The City Council of the City of Baldwin Park met In adjourned
regular session at the above place at 7:30 p.m.
Councilman Holmes led the salute to the flag.

Due to City Clerk Balkus being on vacation and, therefore,
absent from this adjourned regular meeting, Deputy City Clerk
Smith served in her capacity.
Deputy City Clerk Smith administered the oath to those in the
audience desiring to be heard during the meeting.
Mrs. Verna B. Basham, 4829 Azusa Canyon Road, Baldwin Park,
spokesman for the people along this road, presented three
petitions to Council with the suggestion that one be handed
to the City Manager of Irwindale, as he refused acceptance
from her, stating that he dealt only with City Managers.
She read an article from the Irwindale Sun regarding the
rerouting of trucks from Irwindale Boulevard to Azusa Canyon
Road, published on Friday, August 12, 1960, and stated that,
as they are on the borderline", they look to the City for
protection of their children and their rights.
Discussion followed wherein Chief Administrative Officer
Asmus elaborated further on this matter, suggesting that
all that Baldwin Park could do legally was to attempt to
call a meeting of the neighboring cities in an endeavor
to solve this problem.
COUNCILMAN HOLMES MOVED THAT THESE PETITIONS BE ACCEPTED
AND TRANSMITTED TO THE CITY OF IRNINDALE. COUNCILMAN
BLOXHAM SECONDED. There were no objections, the motion
carried and was so ordered by Mayor Cole.
Further discussion ensued wherein City Engineer Young
stated that he would present this matter to the East San
Gabriel Valley Engineers at their August 31, 1960, meet-
ing, and that it was the general consensus of opinion
that Council, as a whole, should have a public meeting
with the Councils of Irwindale and West Covina.

TO ASK THE MAYORS OF THE CITIES OF IRNINDALE AND WEST
COVINA TO CALL A MEETING OF THEIR COUNCILS TO DISCUSS, WITH
THE CITY OF BALDWIN PARK, MUTUAL PROBLEMS, AT THE EARLIEST
POSSIBLE DATE. COUNCILMAN HOLMES SECONDED. There were no
objections, the motion carried and was so ordered by Mayor
Cole.

Adjourned Regular Meeting of the Baldwin Park City Council
Mayor Cole informed the people in the audience from this area
to call, in case of necessity, either the California Highway
Patrol or the San Dimas Sheriff's Office.
Mrs. Marie S. Kaufman, 5029 North Azusa Canyon Road, Baldwin
Park, requested clarification as to the location of their
property line with regard to the jurisdiction of the City of
Baldwin Park.
City Engineer Young stated that the property line is the City
limit line of Baldwin Park, so that the entire street, in-
cluding curb, gutter and sidewalk would be in the City of
Irwindale.

Councilman Holmes reported that he and a number of others
went to Oxnard, California, last Friday and inspected the
salt water conversion plant in operation there; that this
matter of conversion is extremely costly and still a long
way off for common usage; that the water table is the A owest
that it has been in the last 30-40 years and dropping at a
rate of almost 3' a month; that the only answer to supple-
mental water is the passing this bond issue in November.

City Attorney Gorlick reported that on August 17, 1960, the
City was served with an Alternative Writ of Mandate in the
Hopkins-Cat°liier case, and explained that it is a process
which, in effect, states to the City that either they rescind
their order denying the Special Use Permit or show the Court
cause why they should not rescind the order. He further
stated that the Court has set the date of September 7, 1960,
at 9:30 a.m. for a hearing on whether or not, a permanent writ
should be issued, and ordered that all exhibits be filed and
considered prior to the date of the hearing.

Chief Administrative Officer Asmus presented the matter of
the ballot proposition with regard to an increase i,n Council
salaries stating that he has not made any report on it.
Discussion followed wherein Councilman Holmes expressed his
opinion in that it would not be feasible that the salaries
be raised and that being a member of Council was strictly
a civic duty; wherein Councilman Bishop felt that an in-
crease in Councilmanic salaries would entice better quali-
fied people those that could devote more time and ef-
fort to civic problems; wherein Councilman Littlejohn
stated that he felt the figures suggested were out of reas-
on.

Chief Administrative Officer Asmus presented the matter of a
request for waiver of sidewalk, Mr. George Mark, 4749 North
Sierra Madre, Baldwin Park, which was again before Council,
this time in the form of a petition from not only Mr. Mark
but also many of his neighbors. Mr. Asmus located this area
on the map for benefit of Council and explained that the
petitioners were requesting the City to connect the existing
pavement, but that they would install curbs and gutters and
requested waiver of sidewalks. He further stated that there
was no formal written agreement between the County and the
property owners in that area wherein the County agreed to im-
prove it in exchange for the dedication.
COUNCILMAN LITTLEJOHN MOVED THAT THE MATTER BE REFERRED TO
THE CITY ENGINEER FOR FURTHER STUDY, BRINGING BACK TO COUNCIL
A REPORT ON COSTS REGARDING HOOK-UPS, CURBS, GUTTERS AND SIDE-
WALKS. COUNCILMAN HOLMES SECONDED. The motion carried by the
following vote:

Chief Administrative Officer Asmus presented the matter of
truck specifications for Council approval, wherein he stated
that the cost of the dump truck would run somewhere between
$4,600.00 and $5,000.00.

AND A CALL FOR BIDS BE MADE, AS RECOMMENDED BY THE CHIEF AD-

Chief Administrative Officer Asmus presented the matter of
the proposed 8,000 pound weight limit on certain City streets
which was before Council on July 18, 1960. He stated that
at his request City Attorney Gorlick had prepared an amend-
ment to the ordinance which provided for additional exemptions.
Considerable discussion ensued with regard to the legal
requirements of posting signs on streets; wherein City
Engineer Young explained the positioning of various signs;
wherein Councilman Bioxham questioned the matter of signs
being moved; wherein Councilman Bishop questioned the
weight limit being stipulated at 8,000 pounds.
COUNCILMAN LITTLEJOHN MOVED THAT THE ORDINANCE REGARDING
TRUCK ROUTES BE SET FOR PUBLIC HEARING ON NOVEMBER 7,
1960, AT 8:00 O'CLOCK P. M. IN THE COUNCIL CHAMBERS OF
THE CITY HALL. MOTION FAILED FOR LACK OF A SECOND.

Chief Administrative Officer Asmus presented the matter of a
reapproval of a Final Map, Tract No,. 25789, Hornbrook Avenue,
being necessary only because the County Engineer required the
Southern California Edison Company to sign the Title Sheet due
to easements held within this tract prior to subdividing.
COUNCILMAN HOLMES MOVED THAT FINAL MAP, TRACT NO. 25789, BE
APPROVED AND THE PROPER CITY OFFICIALS BE AUTHORIZED TO SIGN.

Chief Administrative Officer Asmus stated that a representa-
tive of Richfield Oil Company was in the audience to offer
clarification of their plans with regard to the construction
of a block wall, as this case was held over from the meeting
of August 15, 1960.
Mr. Charles Milan, 14027 Fidler Avenue, Bellflower, representa-
tive of Richfield Oil Company, stated that his company was de-
sirous of the change of zone and would be happy to comply with
conditions as required by the Council, and that they would
correct their plans, accompanying them with a letter stating
they will install the wall, presenting same to Council at
their next regular meeting of September 6, 1960.
Considerable discussion ensued with legal clarifications given
by City Attorney Gorlick.

INSTRUCTION WAS GIVEN TO MR. CHARLES MILAN, REPRESENTATIVE
OF RICHFIELD OIL CORPORA'T'ION, THAT ORDINANCE NO.. 159.WOULD
NOT RECEIVE SECOND READING AND ADOPTION UNTIL NOTIFICATION
HAS BEEN RECEIVED BY THE CITY THAT A 6' BLOCK WALL HAS BEEN
CONSTRUCTED ALONG THE SOUTHEASTERLY 90' OF THE PROPERTY.
Mr. Milan suggested that all correspondence be addressed to
Richfield Oil Corporation, 645 South Mariposa, Los. Angeles,
California, attention of J. R. Vonde.

Mrs. Marianne Johnson, 3825 North Foster, Baldwin-Park, sug-
gested that, in lieu of the iris plantings, crushed rock be
used; that it had been most successful and ornamental in free-
way planting usages; that this would involve 16 corners, being
the intersections of Foster, Merced, La Rica and Sierra Madre.
Discussion followed.
COUNCILMAN HOLMES MOVED THAT THE CITY ENGINEER BE INSTRUCTED
TO PREPARE A SKETCH ON THE PROPOSED LAY-OUT UTILIZING CRUSHED
ROCK AT THE FOUR INTERSECTIONS 16 CORNERS) IN'LIEU OF THE
IRIS PLANTINGS, AND SUBMIT A REPORT OF COSTS, INCLUDING THE
FEASIBILITY OF STERILIZATION OF THE GROUND FOR THE CONTROL OF
WEEDS, FOR COUNCIL'S CONSIDERATION. COUNCILMAN BLOXHAM
SECONDED. There were no objections, the motion carried and
was so ordered by Mayor Cole.
The matter of the speed limit of trains going through the
City of Baldwin Park was discussed,.with the: consensus of
opinion being that the City Attorney, should check on this,
reporting his findings to Council.

The matter of the Pacific Electric Railroad tracks being
eliminated from the center of the City of Baldwin Park was
considerably discussed, with Mayor Cole appointing Council-
men Bishop and Littlejohn to spearhead the project. It was
the general consensus of opinion that every channel should
be used to force this action....Supervisor, Assemblyman,
Congressman, Senator that a committee be formed, with
all possible aid and assistance from Council and the City
Attorney in this great endeavor to rid Baldwin Park of
these unsightly tracks.

COUNCILMAN BLOXHAM MOVED THAT RESOLUTION NO. 60-82 BE ADOPTED.

In answer to Councilman Bishop's inquiry regarding the purchase
of a time clock, Chief Administrative Officer Asmus stated that
one is available at $150.00, being a 7-day clock, but that he
was going to secure other pertinent data before purchasing it.
Considerable discussion ensued as to the location of the clock,
its merits, etc.

In answer to Councilman Littlejohn's query, as to who was going
to serve as Acting Chief Administrative Officer while Mr. Asmus
was on vacation, the Chief Administrative Officer stated that
he had selected City Clerk Balkus due to her qualifications and
ability to serve in that capacity.
Considerable,discussion followed wherein Chief Administrative
Officer Asmus clarified his reasoning behind the appointment
of Mrs. Balkus to serve in his absence.
COUNCILMAN LITTLEJOHN MOVED THAT THE CITY CLERK BE APPOINTED
TO SERVE, WITHOUT COMPENSATION, IN THE CAPACITY OF CHIEF
ADMINISTRATIVE OFFICER DURING HIS ABSENCE WHILE ON VACATION.
COUNCILMAN HOLMES SECONDED. The motion carried by the fol-
lowing vote:

Chief Administrative Officer Asmus reported that an Assistant
City Engineer had been selected, being a Mr. Paul Milak, who
had previously been Public Work Director for the City of La-
Verne for six years. He further stated that the appointment
will be made effective as of September 16, 1960.

Adjourned Regular Meeting of the Baldwin Park City Council
Councilman Bishop expressed the feeling that the procedure of
payment with regard to expense accounts be changed; that he
wants to see the checks, before payment Is made, being paid
out of the Petty Cash Fund and the Revolving Fund Account.
Discussion followed.
COUNCILMAN BISHOP MOVED THAT THE CITY REVERT TO ORIGINAL PRO-
CEDURE REGARDING THE REPLENISHMENT OF THE REVOLVING FUND, IN
THAT THE CHECKS BE ATTACHED TO THE WARRANT. MOTION FAILED
FOR LACK OF A SECOND.
Further discussion ensued wherein City Attorney Gorlick
stated that, with reference to the legality of Council ex-
pense accounts, either they secure prior approval of Council
before making Investigations, etc., or submit expenditure to
Council for approval afterwards.

IT WAS THE INSTRUCTION OF COUNCIL THAT, HENCEFORTH, ALL ITEMS
BE LISTED INCLUDING CHECK NUMBERS PERTAINING TO THE REVOLVING
FUND ACCOUNT, CERTAIN CLAIMS AND DEMANDS, FOR CLARIFICATION OF
ITEMS PAID FROM THIS FUND.

Mr. L. G. Mitchell, 15332 Arrow Highway, Baldwin Park, stated
that.he had, some time ago, put up a deposit with the City, for
a building permit for the installation of curbs, but work Is
being held up by the City of Irwindale. He further stated that
every time it rains they have flood conditions existent; that
he has hauled in three loads of dirt to alleviate the situation;
that the City Engineer of the City of Irwindale had no intentions
of curbing Arrow Highway and would not set any grades even though
he had a permit; wondered how long the City of Baldwin Park was
going to hold his deposit of $225.00.
Discussion followed wherein Chief Administrative Officer Asmus
stated that the County of Los Angeles was supposed to be work-
ing on this now.
CHIEF ADMINISTRATIVE OFFICER ASMUS RECOMMENDED THE RETURN OF
THE DEPOSIT AND CITY ENrAINEER YOUNG WAS INSTRUCTED TO CHECK
THIS MATTER WITH THE COUNTY OF LOS ANGELES TO SEE WHAT COULD
BE DONE TO ALLEVIATE THE EXISTING CONDITION WITH REGARD TO
FLOODING.
