The City Council of the City of Baldwin Park met in adjourned
regular session at the above place at 7:30 p.m.
Roll Call: Present: COUNCILMEN BISHOP, BLOXHAM,

City Clerk Balkus administered the oath to those in the
audience desiring to speak before Council.
Mr. James Yates, 14537 East Pacific Avenue, Baldwin Park,
asked Council to reconsider the requirement for curbs, gutter,
and sidewalks at 12825 Chelsfield, Baldwin Park, Lot Split
No. 264. He further stated that there was 192' of curb,
gutter and sidewalks; that he has a loan commitment with the
First Savings & Loan of Pasadena in an amount of $5,500.00,
of which $1,000.00 is being withheld until curb, gutter and
sidewalks are Installed; that City Engineer Young had stated
this installation could not be made now due to a drainage
problem and that it would cost the City $500.00 to install
pipe underneath Barnes Avenue; that the loan company would
not accept a cash deposit, nor a letter from the City Eng-
ineer stating that work would be done; that the solution
would be to permitinstallation now, and then bury them.
Considerable discussion followed wherein it~was the general
consensus of opinion that the problem was not In the estab-
lishing of grades, but in the drainage; that the solution
appeared to be to install curb, gutter and sidewalks and then
bury them.
COUNCILMAN HOLMES MOVED THAT COUNCIL INSTRUCT THE CITY ENGIN-
EER TO ESTABLISH GRADES AND THAT CURB, GUTTER AND SIDEWALKS
BE INSTALLED AND COVERED UNTIL SUCH TIME AS THE DRAINAGE
PROBLEM CAN BE SOLVED. COUNCILMAN BISHOP SECONDED. The

Adjourned Regular Meeting of the Baldwin Park City Council
Chief Administrative Officer Asmus presented the matter of
a reduction In telephone service cost offered by the General
Telephone Company wherein a new Type 40 40 stations, 10
trunks) Automatic Board has been developed City now has
Type 50); that on approval the City's monthly bills would
be reduced by $39.25, effective May 15, 1960; that this re-
placement would be at no cost to the City; that the new
equipment would not require a termination agreement; that
the City would save $485.00 yearly; that it would cost
$300.00 to reinstall Type 50 if the need arose, but the
savings effected from Type 40 would exceed that cost.
COUNCILMAN HOLMES MOVED THAT COUNCIL INSTRUCT THE CHIEF
ADMINISTRATIVE OFFICER TO NOTIFY THE GENERAL TELEPHONE
COMAPNY THAT THIS NEW RATE SCHEDULE AS PROPOSED AND-OUT-
LINED IN THEIR LETTER DATED JUNE 17, 1960, IS ACCEPTED.
COUNCILMAN BISHOP SECONDED. There were no objections,
the motion carried and was so ordered by Mayor Cole.

Chief Administrative Officer Asmps-presented the matter of
the,amendment to the Community Recreation Program Agreement,
stating that Councilman Bishop woulfd present information de-
rived from attending a recent meeting.
Councilman Bishop reported that he had attended a meeting on
Tuesday night, June 21, 1960,,wherein it was recommended that
the revision be approved; that this would be the last year the
school would participate In this program, adtnrding to Doyle
T. Lackey.
At the request of Mayor Cole, Chief Administrative Officer
Asmus read Resolution No. 60-59 by title as follows:

Councilman Bishop extended an invitation from Mr. Quin Frazier
to all members of Council to visit the different sbhools and
see the type of program set up. He also listed the various
schools and the hours they would be open, and suggested that
the Chief Administrative Officer check further on the state-
ment made by Mr. Lackey in order to determine if it was the
opinion of one person, or of many.
Chief Administrative Officer Asmus presented the matter of a
regional problem with the City of Covina regarding changing
of the Master Plan of Highways, wherein the Planning Director
of the City of Covina had contacted his office with the in-
tent of determining why our City felt Badillo should remain
a 100' highway, as pressure had been exerted in their community

to reduce It to 801. He further stated that he had prepared
a letter to be sent to the City Council of the City of Covina,
giving facts as to the situation In Baldwin Park, which letter
will be presented at their July 5, 1960 meeting, and requested
Council's concurrence.
Discussion followed wherein it was the general consensus of
opinion that Badillo should be retained as a major highway,
remaining at 1001 width, with the recommendation that the
City of Covina and the County of Los Angeles be so advised.
Chief Administrative Officer Asmus read in full the letter he
had prepared for transmission to the City of Covina of which
Council approved unanimously.
Chief Administrative Officer Asmus presented the matter of ac-
cumulated vacation credits and particularly as it applies to
Section 6E 3) of the current salary resolution. He stated
that investigation had revealed that compliance with the reso-
lution had been met with the exception of five employees, and
of these, only one had accrued more than 3 days over the allow-
able 21 calendar days; suggested Council consider adopting a
resolution at this time and incorporate it In 1960-61 salary
resolution, the provision that would permit those employees
that earned, but lost, vacation credits during the past year,
to accrue 2 days per month instead of I day, until they had
again gained those days lost this year due to the 21 day
limitation; that any extra vacation credits In excess of
21 calendar days not used on or before June 30, 1961, would
be lost; that under this recommended policy, if adopted,
during fiscal year 1960-61, a shortage of personnel in the
Police Department would be created,however, plans would be
made to schedule the additional time off periods when the
normal routine of the department's operation would be least
affected.
Considerable discussion followed wherein Councilman Littlejohn
stated that he would like to have the Chief Administrative
Officer bring back a report on the amount of time for each of
the individuals involved, as of July I, 1960, so It could be
determined whatthe cost would be to the City If payment were
made In lieu of time off. City Attorney Gorlick gave clari-
fication on the only legal method of payment Council could
make and further interpreted the intent of Resolution No.
59-70.
At the request of Mayor Cole, City Clerk Balkus read Reso-
lution No. 60-60 In full as follows:

WHEREAS, In July, 1959, the City Council limited the
accumulation of vacation time to twenty-one 21) calendar
days; and
WHEREAS, the previous limitation had been thirty 30)
working days; and
WHEREAS, several employees were at or close to the re-
duced limit when it went Into effect, and consequently, were
unable thereafter to accumulate much of the vacation time
they would otherwise have been able to accumulate during
fiscal year 1959-60; and

WHEREAS, the City Council desires to rectify this
inequity,
NOW, THEREFORE, the City Council of the City of Baldwin
Park does resolve as follows:
Section I. That during fiscal year 1960-61, any officer
or employee of the City who failed to accumulate vacation
allowance during fiscal year 1959-60 because of the twenty-one
21) day limitation, shall be credited with an extra day of
vacation allowance for each day of,vacation allowance earned
during fiscal year 1960-61 until the extra vacation credits
aggregate the number of vacation days lost during fiscal year
1959-60.
Section 2. That said extra vacation credits may be ac-
cumulated in excess of any existing limlatation on vacation
allowance but must be used during fiscal year 1960-61. Any
extra vacation credits not used by July 1, 1961, shall be
forfeited.
ADOPTED by the City Council, signed by the Mayor, and
attested by the City Clerk this 23rd day of June, 1960.

Discussion followed wherein the Chief Administrative Officer
was instructed to write a letter to Dale Ingram, Chairman of
the Board, and offer a room here In City Hall as temporary
quarters for the Civil Defense Director. The Cons unication
Officer, who was in attendance,: came forward and explained
the need and use of various items on the budget, i.e., a
teletypewriter, adapter, first aid cabinets, etc.

Chief Administrative Officer Asmus stated that before entering BUDGET STUDY
discussion on the salaries and pay plan, he wished to inform Budget Figures
Council that, without changes in the Civil Defense Budget outlined by C.A.O.
tonight, and by considering salaries as outlined for department
heads, and by not counting any of the adjustments or 21% in-
crease he had recommended, the total budget figure was now
$772,981.00 which is about $500.00 less than the original figure.
Of this amount, $495,915.00 is salaries; $216,677.00 is services,
supplies and expense; $60,389.00 is strictly outlay. He further
stated that the current operating revenue is $651,000.00; that
this budget has been built on a $0.13 tax rate,

Littlejohn expressed a feeling of opposition to a percentage
salary increase, over-all, as not being fair to the lower classi-

board with a $5.00 per month uniform allowance. Motor Patrol-
man and Detective changed to Schedule 10 plus 5% and $5.00 per
month uniform allowance, Schedule number II increased by $10.00
per month across the board. Schedule 12 increased by $15.00
per month across the board plus $5.00 per month uniform allow-
ance for Police Sergeant, Schedule number 14 increased by $10.00
per month across the board plus $5.00 per month uniform allowance.
Study and discussion ensued with regard to Fixed Administrative Fixed Administrative
Series wherein the matter of supervisory personnel in the Police, Series
Department was given principal consideration.

Councilman Bishop in expressing his feelings toward proper
police coverage of the City, contended that the position of
patrolman should be increased to number twenty.
The Position of Poll-ce Captain, after some discussion, was
given an increase is salary of $25.00 per month.(from $600
per month to $625.00 per month).

Adjourned Regular Meeting of the Baldwin Park City Council
Discussion ensued with regard to an increase of $100.00 per
month In-the salary of the City Engineer, wherein Councilman
Bishop commended City Engineer Young on the immense improve-
ment in his department in the past two years and on his cap-
able acceptance and conduction of responsibilities, with less
professional assistance than any other department In City Hall.
COUNCILMAN BISHOP MOVED THAT THE SALARY OF THE CITY ENGINEER
BE INCREASED TO $900.00 PER MONTH, $10,800.00 PER YEAR.
COUNCILMAN HOLMES SECONDED. There were no objections, the
motion carried and was so orderedby Mayor Cole.
There was discussion with regard to an increase in salary of
the Chief of Police wherein Councilman Holmes expressed his
opinion on the competency of the Chief of Police, feeling that
an increase in the amount of $50.00 per month was warranted.
COUNCILMAN BLOXHAM MOVED THAT THE SALARY OF THE CHIEF OF
POLICE BE INCREASED TO $800.00-PER-MONTH. CO I LMAN LITTLE-
JOHN SECONDED. There were no objections, the motion carried
and was so ordered by Mayor Cole.
Chief Administrative Officer Asmus clarified his reasons for
changing the Assistant Chief Adninistrative Officer to the
classified pay plan, under Schedule No. 18, in that it would
give the individual more incentive and that salary increases
would be based on merit. He further stated that the Assistant
Chief Administrative Officer had assumed the enure responsi-
bility for personnel in that he will handle all recruitment,
testing, etc.; that he supervised the preparation and checking
of payroll, plus other duties and responsibilities~so assigned
which he has ably performed. Councilman Bishop commended the
Assistant Chief Administrative Officer for his' excellent public
relations created since-his employment with the City.

THER ADVANCING, AT THE END OF FOUR YEARS TO $738.00. COUNCIL-
MAN HOLMES SECONDED. There were no objections, the motion
carried and was so ordered by Mayor Cole.
General discussion followed with regard to an Increase in
salary of $100.00 per month for the thief Administrative
Off icer.

Asmus suggested that Council permit him to make the nec-
essary corrections, etc. so he can present the final budget
figures before Council makes any decisions on Items such as
air conditioning, etc.
