The City Council of the City of Baldwin Park met in regular
session at the above place at 7:30 p.m.
Councilman Littlejohn led the salute to the flag. FLAG SALUTE
The invocation was given by Reverend Howard G. Sell of the INVOCATION
First Church of God.

Mayor pro tem Bishop asked the City Clerk to read the peti- PETITION RE PRO-
tion for a proposed parking district. POSED PARKING
DISTRICT.
City Clerk Balkus read the petition, signed by 13 persons,
as follows:
TO THE CITY COUNCIL:
We, the undersigned owners of commercial property
representing In excess of 50% of all the commercial
property generally shown on the attached map, hereby
petition the City Council of the City of Baldwin Park
to assist us In forming a Parking District pursuant
to the provisions of the Streets and Highways Code,
Division 18, Part 1, Sections 31500-31933.
Our preliminary investigation indicates that such
action is not only desirable but necessary if the pres-
ent commercial core area of our City is to grow and
prosper for the benefit of the entire community.
In presenting this petition the undersigned
property owners have not established exact boundaries
of the proposed district nor determined what parcels
would be obtained Initially for parking purposes. A
steering committee of property owners from the area
shown on the attached map have been selected and are
anxious to proceed if your Honorable Body will author-
ize the employment of special legal counsel and fur-
nish the necessary engineering assistance required to
formally proceed."

Regular Meeting of the Baldwin Park City Council
Mayor pro tem Bishop asked if'there was anyone in the audi-
ence desiring to speak relevant to the proposed parking
district.
City Clerk Balkus administered the oath to those desiring to
be heard before the City Council.
Chief Administrative Officer Asmus presented a breakdown,
compiled by the City Engineer,, regarding the area percent-
ages, wherein the petition, as presented, represents 85.6%
of land area; represents 80.91% of assessed valuation of
land only; represents 85.8% of assessed valuation of land
and improvements in the area designated by shaded area on
map which is attached to the petition. He further stated
that all but 5 parcels, as shown on the map, are represented
by the petition as presented to Council, and have not regis-
tered either approval or disapproval,as yet.
Mr. A. 1. Benyas, 4113 North Maine, Baldwin. Park, spoke in
favor of a parking district, stating that other cities have
parking areas and that it was necessary, in his opinion, one
be established here.
Mrs. Faye Hickey, 4209 North Maine, Baldwin Park, spoke in
favor of establishing a parking district, suggesting the
area be from Ramona Boulevard to Palm Avenue, and Palm
Avenue to Clark Street, and that a petition would be car-
ried, if wanted.
Councilman Littlejohn reported, at this tiriJe, on the find-
ings resulting from the trip to the City of Pomona parking
district, in that parking has been developed behind their
stores, thereby providing two entrances; that it has been
determined the rear entrances are being used more than the
front, therefore, the merchants are making their back doors
more attractive; that the people do not like to walk any
great distance to do their shopping; that their parking
district area is situated very similarly to the one proposed
here in Baldwin Park; that the merchants in Pomona have
found they have done more business since the establishment
of this parking area.
Mrs. Nancy June Fordam, 3437 West 77th Street, Los Angeles,
43, California, owner of the property proposed for a parking
district, stated that she is willing to consider this area
being used as a parking district if that is what the people
want, and she would consent to negotiate, meeting with the
committee on Thursday, December 8, 1960, at 10:30 a.m.
COUNCILMAN HOLMES MOVED THAT COUNCIL ACCEPT THE PETITION AND
AUTHORIZE THE CITY ENGINEER TO WORK WITH THE COMMITTEE TO
SET UP THE OFFICIAL DISTRICT BOUNDARIES. COUNCILMAN BLOXHAM
SECONDED. There were no objections, the motion carried and
was so ordered by Mayor pro tem Bishop.
Discussion followed wherein Councilman Littlejohn expressed the
opinion that there should be a representation of people in the
district at the meeting for negotiation with Mrs. Fordam, and
asked Dr. Ungar to contact other members of group with regard
to attending. Mayor pro tem Bishop appointed Councilman
Littlejohn, along with himself, to attend this meeting, to be
held in the Council Chambers of the City Hall.

one bid on Public Liability and Property Damage had been
received on Saturday, December 3, 1960, by the Police
Department, and, although the specifications called for
all bids to be delivered to the CifyClerk's Office by
no later than 5:00 p.m. on Friday, December 2, 1960, he
recommended that Council, before opening of the Bids,
waive this time, if so desired:

THE RATINGS OF THE VARIOUS INSURANCE COMPANIES. COUNCILMAN
LITTLEJOHN SECONDED. There were no objections, the motion
carried and was so ordered by Mayor pro tem Bishop.

Mayor pro tem Bishop announced that it was now the time and
place for public hearing-on Ordinance No. 162, Amending the
Municipal Code to Prohibit Vehicles Exceeding 6,000 lbs.
from Using Certain City Streets.
City Clerk Backus again administered the oath to those de-
siring to be heard.
As there was no one in the audience wishing to speak in favor
of Ordinance No. 162, Mayor pro tem Bishop asked if there was
anyone in the audience wishing to speak In-opposition to this
ordinance.
Before-testimony in opposition was taken, Chief Administrative
Officer Asmus elaborated on the intent of the ordinance, and
located the streets involved on a map for benefit of those in
the audience.
Mr. H.G. Feraud, Executive Secretary of the Southern Calif.
Rock Products Association and the Southern California Ready
Mixed Concrete Association, 1811 Fair Oaks, South Pasadena,
stated that there are those in the area that will remember
him as Father of Rivergrade Road"; that there are 1,120,000
trucks in the State of California, of which 17% are for hire'
trucks and 83% are privately owned by business-people; that
trucks-are assessed by the State for a weight fee, which is
set by the State Legislature for repair of-weight damage to
streets...this fee is in addition to registration fees; that
without funds coming from the trucks, there would be-no free-
ways; that 17% of the registered vehicles in the State of
California pay over 1/3 of the Highway Users Taxes; that the
great majority of truck travel uses Rivergrade-Road, and
will continue to do so...especially when the San-Gabriel River
Freeway is built scheduled to be completed within 5 years);
that the trucks using the streets of the City bring necessary
materials to the people; asked if Council would consider a
postponement of this enactment until Irwindale Avenue is
settled.
Mr. Thomas J. Wallace, 16129 Doublegrove Avenue, Covina,
owner of one truck, stated that if he is forced to travel
an indirect route, his costs increase; cited-the traffic haz-
ards that would be involved; pleaded a cost of transportation
hardship' factor; felt that the enactment of this ordinance
would be unconstitutional; that the trucks are well covered
with Insurance; that the trucks make no more noise that the
so-called jalopies' and hot-rods'.
Mr. Joseph Geidr, 822 East Herring Avenue, West Covina,
stated that such an ordinance would necessitate an added
police force; that such enforcement would create poor
public relations;-believes there should be a north and
south access through the City; that he would not have
purchased land for investment purposes if truck traffic
was to be routed away from the business areas.

Mr. Ken Amon, 1022 East Garvey, Monterey Park, Public Rela-
tions Director for California Dump Truck Owner's Association
stated that he was not speaking against the ordinance parti-
cularly, but speaking against a trend' wherein many in-
corporated cities attempt to maintain a country' atmosphere
in a great metropolis; that trucks will always be the main
source of supply; that Baldwin Park would be punishing
neighboring cities by not leaving a north and south route
through the City.
Mrs. Drobish, 4002 North Baldwin Park Boulevard, Baldwin
Park, spoke in opposition to the preceding testimony, stat-
ing that the noise from the trucks traveling on Baldwin Park
Boulevard at Sierra Madre, at 4:45 a.m, was causing her to
lose tenants.
Mr. Alfred Davis, 12614 Magnolia, Chino, stated that if he
would not be permitted to use the streets for truck travel
he would spend no more money in the City; that, it was his
suggestion that the travel be routed Arrow Highway to Sierra
Madre, across Ramona Boulevard to Baldwin Park Boulevard
and on out.
Mr. Bob Brierley, 4869 North LaRica, Baldwin Park, stated
that he has lived in Baldwin Park about 15 years; that he
moved here,primarily to have a place to park his truck; that
he drives home empty' and leaves empty'; wondered whether
this ordinance would preclude his continuing this procedure.
City Attorney Gorlick stated that this ordinance would pre-
vent him from taking his truck home, and, If he did continue
to do so, would be held in violation.
Mr. H. G. Feraud spoke again, stating that a truck, such as
Mr. Brieriey's, would weigh, when empty, 9,000 lbs. 11,000
lbs. 3 axle truck); that the axle load 18,000 lbs.) is the
determination as to how much-damage a vehicle will do to a
highway...not the total gross weight; that a truck and trailer
properly constructed, carrying its 76,800 lbs., is no more
damaging to the streets than a 2 axle or 3 axle truck carrying
from 8-12 tons; that it was his suggestion that an amendment be
made to the ordinance in order to enable truck owners to bring
their trucks unladen, in and out of the City, parking them off
the streets.
Mr. Frank Zamora, 3309 Syracuse, Baldwin Park, stated that
he has lived in Baldwin Park for seven years, and he, too,
drives his truck in and out of the City, unladen, and wishes
to continue to do so; that he purchases the majority of his
gasoline here, spending about $250.00 monthly; that he pur-
chased property here for the express reason of having a
place to park his truck; that, if the ordinance Is enacted,
it will create a burden to him, as well as other truck
owners; that he would like to see Baldwin Park Boulevard
left open for truck travel, and also Sierra Madre.
Mr. Edward Wrenn, Wrenn's Truck Maintenance, 14835 Badillo,
Baldwin Park, stated that his livelihoodwas derived from
truck maintenance; that he has lived in Baldwin Park for
several years; that he felt the ordinance should not be
enacted.
Mr. Arthur Seymour, 5141 N. Sleeker Street, Baldwin Park,
stated that all the property is M-I where he lives mostly
rentals; that it was his feeling that Joanbridge Street
should be left open; that the sign Heavy Traffic Prohibited'
would be detrimental to rentals; that there should be a per-
missive use for trucks in an M-l zone.

Mr. D. W. Asquith, 13138 Judith, Baldwin Park, stated that
therewas nothing in this proposed ordinance to protect the
home owner from having heavy trucking going in an M-zone
next to a residential area; that it was his suggestion to
route truck travel on Baldwin Park Boulevard.
Clarification for the benefit of Mr. Asquithwas offered by
Council and by City Attorney Gorlick.
Mr. Cruz Tafoya, 3323 Syracuse, Baldwin Park, a truck owner,
stated that he felt he should be permitted to park his truck
at his home.

Gentlemen:
As I will be unalbe b express my views at your public
hearing, I am writing this letter regarding your proposed
ordinance number 162, I am particularly concerned with
Calmview Ave. from Arrow Highway to Nubia St.
When I subdivided this area and installed the streets
and other improvements I went to considerable extra expense
to install heavy base and paving to comply with the anti-
cipated heavy industrial traffic; all'at the city request.
As a result I feel that a reasonable amount of such traffic
will not be harmful.
It is my understanding that the proposed ordinance
will have no effect on deliveries or pickups in the area;
however, I do feel that it should allow trucks to use the
street as a means of access to service facilities. There
are 2 garages near Nubia Street and some undeveloped land
In the area and I can see no logical reason why trucks
should not be allowed on the street when going to such
places. The property was zoned by the City for this type
of activity, the street specifications were drawn with it
in mind, and it does not seem either logical or fair to
withdraw the use of the street from this traffic.
I hereby request that Calmview Ave. from Arrow Highway
to Nubia Street be deleted from the ordinance and that no
further restrictions be placed upon-it.

Councilman Holmes spoke at length on the reasons why Council
felt that an ordinance of this nature was necessary i.e.
that the City was restructed to 40% of the Highway Use Gaso-
line in Lieu Taxes to repair and maintain streets; that
Council was obligated to hear the expressions of complaint
from citizens regarding the heavy truck travel over City
streets; that certain streets in the City were not constructed
to carry heavy traffic; that the establishment of truck routes
would eliminate a great deal of confusion; that meetings are
being organized with neighboring city councils to plan proper
routes; that the Upper San Gabriel Valley Planning Committee
has requested their engineers to study the coordinating of
truck routes; that all the facts, testimony, etc., will be
given every consideration before final action is taken by
Council.

Planning Director Mansfield presented the matter of Relocation
Case R-78, R-79 and R-81, giving the findings of the Planning
Commission, wherein they recommended denial of all three re-
location cases.
City Clerk Balkus read a letter from William L. Burton re-
garding these relocation cases as follows:
To Members of the Baldwin Park City Council Nov.25,1960
I would like at this time to ask the members of the
Baldwin Park City Council if they could please reconsider
my request for relocation permits R-78, R-79 & R-8I these
permits were denied before the Baldwin Park Planning
Commission at the last meeting, the permit for R-80 was
granted. I have lived in the general area for the past
30 years, I own other property in the City of Baldwin Park,
I have no desire whatsoever to move anything into this area
that would be a detriment to the neighborhood. The 3 houses
that the permits were denied are not prewar houses as some
of the members of the planning commission thought. These
homes were built in the latter part of 1945 and early part
of 1946, they are all F.H.A. built which is the best of
construction.
The termite report shows these homes to be in the best
condition, the building inspectors report shows these homes
to be in excellent condition. I understand that these houses
are some of the best built homes that the City of Baldwin
Park has been asked for relocation permits for.
These 3 houses are the same age and was built by the same
builder as the relocation permit that they approved at 5035 W.
115 St., which was permit R-82. I hope to move these homes
on Maine St. south of the freeway, the street is only one
block long, there is industrial on one end and the freeway
on the other.

The three homes that I hope to move onto this lot are
newer than any house facing Maine Street in this block, so
gentlemen I do feel that these homes will definitely be an
asset to this street, I have talked to the neighbors on both
sides on my lot and they have agreed to put in curbs and
sidewalks when I do.
The design of these three houses are very similar to the
homes being built today, they all have central hall plans, I
did not purchase these housues until after I had made pictures
and plot plans and discussed them with the building department.
It was my understanding that there had been no relocation
permits denied of homes with similar design and age. I
understand the Planning Commission has tightened controls
on issuing relocation permits; I think this is an excellent
idea as they have moved some awful old homes into the area
in the past. Please fellows don't class my three houses in
this category.

that only minor repairs were needed on these homes; that all
have double detached garages; that none sold for under
$11,500.00; that they are not prewar homes-they are FHA_-VA
built homes of the best construction; that they have the same
designs as those homes being built today with slight exception.
Mr. Leonard Bishop, 1343 North Maine Avenue, Baldwin Park,
spoke in favor of the relocation of these homes, stating
that he could see no reason, structurally, why they should
not be permitted to be located in Baldwin Park.

Asmus suggested that Council view these homes before
making a final decision.

ports showing these being due to a lack of courtesy of,ex
cessive speed.

Mayor pro tem Bishop reported that he had called Mayor Heath,
of the City of West Covina, with regard to a meeting between
the two cities relative to zoning, truck routes, etc., and
that Mayor Heath will call and set a date.
Chief Administrative Officer Asmus presented a report and
specifications recommended for securing bids to replace the
five 1960 black and white police units and also a complete
Maintenance Analysis cost date sheet, as furnished by the
Police Department; he stated that these figures reflect all
costs, except replacement and gasoline up to and including
October 31, 1960; that comparative analysis of last year's
maintenance figures Indicate that maintenance costs have re-
duced slightly on some Items; that the specifications call
for alternate bids on new 1960 or 1961 models, with and
without the automatic transmission; that the bid opening
date should be set for either January 3, 1961 or January 16,
1961 meeting.

ordinance that will enable the City of Baldwin Park to
qualify for reimbursement of one-half the salaries and
certain living expenses paid to Polbe Officers while
participating in training. He stated that the newly cre-
ated Commission on Peace Officer Standards and Training
became operative October 23, 1960, and that its rules
and regulations, which establish certain minimum qualif.i-
cations and standards for Police Officers are purely
voluntary, as they apply to cities, but must be adhered
to as minimum standards if a city, county or state agency
desires to recover part of their training costs; that the
City of Baldwin Park currently meets all the requirements
and needs only to adopt an ordinance to be eligible for
one-half of such costs; that the City now stands to re-
cover several hundred dollars each year in salaries if
we participate.

Planning Director Mansfield presented Lot Split Case No. 303, a
request by Harry and Audrey Warner for a lot split at 4122 North
Harlan, Baldwin Park. He explained the findings of the Planning
Commission and that they recommended approval of the lot split
subject to the conditions in Planning Commission Resolution No.
606.
Discussion ensued.

southerly end of Paddy Lane to Merced Avenue, and deletion
of drainage easement from Lot II.
City Engineer Young after review of this Final Tract Map,
as modified, recommended acceptance with the suggestion,
however, that the City acquire the drainage easement and
that the City Council require a $2,000.00 cash deposit be
made by the subdivider to guarantee purchase and improve-
ment of the drainage easement.
Discussion ensued with legal clarification offered by City
Attorney Gorlick relevant to the matter of posting a cash
deposit.
Mr. Tracy Bousman, 212 South Ist.Avenue, Arcadia, stated
that there is on file, at this time, a bond in the amount
of $14,000.00 which covers the storm drain improvement.
Mrs. Loretta Ord, owner of the subdivision, stated she would
have a $2,000.00 deposit into the City Hall by 3:00 p.m.,
December 6, 1960, together with a letter stating the purpose
for its use.
Considerable discussion ensued with City Attorney Gorlick
offering legal clarification as to the proper procedures
for presentation and approval of Final Tract Maps.
COUNCILMAN HOLMES MOVED THAT FINAL MAP, TRACT 23407, BE
APPROVED SUBJECT TO THE RECOMMENDATION OF THE CITY ENGINEER
AND COMPLIANCE WITH THOSE REGULATIONS, AND THAT THE NECESSARY
LETTER STIPULATING PROCEDURE RE STORM DRAINS BE FILED; AND
AFTER COMPLETION THEN THE PROPER OFFICIALS BE AUTHORIZED TO
SIGN. COUNCILMAN BLOXHAM SECONDED. The motion carried by
the following vote:

Chief Administrative Officer Asmus presented a request for
the purchase of one Layton asphalt, spreader at a total cost
of $1,857.35. He stated that this ls a truck pull spreader
with tractor type rollers, which, makes easy pulling, and
does not'require specially built hitches for the trucks;
that, after purchasing this spreader at this cost, there
will still be a net saving of $450.49 due to savings on`
other purchaes over the budgeted amount.
Discussion followed.

City Engineer Young presented the matter of Final Map,
Tract 26174, located on Filhurst Avenue off of Valle Vista
Avenue, and distributed tract maps for Council's perusal.
He reported that the owners have deposited $1,395.00 in
cash to cover the cost of street lighting, street signs,
trees and inspection fees; that this tract is within the
Baldwin Park Lighting District, and is in substantial
accordance with tentative maps submitted and approved
by both the Planning Commission and the City Council.
Discussion followed.
