As Follows:

• Councilmember, Alejandra Avila — Senator Susan Rubio administered the oath of
office to Councilmember Avila.
Councilmember Avila was joined by her family and provided an overview of her
upbringing and career in Baldwin Park. Council Member Avila thanked Dr. Mendoza
and Board Member Santos for his attendance; thanked her family, Cruz Baca, Danny
Damian and Maria Davalos; thanked her mom for her support, thanked the community
of Baldwin Park; and thanked the Baldwin Park employees.
• Councilmember, Paul C. Hernandez — Judge Miguel T. Espinoza administered the
oath of office to Councilmember Paul C. Hernandez
Councilmember Hernandez was joined by his family. Councilmember Hernandez
thanked State Senator Susan Rubio and Councilmember Cruz Baca for their service
and thanked Judge Miguel T. Espinoza for his mentorship and their relationship and
his supporters. Mr. Hernandez stated he looked forward to working with this new
Council and thanked the Valley County Water District for their support; thanked all the
guests, city staff, commissioners, and residents. Council Member Hernandez stated
he looked forward to connecting with the community and calling then family.
• City Clerk, Jean M. Ayala —Administered by Mayor Manuel Lozano
City Clerk Ayala was joined by her family. Ms. Ayala thanked the voters for their vote
and for their support, the community, her angels in heaven, Walnut Elementary,
neighbors, St. John's community, close family and friends; Mayor Lozano and the
Lozano family. City Clerk Ayala stated she looked forward in continuing to provide the
quality of services the outgoing City Clerk has provided with transparency and
honesty.

All comments were made immediately after conducting the oath of office.
2. Reorganization of the City Council - Selection of Mayor Pro Tempore
MOTION: It was moved by Mayor Lozano, seconded by Mayor Pro Tem Pacheco, to
nominate Council Member Garcia to Mayor Pro Tem. Motion carried by unanimous
consent.
Mayor Pro Tern Garcia congratulated the Mayor in his re-election and welcomed Council
Member Paul C. Hernandez and Council Member Avila and stated she looked forward to
the new chapter. Additionally, Mayor Pro Tem acknowledge Blanca and Susan Rubio,
City Clerk Jean Ayala and City Treasurer Maree Contreras.

ANNOUNCEMENTS
No announcements were provided.
PROCLAMATIONS, COMMENDATIONS & PRESENTATIONS
• Plaque for Outgoing Members of the City Council, Cruz Baca and Susan Rubio
The City Council provided Senator Susan Rubio with a plaque and thanked her for all her
years of service.
Senator Susan Rubio thanked the community for their support; thanked the staff of
Baldwin Park for all their work and her colleagues for making her the leader she is today.
• Plaque for Outgoing City Clerk, Alejandra Avila
The City Council presented outgoing City Clerk Avila with a plaque for her service.
Councilmember Avila thanked Senator Susan Rubio for her support to run for City Clerk
and City Council; and thanked Chief Deputy City Clerk for overseeing the election
process.
Mayor Lozano paid tribute to Council Member Baca for her service although she was not
present.
• Gavel Plaque for Outgoing Mayor Pro Tern, Ricardo Pacheco
The City Council provided outgoing Mayor Pro Tem Pacheco with a gavel plaque.
PUBLIC COMMUNICATIONS
Mayor Lozano opened Public Communications at 8:51 p.m. and noted that each speaker
is permitted a total of three (3) minutes to speak.
Seeing no individuals wishing to speak, Public Communications closed at 8:51 p.m.
ADJOURNMENT
There being no other business to discuss, and all other matters having been addressed,
a motion was made by Mayor Lozano, seconded by Mayor Pro Tern Garcia, to adjourn
the meeting at 8:55 p.m.
