regular session at the above place at 7:30 o'clock p.m.

Discussion followed wherein City Attorney Gorlick stated that
this matter would have to go. through another set of public
hearings by both the Planning Commission and the City Council
before any action could be taken, and. suggested that Council
instruct him to prepare the necessary amendment to the Master
Plan to reduce the width of Vineland Avenue. He further
stated that the last resolution covering Vineland Avenue was
all the way from Badillo to San Bernardino Freeway.
COUNCILMAN BLOXHAM MOVED THAT COUNCIL REFER THIS MATTER TO
THE PLANNING COMMISSION AND THAT THE CITY ATTORNEY BE IN=
STRUCTED TO PREPARE A PROPOSED AMENDMENT TO THE MASTER PLAN,
AS IT NON READS. COUNCILMAN HOLMES SECONDED. The motion
carried by the following vote:

Mayor Cole informed those in the audience that this matter has
now been referred bakc to the Planning Commission; that public
hearings will be held by them,'of which people will be noti-
fied; that the matter will then corns back before the City
Council for public hearings, with proper notification. being
made to the people that the Planning Commission has ninety
days in which to refer this matter back to Council. It was
also mentioned that Resolution No. 59-119, amending Master
Plan of Highways, stipuSited, with regard to Vineland Avenue..
From Ramona Boulevard to San Berpardino Freeway as a second-
ary highway, with a minimum width of 801.

Chief Administrative Officer Asmus expla-ined-the matter re-
garding Mrs. Philip Biete, 4420 Bogart Avenue, Baldwin Park,
in that she was not attempting to do-anything illegal by in-
stalling a second kitchen in her home and was not aware that
a duplex was being created; that the individuals doing the
electrical work did not apply for a,permit until after the
work was completed; that the plumbing contractor stated he
would refund all of the money and the electrical contractor
stated he would refund 50% of the money paid by Mrs. Blette;
that to permit this condition would constitute a violation of
the. zoning ordinance, as it woudl be creating an R-2 type
structure; that this request could be granted through the ex-
ception procedure, but this would involve an additional fee
of $100.00 and public hearings before the Planning Commission
and the City Council, and that such exception would be valid
only as long as the condition exists.
Discussion followed wherein City Attorney Gorlick stated that
the only manner in which this could legally be done would be
through an exception procedure to the zoning ordinance, as
the question, basically, is whether the installation of this
extra kitchen creates an R-2 use. After analysis of the
situation, his conclusion was that It did, as normally an
extra kitchen is not installed.
Mrs. Phillip Biette, 4220 Bogart Avenue, Baldwin Park, stated
that she had not done anything to the room bedroom) itself,
with the.exceptlon of installing a 6-way unit electric stove,
refrigerator and sink); that this need of another kitchen was
occasioned by her sister and her five year old child living
with them.

Considerable discussion ensued wherein It was the general
consensus opinion that, while in sympathy with the problem,
a violation of the zoning ordinance is existent.
IT WAS THE SUGGESTION OF COUNCIL THAT MRS. BIETTE DISCUSS,
WITH HER HUSBAND, THE POSSIBILITY OF ELIMINATING THE PRESENT
KITCHEN, WHICH WOULD THEN ENABLE THE BUILDING DEPARTMENT TO
PROCEED AND THEREBY EXPEDITE THE ENTIRE MATTER.

Board meeting but that there would be a meeting of Area D"
tomorrow afternoon, July 19, 1960, at 3:00 p.m., In the City
of Monrovia, In order to determine what could be done about
the position of Director.
Councilman Holmes reported that the next meeting of the Upper
San Gabriel Valley Water Association would be held on August
10, 1960, at Eaton's Santa Anita, Arcadia.
City Clerk Balkus presented two Applications for Transfer of
Alcoholic Beverage License, being: I) Nadine and Thomas
McDevitt to Daniel W. Moss, 1834 North Puente Avenue, Baldwin
Park 2) Kenneth N. Rogers and Edgar and Jacqueline Smith to
Edgar and Jacqueline Smith, 5136 Rivergrade Road, Baldwin
Park.
Mayor Cole stated that this was a matter of information only
and that no action was required.
City Clerk Backus requested that Zone Case Z-64 request for
change of zone from A-I to M-l, 15110 East Ramona Boulevard,
Baldwin Park, Doris Glaetzner and Cathron Lee Miller, be
set for public hearing on August I, 1960, at 8:00 o'clock
p.m., in'the Council Chambers of the City Hall.
COUNCILMAN LITTLEJOHN MOVED THAT ZONE CASE Z-64, REQUEST TO
CHANGE ZONING OF PROPERTY AT THE SOUTHEAST CORNER OF EAST
RAMONA BOULEVARD AND NORTH PUENTE AVENUE FROM A-I TO M-I, BE
SET FOR PUBLIC HEARING ON AUGUST 1, 1960, AT 8:00 O'CLOCK P.M.,
IN THE COUNCIL CHAMBERS OF THE CITY HALL. COUNCILMAN HOLMES
SECONDED. There were no objections, the motion carried and
was so ordered by Mayor Cole.
Chief-Administrative Officer Asmus presented a Petition from
residents and property owners on Morgan-Avenue requesting
that something be done to eliminate a dust hazard".
City Engineer Young stated that they had oiled this area
last Thursday and Friday and had thought that would take
care of the dust; that there had been three calls from the
Chamber of Commerce, but none had been received since Thurs-
day.
IT WAS THE CONSENSUS OF OPINION OF COUNCIL TO LET THE MATTER
REST AS IT IS UNLESS COMPLAINTS ARE FORTHCOMING IN THAT THE
OILING OF THE STREET BY THE CITY HAS NOT SUCCESSFULLY ELIMI-
NATED THE DUST CONDITION.

Regular Meeting of the Baldwin Park City Council'
Chief Administrative Officer Asmus presented the matter of a
proposed weight limit on certain city streets, stating that
the City Attorney had prepared a pYeliminary ordinance which
would prohibit the use of most streets in the City of Baldwin
Park to any commercial vehicle exceeding'a maximum gross
weight of 8,000 lbs. with certain exceptions. He also sub-
mitted recommendations in order to initiate the procedure
required to adopt the proposed ordinance.
Discussion ensued.
Mrs. Edward A. Wren Wren's Truck Maintenance) 14835 East El
Monte, Baldwin Park, requested clarification as to the extent
of prohibiting commercial vehicles on designated city streets,
and discussed the hardship of operating a business under
this proposal.
COUNCILMAN HOLMES MOVED THAT PUBLIC HEARING IN THE MATTER OF
LIMITING COMMERCIAL VEHICULAR TRAFFIC WITHIN THE CITY BE SET
FOR SEPTEMBER 19, 1960, AND THAT THE RECOMMENDATIONS OF THE
CHIEF ADMINISTRATIVE OFFICER BE APPROVED, BEING: l) THE
CITY CLERK BE INSTRUCTED TO PUBLISH SAID' NOTICE IN THE SAN
GABRIEL VALLEY TRIBUNE 2) THE CITY CLERK BE INSTRUCTED TO
POST SAID NOTICE AS PROVIDED UNDER SECTION 2708 OF THE MUNI-
CIPAL CODE 3) THE CITY CLERK BE INSTRUCTED TO,FURNI.SH THE.
BALDVIN PARK CHAMBER OF COMMERCE A COPY OF SAID NOTICE AND
REQUEST THEIR COMMENTS THEREON 4) THE CITY CLERK BE IN-
STRUCTED TO FURNISH COPIES OF SAID NOTICE TO THE OFFICERS OF

Further discussion followed wherein Mrs. I.gna, present in
the audience, questioned delivery trucks being permitted to
make deliveries... to which she was informed that there
would be no preclusion of deliveries being made. It was
the general consensus of opinion of Council that the desig-
nated streets, as listed in the proposed ordinance, needed
more study and reviewing.
WITH THE CONSENT OF THE SECOND;, COUNCILMAN HOLMES WITHDREW
HIS MOTION.
IT WAS THE INSTRUCTION OF COUNCIL THAT THE PROPOSED ORDINANCE
BE REFERRED BACK TO THE CITY ATTORNEY WITH THE CONSENSUS OF
OPINION BEING THAT COUNCIL SHOULD STUDY THIS MATTER FURTHER.

Planning Director Mansfield presented Lot Split Case No.269,
a request by Walter M. and Edith M. Shuck for a lot split at
4174 North Center Street, Baldwin Park; Mr. Mansfield ex-
plained the findings of the Planning Commission and that they
recommended approval of the lot split subject to the condi-
tions In Planning Commission Resolution No.545.
COUNCILMAN HOLMES MOVED THAT THE FINDINGS OF COUNCIL CONCUR
WITH THE FINDINGS OF THE PLANNING COMMISSION AND THAT LOT
SPLIT NO.'269, PLANNING COMMISSION. RESOLUTION NO. 545, BE
APPROVED. COUNCILMAN LITTLEJOHN SECONDED. There were no

Planning Director Mansfield presented Lot Split Case No. 270,
a request by Leon E. and Dolores A. Barnes for a lot split at
4662 North Walnut Street, Baldwin Park. Mr. Mansfield ex-
plained the findings of the Planning Commission and that they
recommended approval of the lot split subject to the conditions
in Planning Commission Resolution No. 544.
COUNCILMAN BISHOP MOVED THAT THE FINDINGS OF THE COUNCIL
CONCUR WITH THE FINDINGS OF THE PLANNING COMMISSION AND

Councilman Bishop questioned what the City could do about the
Pacific Electric right of way, that it certainly was a problem.

eyesore to the community.
Discussion ensued wherein Chief Administrative Officer Asmus
stated that Mrs. Barbara Stafford has evinced an interest in
this-project since its abandonment by Mrs. Marianne Johnson,
and has suggested that a member of Council attend their next
meeting. It had also been suggested that the iris be taken
out due to the impossibility to weed the area, and because
they did not appear to be the proper type of planting to ful-
fill the purpose.

Mrs. Eugenia Igna, who had previously expressed the desire to
speak before Council, stated that she would wait until the
next meeting due to the inability of her attorney to appear
tonight.

Mayor Cole reported that he had received a call from a party
wanting to buy the 25' strip along Stewart Avenue owned by
the City for planting purposes, but no purchase price had
been suggested.
Discussion followed wherein Chief Administrative Officer Asmus
stated that, in order to sell this property, it would have to
be advertised and a minimum price set. A price of around
$3,000.00 was suggested by Council.
CHIEF ADMINISTRATIVE OFFICER ASMUS WAS INSTRUCTED TO CONTACT
THE PROPERTY OWNER OF THE SOUTHWEST CORNER OF LOS ANGELES
STREET AND STEWART AVENUE IN ORDER TO DETERMINE A POSSIBILITY
OF SALE.

Chief Administrative Officer Asmus reported that it had been
determined that mosquitoes, in the vicinity of Paddy Lane,
were caused by a local drain defect and that the fault had
been remedied,

Chief Administrative Officer Asmus presented a recommenda-
tion and request by City Engineer Young regarding the ap-
pointment of Mr. Harry E. Drumbeater as Engineering Aide, at
Schedule 11, Step C", $486.00 per month, starting July 19,
1960.
City Engineer Young stated that Mr. Drumbeater had been pro-
visionally appointed as Engineering Aide on July II, 1960, at
salary Schedule li, Step A", $442.00 per month, with this
rate being continued until July 19, 1960. He elaborated upon
the work experience of Mr. Drumbeater and reported that refer-
ences given had proven most satisfactory.

Councilman Holmes requested clarification of Administrative
Regulation G-60-4, Item 3, Payroll Reporting.
Chief Administrative Officer Asmus,stated that a negative re-
porting system was in use, having started with the payroll
period of July 1, 1960. Also, that individual daily time
records were no longer being used...that each department was
responsible for maintaining control on employee attendance
that the consolidated payroll report would reflect the time
worked by each employee.
Discussion ensued wherein the feasibility of Installing a
time clock was debated.
COUNCILMAN BISHOP MOVED THAT THE CHIEF ADMINISTRATIVE OFFICER
BE INSTRUCTED TO CHECK INTO THE PURCHASE OF A TIME CLOCK AND
REPORT BACK TO COUNCIL. COUNCILMAN BLOXHAM SECONDED. There
were no objections, the motion carried and was so ordered by
Mayor Cole.

Councilman Bishop questioned if the Chief Administrative
Officer had been able to secure any information' regarding
the placing of salaries for Councilmen on the November
ballot.'
Chief Administrative Officer Asmus stated that he had not,
as yet, acquired this data but that it could go on the
November ballot as long as it was there 45 days before the
elections.
CHIEF ADMINISTRATIVE OFFICER ASMUS WAS INSTRUCTED TO CHECK
OUT THE PLACING OF THIS MATTER ON THE NOVEMBER BALLOT AND
REPORT BACK TO COUNCIL.

Councilman Littlejohn questioned if, when the'storm drain
Is put' in on Los Angeles Street,.there would be any chance
ctf get.ring trunk lines in for,sewers; that pressure should
be brought to bear on Mr. Boneili and the Sanitation Board.
Considerable discussion followed wherein Chief Administra-
tive Officer Asmus reported,that the,Chamber of Commerce
had appointed a committee on sewers.
