Election Code, State of California, the City Council of the City of Baldwin Park met in adjourned regular session at the above place at 7:30 P.M. and canvassed the returns and Absentee Ballots and declared the results of the April 12th, 1960, General Municipal Election. Councilman Wilson led the salute to the flag. Roll Cali: Present: COUNCILMEN BISHOP, HOLMES, LITTLEJOHN, WILSON AND MAYOR COLE Absent: NONE Also Present: CHIEF ADMINISTRATIVE OFFICER ASMUS, CITY ATTORNEY GORLICK, CITY TREASURER PUGH AND CITY CLERK BALKUS 00- Mayor Cole announced that, this being the time and place fixed for the canvass of the returns of the General Muni- cipal Election held on April 12, 1960, the returns of said election and the absentee votes cast at said election that have been received) would be duly and regularly canvassed as provided, by law. The City Clerk announced there were 34 absentee ballots cast and the City Council proceeded with the canvass of the ballots. COUNCILMAN LITTLEJOHN MOVED THAT RESOLUTION NO. 60-37 BE READ BY TITLE ONLY. COUNCILMAN WILSON SECONDED. There were no objections, the motion carried and was so ordered by Mayor Cole. WHEREAS, a regular general municipal election was held and conducted in the City of Baldwin Park, County of Los Angeles, State of California, on Tuesday the 12th day of April, 1960, as required by law; and WHEREAS, notice of said election was duly and regularly given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects said election was held and conducted and the votes cast thereat, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in general law cities; and WHEREAS, on thel9th day of April, 1960, at the hour of 7:30 p.m., the City Council duly assembled at its usual place of meeting and has canvassed the returns of said election and as a result of which, the City Council finds that the number of votes cast and the names of the persons voted for, the office each person was voted for, and other matters required by law to be as stated hereinafter; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF BALDWIN PARK, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That there were 22 voting precincts established for the purpose of holding said election consisting of consolidations) of the regular election precincts iri the City of Baldwin Park as established for the holding of state and county elections. SECTION 2. The City Council does declare and de- termine that: LETCHER BISHOP was elected as Member of the City Council of said City for the full term of four years; HUB H. BLOXHAM was elected as Member of the City Council of said City for the full term of four years; DONALD V. HOLMES was elected as Member of the City Council of said City for the full term of four years; THELMA L. BALKUS was elected City Clerk of said City for the full term of four years; EVA ELDER PUGH was elected City Treasurer of said City for the full term of four years; SECTION 6. The City Clerk shall enter on the records of the City Council of said City, a statement of the result of said election showing: I) The whole number of votes cast in the city; 2) The names of the persons voted for; 3) The measures voted upon; 4) For what office each person was voted for; 5) The number of votes given at each precinct to each person, and for and against each measure; 6) The number of votes given in the city to each person, and for and against each measure. I SECTION B. That the City Clerk shall immediately make and, upon compliance by the persons elected with the provisions of Section 4533 and Section 4536 of the Elections Code of the State of California, shall deliver to each of such persons so elected a certifdcate;of election signed by her and duly authenicated; that she shall also administer to each person elected the oath of office prescribed in the State Constitution of the State of California and shall have them subscribe thereto and file the same in her office. She shall also re- quire from each of such respective persons so elected the required loyalty oath and file the same in her office. Whereupon, each and all of said persons so elected shall be inducted into the respective office to which they have been elected. SECTION 9. BALKUS, CITY CLERK 00- At this time Mayor Cole asked City Clerk Backus to stand and take the Oath of Office, after confirmation of the filing of her campaign statement. After taking the Oath of Office as City Clerk, City Clerk Balkus thanked the citizens of Baldwin Park for their sup- port and pledged her continued efforts for their welfare. City Clerk Balkus then administered the oath of Office to Councilmen Bishop, Holmes and Bloxh'am and to City Treasurer Pugh and stated that she had received notice from Registrar of Voter's Office that each of their campaign statements had been filed. City Clerk Balkus then delivered to each person elected a Certificate of Election. Retiring Councilman Wilson took this opportunity to thank all his friends who had supported him, and stated that it had been an honor to have filled the unexpired term of Mr. Ed Stephens, wishing good luck to all the Council members. Newly-elected Councilman Hub H. Bloxham was welcomed by Mayor Cole, and he, in turn, expressed his thanks to all his sup- porters and pledged to do his best". City Treasurer Pugh next expressed her thanks to all her friends who had supported her. CITY CLERK BALKUS GIVEN OATH OF OFFICE. Councilman Bishop stated that the people's vote of confi- dence was very gratifying and expressed his thanks to all his many supporters. 00- COUNCILMAN LITTLEJOHN MOVED THAT A SCROLL BE PREPARED FOR PRESENTATION TO ARTHUR F. WILSON FOR THE TIME THAT HE SERVED ON THE CITY COUNCIL, AS A FOND REMEMBRANCE. COUNCIL- MAN HOLMES SECONDED. There were no objections, the motion carried and was so ordered by Mayor Cole. 00- In order to proceed with the reorganization of the City Council, Mayor Cole turned the meeting over to City Clerk Bal,kus. She announced that this was the time that all Council members were on equal basis, to nominate and elect, and that voting could be done by roll call or secret ballot. Voting was handled by secret ballot, with Lynn H. Cole be- coming Mayor again by a vote of 3-2. Mayor Cole expressed his thanks to the Council for their confidence and pledged his efforts toward all members work- ing together as a team for the benefit of the citizens and the furtherance of the City. Mayor Cole distributed the ballots for election of Mayor pro tem, and the results proved that Letcher Bishop was unanimously elected. Councilman Bishop then thanked members of Council for their vote. At this time, Mayor Cole announced that the matter of re- organizing the Council was concluded and that other matters of business would now be heard. 00- Chief Administrative Officer Asmus reported that Council had asked that the Community Recreation Program Agreement be re- vised and brought back tonight, copies of which had been given to Council. Discussion followed wherein City Attorney Gorlick approved the revis,ions. COUNCILMAN HOLMES MOVED THAT COUNCIL APPROVE THIS AGREEMENT AND THAT THE PROPER OFFICIALS BE AUTHORIZED TO SIGN. COUNCIL- MAN BISHOP SECONDED. Mayor Cole so appointed Councilman Bloxahm to serve on this committee with Councilman Bishop. 00- Chief Administrative Officer Asmus stated that he had a request for payment on a bill from Paul H. Elmore, Electri- cal Contractor, for the rewiring of the City Shop that was destroyed by fire, the total amount being $286.00 damage by fire $136.00; balance being for installation of $220.00 service needed to operate a welder). He further stated that there would be no portion of the $136.00 refundable by in- surance because those buildings were not included in the insurance. Discussion followed. COUNCILMAN HOLMS MOVED THAT PAYMENT TO PAUL H. ELMORE, ELECTRICAL CONTRACTOR, FOR REWIRING OF THE CITY SHOP, IN THE AMOUNT OF $286.00 BE APPROVED. COUNCILMAN BISHOP SECONDED. The motion carried by the following vote: AYES: COUNCILMAN HOLMES, BISHOP, BLOXHAM, LITTLEJOHN AND MAYOR COLE NOES: NONE ABSENT: NONE 00- Chief Administrative Officer Asmus reported that the tabu- lation had not been completed, as yet, on the gas bids, but would beready for presentation at the meeting of May 2, 1960. He circulated a 9-months expenditure report for Council's perusal, and discussion followed. 00- At this time, members of the audience were introduced as follows: Mrs. Pauline Bloxham, Miss Susan Gorlick, daughter of City Attorney Gorlick, Mrs. Ina Cole, Mr. George M.
