The City Council of the City of Baldwin Park met in adjourned
regular session at the above place at 7:30 p.m.
Roll Call: Present: COUNCILMEN BLOXHAM, HOLMES,

COUNCILMAN HOLMES MOVED THAT MAYOR COLE BE EXCUSED FROM THIS
MEETING DUE TO BEING HOSPITALIZED FOR SURGERY. COUNCILMAN
LITTLEJOHN SECONDED. There were no objections, the motion
carried and was so ordered by Mayor pro tem Bishop.

City Clerk Balkus presented the matter of a petition, ad-
dressed to Council, regarding Proposed Annexation #11 to
the City of Baldwin Park.
Mayor pro tem Bishop stated the area was bounded roughly
by Puente Avenue, Nelson Avenue, Vineland Avenue, Torch
Street, the Southern Pacific Railroad and the southern
boundary of the City of Baldwin Park.
Discussion followed wherein Council perused the petitions
and that attached maps of the area involved.
COUNCILMAN HOLMES MOVED THAT THESE PETITIONS WITH ATTACHED
MAPS, REGARDING A REQUEST FOR ANNEXATION TO THE CITY OF
BALDNIN PARK BE REFERRED TO THE PLANNING COMMISSION FOR
THEIR REVIEW AND RECOMMENDATIONS. COUNCILMAN LITTLEJOHN
SECONDED. There were no objections, the motion carried and
was so ordered by Mayor pro tem Bishop.

AT 7:43 P.M. COUNCILMAN BLOXHAM MOVED THAT COUNCIL DECLARE
A TEN MINUTE RECESS. COUNCILMAN HOLMES SECONDED. There
were no objections, the motion carried and was so ordered
by Mayor pro tem Bishop. The Council RECONVENED at 7:53
P.M.

City Clerk Balkus administered the oath to the audience
desiring to speak during the meeting.

The matter of Final Map, Tract 23407, was discussed; City
Attorney Gorlick presented a resume of the history and
action to date relative to this matter.
Mr. Tracy Bousman, 212 South First Avenue, Arcadia stated
that he would like to introduce Mrs. Ord, the legal owner;
that she already had loans committed for this property; that
no substantial deviations from the tentative map had been made;

Adjourned Regular Meeting of the Baldwin Park City Council
that at one time, there were two parties involved; however,
Mrs. Ord is now the owner of the remaining 15 lots; that the
drainage easement is not part of the subdivision and cannot
be shown on the map.
Considerable discussion ensued as to the proper disposition
of this matter with further clarification of the previous
proceedings given by the Chief Administrative-Officer.
Mr. Bousman further stated that they were not going to be
able to make any changes as they were unable to acquire right
of way other than where they now have it; that a request was
made by the subdivider for a continuance until the next regu-
lar meeting of Council to be held on December 5, 1960.
COUNCILMAN LITTLEJOHN MOVED THAT THE MATTER OF FINAL MAP,
TRACT 23407, BE CONTINUED TO AND INCLUDING DECEMBER 5, 1960.
COUNCILMAN BLOXHAM SECONDED. The motion carried by the
following vote:

Discussion continued.

City Clerk Backus read a resume as prepared by Planning
Director Mansfield as follows:
CHAIRMAN McCARON opened the meeting and announced that RESUME RE ANNEXA-
the-special meeting was for the consideration of proposed TION PLANNING
Annexation No. 11 only. COMMISSION
PLANNING DLRECTOR MANSFIELD presented a resume and peti-
tions from some of the property owners within the proposed
annexation boundaries. He also pointed out the area in-
volved In Annexation No. II.
DISCUSSION FOLLOWED relative to the proposed boundaries,
and it was later moved by COMMISSIONER TRONAS, and SECONDED
by COMMISSIONER BONNIVIER that the Planning Commission
recommend to the City Council that they initiate proceedings
to annex the area bounded roughly by Puente Avenue, Nelson
Avenue, Vineland Avenue, Torch Street to Southern Pacific
railroad which would be adjacent to the southerly city limits
of the City of Baldwin Park.

Adjourned Regular Meeting of the Baldwin Park City Council
It was stated that a pre-study of this proposed annexation
was made by the Planning Commission at their meeting of
November 25, 1960, and was re-studied, briefly again tonight,
with both reports being filed with the City Clerk.
Mayor pro tem Bishop presented a resume of the findings he
and Assistant Chief Administrative Officer Swindall had de-
termined while making their investigations, In that they had
been working on.this matter for 3 weeks now; that many people
had been contacted; that it was felt they would have the
support of the Bassett Little League; that they had requested
to be present at a meeting of the Property Owner's Associa-
tion in the Bassett area in order to sense the feelings and
opinions expressed; that this project would require more than
just petitions...actual contact and good public relations
would be a requisite.
City'Attorney Gorlick gave clarification as to the legality
of any promotional allocation being permitted by Council
for the pursuit of these investigations, and as to the re-
sponsibilities involved in the event of an election.
Considerable discussion followed wherein City Attorney Gorlick
clarified the procedure necessary to initiate annexation pro-
ceedings.

BY TITLE ONLY. COUNCILMAN LITTLEJOHN SECONDED. There were
no objections, the motion carried and was so ordered by
Mayor pro tem Bishop.

Discussion continued wherein City Attorney Gorlick gave fur-
ther clarification as to the requirements of petitions re-
garding the number of registered voter signatures and as to
the matter of boundaries, etc.

Councilman Holmes reminded members of Council that the
East San Gabriel Valley Planning Commission was meeting
at the Baldwin Park Bowl on Wednesday, November 30, 1960,
with the City of Baldwin Park hosting the occasion.

Adjourned Regular Meeting of the Baldwin Park City Council
Councilman Holmes questioned if anything has as yet been done
with regard to a joint meeting between the City of Baldwin
Park and the City of West Covina.
Chief Administrative Officer Asmus reported that he had
called Mr. Atassa of West Covina who stated that-he would
inform his Mayor, and that in turn, his Mayor would con-
tact Mayor Cole, and that he had suggested the meeting be
set before December 5, 1960.
Discussion ensued wherein Chief Administrative Officer Asmus
stated that indication had been given that the City of West
Covina was willing to meet with Baldwin Park, and that such
a meeting will be accomplished in the near future, being
pertinent to the matter of establishing truck routes; that
our public hearing should remain as set, continuing it, if
necessary.

Councilman Bloxham questioned about the ramps being put out
during the rainy season; that they are not out when they
should be; that no one seems to be able to locate the person
in charge of seeing these are out.
Discussion followed with regard to the availability of em-
ployees responsible for these duties with the suggestion
that a schedule be set stipulating that certain individuals
be on call week-ends, etc.

Councilman Bloxham suggested that it might be wise to be
considering the matter of air conditioning for next summer.

City Attorney Gorlick clarified the matter of annexation
proceedings in that, after the notices to circulate notice
is published, within 10 days thereafter, petitioners have
to file with the City Clerk an affidavit showing that they-
have published the notice. If the Council adopts, within
15 days thereafter, a resolution acknowledging the publi-
cation of the notices to circulate the petition then for
50 days thereafter no other city can fife.

Chief Administrative Officer Asmus presented the matter of
auditing services to be supplied the City by the firm of
Swenson, Clark & File if authorized by Council. He stated
that he had hoped that a member of the firm could have been
present at this meeting, but, in their absence, further
clarified certain specific terms of the proposed agreement.
Discussion ensued wherein Chief Administrative Officer stated
that a new section had been added, being Section 8" regarding
cancellation provision, and that the City Attorney had approved
the agreement.
COUNCILMAN HOLMES MOVED THAT RESOLUTION NO. 60-105 BE READ
BY TITLE ONLY, COUNCILMAN BLOXHAM SECONDED. There were no

RECOMMENDATIONS OF THE ASSISTANT ENGINEER AND AWARD THE
BID TO ESSICK MACHINERY COMPANY, 1950 SANTA FE AVENUE,
LOS ANGELES, CALIFORNIA, IN AN AMOUNT OF $5,273.06, FOR
THE PURCHASE OF ONE 3-5 TON ROAD ROLLER AND ONE PNEUMATIC
TIRED EQUIPMENT TRAILER, AND THAT ALL OTHER BIDS BE RE-
